Gerhardt Community Room Public Safety & Transportation Committee Trustee Brian LaVaque, Chairperson Bob Bachner, Alternate Chairperson Jennifer Perkins, Michael Corso, John Larkin, Robert Corbino, Gary Cation, John Mullins, Rick Miller and Charles Kay Public Safety & Transportation Minutes December 4, 2024 Committee 1.0 Call to Order and Pledge of Allegiance Trustee LaVaque called the meeting to order at 6:09pm. 2.0 Roll Call Present 8 - Brian LaVaque, Jennifer Perkins, John Larkin Jr., Bob Corbino, Gary Cation, John Mullins, Rick Miller, and Charles Kay Absent 1 - Michael Corso 3.0 Public Participation Jeff and Tim Grobart of Lombard attended the meeting to provide their support for parking restrictions at Magnolia Circle and Cherry Lane. They believe that the current street parking is dangerous for traffic, particularly during Falcon football season. 4.0 Approval of Minutes A motion was made by John Larkin, Jr., seconded by Gary Cation, that the minutes of the October 2, 2024 meeting be approved. The motion carried unanimously. 5.0 Unfinished Business 6.0 New Business Lombard Meadows Parking Restrictions - Magnolia Circle and Cherry Lane Staff recommends amending Section 1-13-1 of the Lombard Traffic Code (Ordinance 1186) to establish parking prohibitions on the North side of Magnolia Circle from Cherry Lane to Lilac Way and the East side of Cherry Lane from Wilson Avenue to the North dead end of the street. Mike Barbier presented the request to establish parking restrictions on the north side of Magnolia Circle from Cherry Lane to Lilac Way and the east side of Cherry Lane from Wilson Avenue to the north dead end of the street. The Committee discussed and was in favor of recommending the proposed changes to the Village Board. The Committee also recommended reaching out to the Falcon Football organization to inform them of the changes. Sgt. Balsitis suggested extending the parking restrictions to include Hawthorn Circle. Mike Barbier recommended not including Hawthorn in the current proposal until the residents can be informed of the proposed change. A motion was made by Rick Miller, seconded by Gary Cation, to recommend that the Board of Trustees approve amending the Lombard Traffic Code to Village of Lombard Page 1 Public Safety & Transportation Minutes December 4, 2024 Committee establish parking prohibitions on the North side of Magnolia Circle from Cherry Lane to Lilac Way and the East side of Cherry Lane from Wilson Avenue to the North dead end of the street. The motion passed by a unanimous vote. 7.0 Other Business 8.0 Information Only Fire Department Reports/Information November 2024 December 2024 Deputy Chief Gac presented the September and October Fire Department reports. The Toy Drive has been incredibly successful and the Toy Parade will be held on December 14th. Police Department Reports/Information Sgt. Balsitis provided the Police Department report. One officer is graduating from Academy this week and will begin his field training soon. Shop with a Cop will be on December 7. Background Info Related to E-Bikes/Scooter Use in Public ROW Sgt. Balsitis presented this item to the Committee. There have recently been State laws passed enabling municipalities to regulate e-bikes and scooters in the public right-of-way. The Police Department has passed out flyers about e-bike and scooter use in the public right-of-way. The Police Department is seeking feedback on how the Committee would like to enforce these new regulations. Wheaton and Glen Ellyn have put out sidewalk stickers telling residents when to “walk their wheels” in the downtown. Currently, bicycles are allowed on sidewalks except in the downtown central business district. E-bikes are not allowed on sidewalks per State law. The Committee discussed. Staff would like to bring forward a proposal in the future for the Committee to consider. 9.0 Adjournment A motion was made by Gary Cation, seconded by Bob Corbino, that the meeting be adjourned at 6:46pm.
