Village of Lombard Village Hall 255 East Wilson Ave. Lombard, IL 60148 villageoflombard.org Minutes Tuesday, January 12, 2016 7:00 PM PLEASE NOTE DIFFERENT LOCATION Public Works Front Conference Room Public Works & Environmental Concerns Trustee Bill Ware - Chairperson Trustee Dan Whittington - Alternate Chairperson Art Kuehl, John Kaforski, Mark Dvorak, Mike Kuderna, David Arnold, Robert Bachner and Joe Glazier Staff Liaison: Public Works & Environmental Minutes January 12, 2016 Concerns 1.0 Call to Order and Pledge of Allegiance Meeting called to order at 7:05 PM by Chairperson Ware. 2.0 Roll Call Present 8 - Bill Ware, Arthur Kuehl, John Kaforski, Mark Dvorak, Mike Kuderna, David Arnold, Joe Glazier Jr., and Robert Bachner 3.0 Public Participation 4.0 Approval of Minutes A motion was made by David Arnold, seconded by John Kaforski, that the minutes be approved . The motion passed by an unanimous vote. 5.0 Unfinished Business 6.0 New Business 160032 Tree Planting in the Public Right-of-Way Discussion regarding possible modifcation to the Parkway Tree Planting Program as well as relevant changes to the Village Code. Ware: explained the background of this request to the committee members. Goldsmith: request by Trustee Foltyniewicz to allow a resident to pay an amount to purchase a tree and have it planted it they do not want to wait for the PW Dept. to replace their parkway tree. Also in the memo are some code modifications. Reviewed the requested program and the changes to Chapter 99 of the Village Code. Explained the Village's participation in the Suburban Tree Consortium. Discussion ensued. A motion was madeby Joe Glazier, Jr., seconded by John Kaforski, that this Resolution, with the exception of 99.25, be recommended to the Board of Trustees for approval. The motion passed by an unanimous vote. 150559 FY 2015 Asphalt Paving and Patching, Final Balancing Change Order No. #2 Reflecting a decrease to the contract with Schroeder Asphalt Services, Inc. in the amount of $548,855.53. (DISTRICTS - ALL) Goldsmith: reviewed this item with the committee members. Do not ever want to see a decrease in a contract by this amount. This was a contract that involved several communities. Have made some changes to 2016 and if communities do not have their commitments in Village of Lombard Page 1 Public Works & Environmental Minutes January 12, 2016 Concerns on time, they will not be included. Money rolls over into the next years budget. A motion was madeby Mike Kuderna, seconded by Arthur Kuehl, that this Resolution be recommended to the Board of Trustees for approval. The motion passed by an unanimous vote. 160018 Lombard Meadows, Phase 2 & Circle Avenue, Final Balancing Change Order No. 6 Reflecting an increase to the contract with R.W. Dunteman Company in the amount of $16,602.58. (DISTRICT #6) Goldsmith: reviewed this item with the committee. Discussion ensued regarding drain tile. A motion was made by Mike Kuderna, seconded by John Kaforski, that this Resolution be recommended to the Board of Trustees for approval. The motion passed by an unanimous vote. 7.0 Other Business Goldsmith: from this point on the meetings will be held in this location unless there is an issue that we will anticipate a large amount of public participation with. Also, concencus is to keep meetings on the second Tuesday of the month Kuderna: potholes on Wilson from Madison Meadows to Westmore. Goldsmith: will report these. Kaforski: private contractors piling snow up on Village parkways. Needs to be enforced. Goldsmith: I will reiterate this with Chief Byrne tomorrow. Also, Dave Gorman does go out after snow falls and drops off notices regarding the plowing onto parkway areas. Kaforski: also problems with curbing. Goldsmith: there were problems with drifting. I talked with the Operations Supervisor today regarding curbing and there will be further clean up tomorrow. Kaforski: wind row on Main and St. Charles - the turn lanes and the crosswalks are blocked. Goldsmith: we were talking about this today. We know that we have to make some changes - we are working on this. Arnold: can Waste Management put out a robo call regarding yard waste/leaf pickup next year? Goldsmith: yes, and we can put up some signage at the corner of Main and Wilson. Arnold: what ever happened with the Waste Management contract? Goldsmith: got a savings of 1%. Ware: actually, I thanked this committee at the Village Board meeting for all of their hard work and commitment concerning this issue. 8.0 Information Only 9.0 Adjournment Village of Lombard Page 2 Public Works & Environmental Minutes January 12, 2016 Concerns A motion was made by Mike Kuderna, seconded by Arthur Kuehl, that this meeting be adjourned at 7:50 PM.
