Meeting called to order by Chairperson Ware at 7:00 PM.
2.0 Roll Call

A motion was made by Robert Bachner, seconded by David Arnold, that the
minutes be approved . The motion passed by an unanimous vote.

160152 E-Waste Recycling Options for 2016
Recommendation by staff that the Committee vote to recommend
either the High LOS - 2nd Alternative (partnership with York Township)
or the Medium LOS (agreement with Vintage Tech for the Recycling
Extravaganza and to charge a fee for CRTs). Either would be a
significant change from the past, and the cost would exceed
$20,000.00.
Gorman: reviewed this item with the Committee members. Kaforski:
if we have to cut money somewhere in the budget, this is where I
would rather cut it. I would like to see us get out of the E-Waste
business period. People should be responsible for their own E-Waste.
Arnold: there are other options out there i.e. Comp2, USME - should
call around and get some additional quotes. Gorman: problem with
Comp2 is that they sell the computers. But will look into this.
Kuderna: what is the need? what do other Villages do? Goldsmith:
we need to decide what level of service that we as the Village want to
commit to. Kuderna: I would probably go with the option to work with
the Township. Bachner: possibly we could go with the Township
option but not do the mass amount during the Extravaganza. Do a
monthly type of drop off. Dvorak: could Waste Management put an
E-Waste sticker on the items put at the curb with directions on how to
dispose of them? Gorman: I am sure we could work on this with
them. Glazier: a pay as you go type sticker could work. Dvorak:
agree that people need to be responsible for their own things. Arnold:
have a sticker that people have to buy and that money goes to the
Township. Kuderna: might cause a problem due to the fact that this

drop off is not staffed. It would cost a lot more to staff it.
Direction of the Committee is to talk with the Township to come up
with a plan to work with them on the E-Waste Recycling and bring
back to the Committee. Discuss the sticker option with them - cost
would be $0 to the Village - a pay as you go plan.
A motion was made by Joe Glazier, Jr., seconded by John Kaforski, that this
Request be tabled . The motion passed by an unanimous vote.
160153 Proposed Village Service Fee Increase for Solid Waste Contract
Recommendation of staff that the Committee vote to recommend
Option 2 as the most equitable method to meet costs and to provide
residential recycling for televisions/monitors.
Gorman: reviewed the item with the committee. Kaforski: this
basically is a kick back by Waste Management to the Village.
Goldsmith: this has been going on since before I got here. Kaforski: I
think this is a back door deal - I don't think the people of the Village
know this is going on. Goldsmith: it is across the board. Kaforski: we
decreased this by $21,000 so we should be good for at least a year.
Gorman: there is no immediacy to this item. Goldsmith: we could
recalculate this. It would go into effect April 1, 2017. Kuehl: it should
be redone. Arnold: this issue is about solid waste - don't want to talk
about people's salaries. Goldsmith: this issue has previously been an
item that has gone to the ECC Committee. Arnold: we already
reduced the number of free leaf pickups to 6 weeks instead of 8.
Maybe we should just go with a way to have people sticker their brush.
Direction of committee is to redo this item and bring it back sometime
in the future, after Legistar#160152 has been redone and approved.
160154 Village-Wide Bicycle and Pedestrian Master Plan
This item is being provided to the Committee as an informational item.
As projects are identified and scheduled, the Committee will be kept
appraised of the project.
Goldsmith: reviewed this item with the committee members. Village
Board did receive the final report, it went to the Plan Commission. Is
now going to the T & S Committee and to ECC/PWC. Pointed out
some of the high points of the Plan. Discussion ensued. Goldsmith:
we follow the guidelines of the State and Codes. A strong component
of this plan is to educate the public. Kaforski: I want to make sure
that it states in here this is not mandated. Ware: this is a guideline.
Goldsmith: this is not a policy. Work will be done as funds are
available and it makes sense for the safety of the public. When we
are doing a project and can incorporate parts of this plan into it - that
makes it feasible. Bachner: would like to see more info put out there
to educate the public on the bike rules and safety - cars too.
Goldsmith: will talk with Avis Meade to get this info out there.
Goldsmith: would like to see the Bike Officers do a Bike Rodeo at the

schools. This plan is a work in process. Nothing obligates us to do
anything in this plan.
7.0 Other Business
Kaforski: mentioned re-engineering on the sewer line at Hickory.
Goldsmith: scaled back the size and scope of the project due to a
choke hold down stream of the pump station. Kaforski: how much
roadway will be improved there? Goldsmith: the vast majority will be
on Grace St. - a lot of work will be on the parkway.
Kaforski: more squares are getting loose on Finley Road. Goldsmith:
we did have the contractor come in and do some work there. We will
keep an eye on it.
Bachner: the manhole at Stewart and Madison makes noise every
time a car goes over it.
Arnold: to push along the bike racks in town possibly get a business
to donate the money and get a plaque on it with their name?
Goldsmith: according to the Village attorney it is illegal to put
advertising on public property. We are working with the County on
funding for these.
Kuehl: Charles Lane needs some patching. Gorman: I think this is
unincorporated area but will look into it and get it to the proper
department.
