Gerhardt Community Room Public Works Committee Trustee Bill Ware - Chairperson Trustee Dan Whittington - Alternate Chairperson Art Kuehl, John Kaforski, Ken Blakeslee, Mike Kuderna, David Arnold, Robert Bachner and Joe Glazier Staff Liaison: Public Works Committee Minutes April 14, 2015 1.0 Call to Order and Pledge of Allegiance Meeting called to order by Chairperson Ware at 7:00 PM. 2.0 Roll Call Present 1 - Ken Blakeslee 3.0 Public Participation 4.0 Approval of Minutes A motion was made by David Arnold, seconded by Mike Kuderna, that the minutes be approved . The motion passed by an unanimous vote. 5.0 Ratification 150103 Fuel Station, Change Order No. 2 Reflecting an increase to the contract with Accurate Tank, Inc. in the amount of $29,595.70. (DISTRICT #6) A motion was made by Joe Glazier, Jr., seconded by Dan Mahal, that this item be ratified. The motion passed by an unanimous vote. 6.0 Unfinished Business 150013 Proposed Code Amendment for Frozen Water Service Lines Staff requests the Public Works Committee review a proposed Village Code amendment to establish the Village's role in assisting with frozen water service lines. Goldsmith: reviewed the memo with the committee members regarding the revised policy for frozen water lines and highlighted the changes made to the policy. Discussion ensued regarding the ways that water use would be monitored. Arnold: if we fix the line correctly then why would it have to be dug again and the customer charged $500.00 to thaw this? Also, the credit for water is off - we would be giving them a credit for $300.00 per month. Goldsmith: the $10.00 per day was given to us by Finance - people need to have an incentive to run the water. Further discussion ensued regarding the wasting of the water and the $10.00 incentive. Bachner: I support the trickle. Mahal: when we dig we do put the b-box deeper correct? Goldsmith: yes, and the problem lies in the fact that you may still have a risk if you do not keep the water running a trickle. Mahal: I am good with this. Kuehl: how many of these this year would this policy have applied to? Goldsmith: none. These were all private property issues. Glazier: were any of these repeats from the past year? Goldsmith: no. A motion was made by John Kaforski, seconded by Ken Blakeslee, that this Village of Lombard Page 1 Public Works Committee Minutes April 14, 2015 Request be recommend to the Board of Trustees for Approval . The motion passed by a vote of 7 Ayes - 1 Nay. Aye: 7- Arthur Kuehl, John Kaforski, Ken Blakeslee, Mike Kuderna, Dan Mahal, Joe Glazier Jr., and Robert Bachner Nay: 1- David Arnold 7.0 New Business 150156 FY2015 Concrete Rehabilitation & Utility Cuts Patching, Change Order No. 1 Reflecting an increase to the contract with G&M Cement Construction in the amount of $148,610.00. (DISTRICTS - ALL) Goldsmith: reviewed that change order with the committee. Kaforski: is there a way that a resident can click on a project and ask a question? Goldsmith: not sure how this works will check on this. Kuehl: add on - does this increase the contract amount? Goldsmith: just a bank account. A motion was made by Ken Blakeslee, seconded by John Kaforski, that this Resolution be recommended to the Board of Trustees for approval. The motion passed by an unanimous vote. 8.0 Other Business Kaforski: would like via Map Grid the following - Show trees removed along with the diameter of the tree. Show trees to be removed along with the diameter of tree. Show trees already replaced indicating preferred species. List of tree species we are using as replacements along with characteristics of the species. Goldsmith: will talk with Eric Hendrickson and get this from him. Will bring this along with Eric to the next meeting if he is available. Committee wants the list along with Eric to be at the meeting. Kuehl: when will stumps be removed? Goldsmith: in the very near future. Kaforski: what are the numbers on the trees? Goldsmith: my guess would be inventory numbers. Mahal: how are the LED lights going? Goldsmith: they are completed. Everything is operational - only 2 issues and they were both glare problems. These were addressed and residents were satisfied. We are retrofitting at light at the Public Works building tomorrow. Waiting for a price from the vendor. Would like to bring this in house. Arnold: what about the Metra tunnel? Goldsmith: target day was May Village of Lombard Page 2 Public Works Committee Minutes April 14, 2015 12th, moved to May 15th due to the amount of rain in the last week. Going live with the cameras on June 1st. Setting up a commuter appreciation date with Metra on May 22nd or 27th. Arnold: why not tie the opening of the tunnel and ribbon cutting to Cruise Nights when there are a lot of people in the area? Goldsmith: I will address this with Avis. 9.0 Information Only 10.
