Gerhardt Community Room Public Works Committee Trustee Bill Ware - Chairperson Trustee Dan Whittington - Alternate Chairperson Art Kuehl, John Kaforski, Ken Blakeslee, Mike Kuderna, David Arnold, Robert Bachner and Joe Glazier Staff Liaison: Public Works Committee Minutes January 13, 2015 1.0 Call to Order and Pledge of Allegiance Meeting called order by Chairperson Ware at 7:02 PM. 2.0 Roll Call Absent 1 - Ken Blakeslee 3.0 Public Participation 4.0 Approval of Minutes A motion was made by Mike Kuderna, seconded by John Kaforski, that these minutes be approved. The motion carried by the following vote: Aye: 2- John Kaforski, and Mike Kuderna Abstain: 5- Arthur Kuehl, Dan Mahal, David Arnold, Joe Glazier Jr., and Robert Bachner Absent: 1- Ken Blakeslee 5.0 Unfinished Business 6.0 New Business 140480 FY2014 Asphalt Paving and Patching, Change Order No. 2 Reflecting a decrease to the contract with Brothers Asphalt Paving, Inc. in the amount of $9,398.55. (DISTRICTS - ALL) Goldsmith reviewed the change order with the committee members. A motion was made by John Kaforski, seconded by Arthur Kuehl, that this Resolution be recommended to the Board of Trustees for approval. The motion passed by an unanimous vote. 140504 FY2014 Sewer Cleaning & Televising, Change Order No. 1 Reflecting a decrease to the contract with Visu-Sewer of Illinois, LLC in the amount of $10,408.45. (DISTRICTS - ALL) Goldsmith: want to point out that this project was one of the joint projects that we did with other municipalities. Mahal: are we recording the savings? Goldsmith: honestly I have had trouble getting figures from other municipalities, but we (the Village) have saved substantial amounts of money. Goldsmith discussed the Tree Trimming contract with the committee members. Kaforski: what worries me is that we are excluding the smaller local companies with these type of contracts. Goldsmith: we Village of Lombard Page 1 Public Works Committee Minutes January 13, 2015 are aware of that and have taken that into consideration in the process. Kaforski: do we have a specific guideline for tree trimming? Goldsmith: yes we do. Goldsmith: reviewed the change order with the committee members. A motion was made by David Arnold, seconded by Robert Bachner, that this Resolution be recommended to the Board of Trustees for approval. The motion passed by an unanimous vote. 140511 Lombard Meadows - Phase I, Final Balancing Change Order No. 3 Reflecting a decrease to the contract with Cerniglia Company, Inc. in the amount of $356,079.57. (DISTRICT #6) Goldsmith reviewed the contract with the committee members. Mahal: regard to JULIE not doing everything correctly - can we do anything about that? Goldsmith: we did notify the State. Different if plan issues vs. field issues. Mahal: Fire hydrant was not installed and we were billed for it?? Goldsmith will e-mail info regarding the hydrant to committee members. A motion was made by David Arnold, seconded by Dan Mahal, that this Resolution be recommended to the Board of Trustees for approval. The motion passed by an unanimous vote. 150009 Proposed Code Amendment for Dumpsters in the Downtown Discussion of construction dumpster regulations in the public right-of-way. (DISTRICTS - ALL) Goldsmith: reviewed this item with the committee members. Reiterated the Village Codes/Ordinances regarding dumpsters in the downtown area. Proceeded to explain the issues associated with Public Works. Kaforski: I do not think that 3 days for a dumpster is long enough. I think that it should be a minimum of 1 week - then you start violations. Glazier: I have another concern - 30 yard dumpster is huge. There are safety concerns with that. Arnold: I like the idea that a business can have a dumpster if they need it. I do not like the idea that the business is liable if there is damage done by the dumpster company. Could there be language added to this to show an advantage to having the dumpster there if it is overnight usage? Goldsmith: most of this is geared to the downtown area and any of those buildings really could be gutted in 5 days. Kaforski: require plywood under the dumpster required. Recommendation from committee is 20 yard max for dumpsters size - 5 continuous business days (not weekends) should be the max amount of time. 150013 Proposed Code Amendment for Frozen Water Service Lines Staff requests the Public Works Committee review a proposed Village Village of Lombard Page 2 Public Works Committee Minutes January 13, 2015 Code amendment to establish the Village's role in assisting with frozen water service lines. Goldsmith: reviewed the proposed amendment with the committee members. Kaforski: should not have to keep the water trickling if the line is frozen on the public side. Mahal: $10 per day seems like a lot to credit them. Kaforski: this needs to be written very specific to the situation. Mahal: have any other Villages given input on this? Goldsmith: we are on the front line with this. Arnold: if it freezes on the public side are you digging the line deeper? Goldsmith: yes. Mahal: how do they thaw these so quickly? Goldsmith: the equipment steams the line. Kaforski: if from b-box to home - OK with the fee of $500. Not if the freeze is on public property. Committee would like to bring this back in February - with a document that includes their comments. A motion was made by Arthur Kuehl, seconded by Dan Mahal, that this Request be tabled. The motion passed by an unanimous vote. 7.0 Other Business Goldsmith: reported that 1300 Ash trees have been removed, leaving approximately 1100 trees that still need to be removed. 3 options -1 year, 2 years and 3 years. Will be bringing the bid for tree removal of all trees this year to the board. Goldsmith: will ask Eric Hendrickson. the Village Forester, to attend the February Public Works Committee meeting to address any issues or questions. 8.0 Information Only Bachner asked for clarification regarding painting of the fire hydrants. Discussion ensued regarding hydrants, painting and flow info. Arnold: are the hydrants GPS'ed at all? Goldsmith: new ones go into the system, but no, not all hydrants are in the system. Looking to get everything - all Village assets - into one system. Bachner: want the committee to understand that the panels on Finley Road are moving on a daily basis. Goldsmith: will take a ride on it and listen. Bachner: specifically on Finley between Harrison and Wilson. 9.0 Adjournment A motion was made by John Kaforski, seconded by Joe Glazier, Jr. to adjourn the meeting at 8:29 PM.
