Concerns
1.0 Call to Order and Pledge of Allegiance
Chairperson Ware arriving late. Meeting called to order by Acting
Chairperson John Kaforski at 7:00 PM.

4.0 Approval of Minutes
A motion was made by Mike Kuderna, seconded by Robert Bachner, that the
minutes be approved. The motion passed by an unanimous vote.
5.0 Unfinished Business
170115 Greenest Region Compact 2
Introduction of the GRC2 framework, and brief discussion of one or
two of the programs in each category, as well as any additional
suggestions raised by the committee.
Gorman: reviewed and highlighted areas of this item with the committee members.
Discussion ensued regarding battery backup for traffic signals and LED lights.
Kaforski: asked Gorman to explain what "Green Economy" is. Gorman: reviewed
the buckthorn removal program on the IPP and GWT. (Chairperson Ware arrived at
7:29 PM) Discussion ensued regarding various goals, objectives and actions.
Bachner: as we go forward with different initiatives, can the committee be informed?
Gorman: can be put in "Information Only". Kaforski: need to be creative on how to
inform the public of different programs and initiatives - giveaways seem to work well.
6.0 New Business
170215 FY 2017 Concrete Rehabilitation and Utility Cuts Patching
Change order reflecting an increase in the contract amount with
Schroeder & Schroeder, Inc. in the amount of $19,550.00 resulting in a
revised contract amount of $544,500.00. The change is necessary to
pay for additional asphalt pavement in driveways adjacent to concrete
rehabilitation work. (DISTRICTS - All)
Gorman: reviewed change order with the committee members.
A motion was made by David Arnold, seconded by John Kaforski, that this
Resolution be recommended to the Board of Trustees for approval. The
motion passed by an unanimous vote.

Concerns
170216 Storm Water Management Plan - Public Comments
As required per Section B.4.of the Village's Nonpoint Discharge
Pollution Discharge and Elimination System II (NPDES II) permit, staff
is providing the attached Storm Water Management Plan for
Committee review and to solicit public comments. Staff will provide
brief overview of the Plan and record any comments for the minutes.
Gorman: reviewed the Storm Water Management Plan with committee members.
All of the information is available out on the Village of Lombard website. Arnold:
when we flush the hydrants, what are we looking for? And should we be flushing that
water into a truck instead of allowing that water to go into the system in the combined
sewer areas and treating it? Gorman: object is to exercise the hydrants, check the
flow, make sure that the hydrants are in working area. Arnold: How many gallons
does a typical hydrant flush? Gorman: don't have the answer to that. Can let you
know. Glazier: how concerned should we be with the use of lawn fertilizers?
Gorman: there is so much phosphorus in our soil now, we don't really need to put
more into the soil here. Bachner: have we ever gone over the allowed flushing
amount of water? Gorman: No we have not. Discussion ensued regarding the water
table rising due to the water now coming to us from Lake Michigan. Dvorak: is the
water level of Lake Michigan down? Gorman: no, actually it is up. There is no
explanation as to why.
7.0 Ratification
170157 TIF District Lighting Improvements, Final Balancing Change Order
No. 3
Approving Final Balancing Change Order No. 3 to the contract with
Thorne Electric Inc. reflecting an increase of $26,825.49 and a time
extension of 42 days. (DISTRICTS #1 & #4)
A motion was made by Joe Glazier, Jr., seconded by Arthur Kuehl, that this
Resolution be recommended to the Board of Trustees for approval . The
motion passed by an unanimous vote.
8.0 Other Business
Arnold: would like to see a license for the landscapers. There are so many times
that a crew is parked on the street in a No Parking spot; they should have to provide
traffic control. Also, they blow a lot of grass clippings into the street that go into the
storm drains. Dvorak: S/E corner of Hickory and Craig - restoration needed.
Gorman: will check into it and let you know. Kuehl: Finley and Roosevelt - signal
update? Gorman: not moving as quickly as they would like but hoping to still be
done by fall. Kaforski: status of 53 Pump station. Gorman: contractor is moving
much quicker now. About 2 more months until it will be operational.
9.0 Information Only
Ware: I will be chairperson of this committee for the next 2 years. We are still
looking for an additional member for the committee.
