Gerhardt Community Room Public Safety & Transportation Committee Trustee Brian LaVaque, Chairperson Bob Bachner, Alternate Chairperson Jennifer Perkins, Michael Corso, John Larkin, Robert Corbino, Gary Cation, John Mullins, Rick Miller and Patrick Casey Public Safety & Transportation Minutes April 3, 2024 Committee 1.0 Call to Order and Pledge of Allegiance Chairman LaVaque called the meeting to order at 7:00pm. 2.0 Roll Call Present 7 - Brian LaVaque, Jennifer Perkins, Michael Corso, John Larkin Jr., Bob Corbino, Gary Cation, and John Mullins Absent 2 - Rick Miller, and Patrick Casey 3.0 Public Participation 4.0 Approval of Minutes A motion was made by Gary Cation, seconded by Bob Corbino, that the Minutes of the February 7, 2024 meeting be approved. The motion carried unanimously. 5.0 Unfinished Business 6.0 New Business An Ordinance Amending Article XIII of the Lombard Traffic Code to Add Parking Prohibitions on Maple Street A Recommendation from the Public Safety & Transportation Committee to amend the Ordinance amending Article XIII, Section VII of the Village of Lombard Traffic Code removing two parking spaces on the south side of Maple immediately west of Lincoln. (DISTRICT #1) Mike Barbier presented the proposed changes to the Committee. Staff is recommending removing the two parking spaces immediately west of Lincoln Street to increase sight distance for vehicles on Lincoln Street during school pick up and drop off. A motion was made by Gary Cation, seconded by Jennifer Perkins, that this Ordinance be recommended to the Board of Trustees. The motion passed by unanimous vote. An Ordinance Amending Article XIII of the Lombard Traffic Code to Add Parking Prohibitions on Central Avenue A Recommendation from the Public Safety & Transportation Committee to amend the Ordinance amending Article XIII of the Lombard Traffic Code to prohibit on the north side of Central Avenue from Stewart Avenue to Grace Street. (District #6) Mike Barbier presented the proposed changes to the Committee. Staff Village of Lombard Page 1 Public Safety & Transportation Minutes April 3, 2024 Committee recommends the prohibition of parking on the north side of Central Ave from Stewart Ave to Grace St adjacent to Southland Park. This will increase safety by providing better access to emergency vehicles and local drivers on Central Ave. Discussion ensued. The Committee decided to table the item until neighbors were notified of the proposed changes and discuss at the May meeting. A motion was made by Jennifer Perkins, seconded by Michael Corso, that this Ordinance be tabled until the May 1, 2024 meeting. The motion passed by unanimous vote. 7.0 Other Business 8.0 Information Only Fire Department Reports/Information June 2025 DC Hyland presented the reports. The new Tower Ladder is in service. New FF/PM Plunge graduates from the Academy next Friday. Two conditional offers were extended to new FF/PMs. The new Deputy Chief will start April 15th. Police Department Reports/Information Chief Wirsing presented the Police Department updates. There are three new graduates from the Police Academy. Three more officers will be starting soon. DuPage County Mental Health Pilot Program Update Chief Wirsing and DC Hyland provided information on what the Police Department and Fire Departments are doing to support their Department members. They also discussed how Department members support those who call for mental health assistance, including possibly partnering with the DuPage County Health Department. Village of Lombard Page 2 Public Safety & Transportation Minutes April 3, 2024 Committee Village of Lombard Development Update Bill Heniff presented the development update to the Committee. The development update can be found on the Village’s website. Information on the site includes business updates, maps, timelines, and grant information. 9.0 Adjournment Trustee LaVaque informed the Committee that Patrick Casey will be stepping down due to health reasons and that there will be a vacancy on the Committee. Meeting adjourned at 7:54pm. A motion was made by Gary Cation, seconded by John Larkin, Jr., to adjourn the meeting. The motion carried unanimously. Village of Lombard Page 3
