A motion was made by John Larkin, Jr., seconded by Gary Cation, that the
Minutes of the August 3, 2022 meeting be approved. The motion carried
unanimously.

220320 Public Safety Building Assessment Program
Phase one feasibility study analysis and space needs assessment for a
joint public safety facility expansion project.
Carl Goldsmith - gave a presentation
PUBLIC SAFETY BUILDING ASSESSMENT PROGRAM
Phase one of a feasibility study analysis has been conducted on the
police and fire department facilities. The village have hired a consultant
and an architect that can assess the operating departments. The
facilities are undersized and not adequate for fire and police needs. They
were looking into where they can overlap the fire and police stations. Fire
found a gap in coverage and would like to achieve a 4-minute response
time. Fire department realized that they would not be able to achieve that
response time if they were connected to the village. Police are possibly
looking into expanding to village hall and having a connection between
the two buildings. At this point, the fire station would best be suited as a
stand-alone building. Looking at property near Rainbow Cone, however it
may not be the best place to build. Might partner with the park district but
would need to negotiate property with the park district. National

University of Health Sciences may be another location to work with. No
formal discussions, working with consultants that are figuring out what is
the best route to take. Recently met and are still working with the
architect. The new addition that would be created between village hall
and the police station have discussed having two levels because one
level is not enough. There is discussion about demolishing a part of the
police station in order to connect and build an addition that will be one
level with a basement that way they can eliminate having elevators. No
details have been defined yet for police. Looking at smallest possible
footprint for the new fire house. The park district on Madison own two
homes, the fire station can possibly fit there. On Fairfield the fire house
would be suitable but not ideal. Public works is having discussions with
property owners and will reconvene with consultants later. Connecting
village hall to the police station and creating a larger station would cost
$15 million. An ideal fire station would be $12 million. The current aging
facilities would cost more to maintain and improve upon.
Mullins - Would we need to purchase more fire vehicles? Goldsmith - We
would be using the vehicles we currently have. Corso - Where is the
money coming from? Goldsmith - We have a waterfall fund, at the end of
the fiscal year we may have extra funds that we hold onto for future use.
Architects will be providing us with updated pricing for every year. We will
continue to speak with property owners of Fairfield because it is a small
property. Mullins - Will the roads need to be redone? Goldsmith - it would
be similar to Fire Station 44 where we would have flashing lights. We are
mindful of the busy traffic. Mullins - Would we need to get approval from
the other neighbors? Goldsmith - Not entirely sure at this point, but will
need to schedule meetings that will have a public outreach. Cation - Have
you reached out to this neighbor? Goldsmith - We sent out a vague letter
to the neighbors that stated we are looking to purchase property. They
can put in a FOIA request for further information about the property
across from them. We will need to look at how to best occupy the fire
department’s apparatus, won’t have a tower ladder at each location. At
the end of the feasibility study we will look at what properties we have.
The plan would be 2025 construction, 2024 would be the building design.
220349 Traffic Study - Westmore & Washington
Chairperson LaVaque - There has been a lot of traffic incidents around
Westmore & Washington.
Goldsmith - Our new civil engineer, Mike Barbier came to us from
DuPage County and has a wealth of knowledge. It has been reported to
public works that there was a concern at Westmore and Washington.
What we have found is that all the other intersections with four lanes have

a protected green arrow. Washington and Westmore for whatever
reason, do not have that. The best way to have a protected lane is with a
green arrow. There are higher crash incidents at Maple and Jackson,
does not have turn lane but has green arrow. A protected green arrow
may not be the best solution. Would like to send off to KLOA to see what
would be the best solution. Would not want to narrow the lanes down. Will
come back after the evaluation is complete to ask for a vote. Perkins -
Do we consider the arrow in both directions? Goldsmith - you are unable
to have both southbound and northbound arrows. There would need to be
another dedicated turn lane in order for that to happen and there is not
enough room on the road to do so.

DC Kickert - In October the fire department completed its second
citizens academy. We currently have some candidates in the academy.
Almost up to 6800 calls this year. This has been our busiest year for only
having two fire stations with 16 people on duty every shift. Third fire
station would be a large improvement.
150469 Police Department Reports/Information
Chief Newton - 1,605 911 calls in the month of October. Up 9% through
the month of September to October. Currently have one candidate in the
academy. We are wanting to have 4 in the next academy. Went to the
board with ten candidates and none of them passed.

A motion was made by Gary Cation, seconded by John Larkin, Jr., to adjourn
the meeting at 7:51 PM. The motion carried unanimously.
