Village of Lombard Village Hall 255 East Wilson Ave. Lombard, IL 60148 villageoflombard.org Minutes Tuesday, February 13, 2018 7:00 PM Public Works Conference Room Public Works & Environmental Concerns Trustee Bill Ware - Chairperson Trustee Dan Whittington - Alternate Chairperson Art Kuehl, John Kaforski, Mark Dvorak, Mike Kuderna, David Arnold, Robert Bachner, Joe Glazier & Allen Hennig Staff Liaison: Public Works & Environmental Minutes February 13, 2018 Concerns 1.0 Call to Order and Pledge of Allegiance Meeting called to order at 7:00PM by Chairperson Ware. 2.0 Roll Call Scott Niehaus, Village of Lombard Village Manager is attendance Present 8 - Bill Ware, Arthur Kuehl, John Kaforski, Mark Dvorak, Mike Kuderna, David Arnold, Robert Bachner, and Allen Hennig Absent 1 - Joe Glazier Jr. 3.0 Public Participation 4.0 Approval of Minutes * Bring November 2017 meeting minutes to next meeting for approval. A motion was made by Mike Kuderna, seconded by Robert Bachner, that the minutes be approved . The motion passed by an unanimous vote. 5.0 Ratification Ratification 170546 2017 Asphalt Paving & Patching Program, Final Balancing Change Order No. 1 Reflecting a decrease to the contract with R.W. Dunteman Company in the amount of $118,253.43. (DISTRICTS - ALL) A motion was made by John Kaforski, seconded by Arthur Kuehl, that this Resolution be approved . The motion passed by an unanimous vote. 6.0 Unfinished Business 180028 Electronic Committee Agenda Packets Staff requests committee input regarding this item. Kaforski: paper Kuehl: paper Bachner: paper Arnold: electronic Dvorak: paper Kuderna: electronic Hennig: paper. Committee decided to keep this item on the agenda for next meeting, and for now send both, paper and electronic. Be sure to send a PDF of the minutes that will be voted on at the present meeting. 7.0 New Business 180054 Text Amendments to Chapters 150 (Building Code) and 151 (Flood Control) of the Village Code Village of Lombard Page 1 Public Works & Environmental Minutes February 13, 2018 Concerns Proposed Village Code amendments to remove antiquated language and replace with current stormwater regulations and references. (DISTRICTS - ALL) Goldsmith reviewed this item with the committee members present. This item was for the most part prepared by Community Development Dept. Reviewed the stormwater changes in the memo. A motion was made by John Kaforski, seconded by Allen Hennig, that this Development Project be approved by the committee. The motion passed by an unanimous vote. 180077 Potential 2019 Budget Cuts Discussion Staff is seeking a recommendation from the committee regarding the items listed in the memo. Village Manager Scott Niehaus in attendance. Chairperson Ware gave a short introduction as to what this item consists of. Turned over to Scott Niehaus for presentation. Niehaus: Each committee will discuss changes that their committee controls. We are way ahead of the game. Gave a Powerpoint presentation that explained why staff is looking for recommendations for cost reductions and revenue increases. Goldsmith: reviewed with the committee the changes that are Public Works related. 1) Eliminate or Reduce the Curbside Brush Program. Kaforski: what about having an area available to have people drop off their brush? Eliminate the Fire Dept. going to check on people burning brush and have someone from PD/Community Service Officer stop there. Make it more feasible for staff from PD or Code Enforcement to stop minor events. 3 Options presented. Consensus of committee is Option 1 - User Fees. 2) Eliminate or Reduce the Mosquito Abatement Program. Goldsmith: have no actual numbers beyond the flat saving around 30% with Option 2. Discussion ensued regarding other towns/municipalities and what they do as far as mosquito abatement. Arnold - not in favor of getting rid of the program. Bob - not in favor of messing with this program at all. Art - not in favor of any change. Consensus is not to make any changes to this program. 3) Eliminate or Reduce the Sewer Rodding Reimbursement Program - recommendation to bring amount down to what is being used. 4) Cut Back on Streetlights in Future Neighborhood Reconstruction - just to get everyone thinking about this. This item will be presented to the committee this summer - looking for feedback then not now. Committee recommended eliminating the subsidy for Curbside Brush Program and going to User Base Program; to make no changes to the Mosquito Abatement Program; and to reduce Sewer Rodding Program Village of Lombard Page 2 Public Works & Environmental Minutes February 13, 2018 Concerns to $40K. A motion was made by Arthur Kuehl, seconded by Mark Dvorak, to recommend to the Board of Trustees eliminating the subsidy for the Curbside Brush Program and go to User Base Program; making no changes to the Mosquito Abatement Program; and reducing the Sewer Rodding Reimbursement Program to $40K. Motion carried by an unanimous vote. 8.0 Other Business Goldsmith: Next month's meeting will be in the Community Room at the Village Hall - there will be presentations regarding Pavement Management Procedures and Curbside Composting. Also, have budgeted $500 to have a Public Works Citizens Academy - we will be having 4 sessions - takes place over 4 weeks. (Bill Ware - wants to be part of this). Goldsmith reviewed the recent snow storm operations. 9.0 Information Only 180078 Pavement Management Procedures and Policy Staff seeks the Committee's input on levels of service, (i.e. overall OCI levels) suggested levels of funding and general overall PMS policy based on the Cartegraph report and proposed staff recommendations. Goldsmith: for right now this item is "info only". The consultant will be at the next meeting to go over these findings. Trying to give you ample time to look over these locations. Discussion ensued regarding the benefits of using this program compared to staying with our status quo operation. 9.0 Adjournment Adjournment A motion was made by Mike Kuderna, seconded by Robert Bachner, that this meeting be adjourned at 8:39 PM.
