Meeting called to order by Chairperson Dan Whittington at 7:00 PM.

A motion was made by John Kaforski, seconded by Arthur Kuehl, that the
minutes be approved . The motion passed by an unanimous vote.

160103 Solid Waste Contract Discussion
Mike Brink from Waste Management in attendance.
David Gorman and Mike Brink in attendance to discuss the Contract
for April 2016 - March 2021. Gorman: reviewed Solid Waste
Reference Guide. Gave kudos to Mike Brink for great work done by
Waste Management. There is a new free At-Your Door service for
180 households annually for Lombard residents. Brink: am very
excited about this new program. It is a pleasure to work with
Lombard. Gorman: passed out copy of Recycling Report - 2016.
Discussion ensued regarding contamination. Kaforski: when putting
article in PRIDE possibly put more info in with pictures and
descriptions of different kinds of acceptable plastics/materials.
Gorman: more info is on the website. Gorman: thanked Mike for his
attendance.

160085 Long Range Planning (LRP)
Long Range Budget Planning Discussion
Whittington: reviewed the LRP with the committee members. In
January the Finance Committee started looking at an overall financial
strategy for Fiscal Year 2017. It is projected that there will be a $1.6
million deficit, which gets worse as the years go on. Niehaus in
attendance to make this presentation.
Niehaus reviewed the presentation that was handed out.
Niehaus: Finance Committee wants to make sure that other
committees are made aware of this situation. One option would be to
raise taxes to cover the shortfall 100%, or the Village could look at
expense reductions or both. It was determined the best overall
strategy would be to raise taxes, but for every dollar also eliminate or
cut back on expenditures. One of the items looked at was the places
for eating tax. It is currently 1% in Lombard, however there are a few
municipalities that have up to a 2% tax. A benefit of increasing this
tax is that it's not forced and, if you look at Yorktown, 60% of people
that eat there are not from Lombard. Kuehl: can we raise the Places
for Eating tax without home rule? Niehaus: yes. Kaforski: from a lot
of people I have talked with January and February have been really
slow in retail. Niehaus: that is historically the way retail is. Dvorak:
so if the Village is trying to get businesses to open here/stay here will
this additional 1% affect them wanting to come here? Niehaus: we
have looked at other Villages and we are within the realm. We will
make sure that the businesses have info about where this money is
going. Kaforski: what will happen in 2018? Niehaus: then we will
have to come to the committees to discuss some changes to services,
etc.
Niehaus: this will play out preferably by June so that it can take effect
on January 1, 2017. Not one position will be eliminated to make this
work. There will be freezes. Have been reviewing services and
personnel. There may eventually be a time where we will have to
reduce some services.
160105 Cool DuPage Program
Staff requests that the Committee recommend the program to the
Village Board of Trustees.
Goldsmith: reviewed this item with the committee members. Does
open up for some possible grant programs. Kaforski: I want to make
sure that there is no cost associated with this or other programs.
Goldsmith: part of the sustainability program does state that we try to

do things at the least amount of money.
A motion was made by David Arnold, seconded by John Kaforski, that this
Request be recommended to the Board of Trustees for Approval . The motion
passed by an unanimous vote.
160082 Fairview Lift Station Improvements, Final Balancing Change
Order No. 3
Reflecting a decrease in the amount of $27,874.83 to the contract with
John Neri Construction Company, Inc. (DISTRICT #6)
Goldsmith: reviewed the change order with the committee members
in attendance. Entirely new station on existing site.
A motion was made by Arthur Kuehl, seconded by Joe Glazier, Jr. that this item
be recommended to the Board of Trustees for Approval. The motion carried by
an unanimous vote.
7.0 Other Business
Kaforski: why is it necessary to mark the curb with red paint to let the
contractor know what trees to trim? Goldsmith: I do not know but I
will find out for you and shoot an e-mail out.
Kaforski: when are they going to start tearing up Hickory for the new
station? Goldsmith: the bid date is in April, should go to the board in
May. This will be a 2 year project. Dvorak: does that include Hickory
and Craig? Goldsmith: yes that area is part of this project.

meeting be adjourned at 8:03 PM . The motion passed by an unanimous vote.
