Gerhardt Community Room Public Works & Environmental Concerns Trustee Bill Ware - Chairperson Trustee Dan Whittington - Alternate Chairperson Art Kuehl, John Kaforski, Mark Dvorak, Mike Kuderna, David Arnold, Robert Bachner, Joe Glazier & Allen Hennig Staff Liaison: Public Works & Environmental Minutes March 13, 2018 Concerns 1.0 Call to Order and Pledge of Allegiance Meeting called to order by Chairperson Ware at 7:00 PM. 2.0 Roll Call Arthur Kuehl arrived at 7:10 PM. Present 9 - Bill Ware, Arthur Kuehl, John Kaforski, Mark Dvorak, Mike Kuderna, David Arnold, Joe Glazier Jr., Robert Bachner, and Allen Hennig 3.0 Public Participation Trustee Reid Foltyniewicz in attendance to introduce himself to the committee members. Explained the role of the Finance Committee and thanked the committee members for helping with the budget. Residents in attendance: Cynthia Ward 700 S. Chase Lane Lombard Jennifer Walsh 716 S. School St. Lombard Kristen Bergman 23 E. Morningside Ave. Lombard Joe and Annette Messina 331 W. Loy St. Lombard 4.0 Approval of Minutes A motion was made by Joe Glazier, Jr., seconded by Allen Hennig, that the minutes from November 14, 2017 be approved. The motion passed by an unanimous vote. A motion was made by Mike Kuderna, seconded by Robert Bachner that the minutes from February 13, 2018 be approved. The motion passed by an unanimous vote. 5.0 Unfinished Business 6.0 New Business 180143 Composting Program Staff recommends a curbside compost collection program. Goldsmith: reviewed the history of this request. Staff was approached by a group of residents to establish a curbside composting program. Goldsmith turned over to Dave Gorman to present the proposed curbside program. Gorman: this a self supporting program - if you do not want to participate you do not have to - it is completely voluntary. Dvorak: does the Village make any money off of the yard waste stickers? Gorman: $0.10 per sticker. Cynthia Ward: support this program. Would we have any access to the compost material? Goldsmith: No, once it is picked up it is property of Waste Management. Village of Lombard Page 1 Public Works & Environmental Minutes March 13, 2018 Concerns Jennifer Walsh: support and do home composting. Kristen Bergman: could see myself using this program. Asked about composting meat scraps. Gorman: No meat composting in this program. There is a list of items that are not allowed attached to the memo. Joe Messina: how do you control what people put in to the container? Brink: explained how the process works. Joe Messina: why isn't the program year round? Gorman: it is mainly to do with having a separate truck to pick the compost up once the Yard Waste pickup has ended. Kaforski: Same day as garbage pickup? Brink: yes. Kaforski: Just need to add this to the contract correct? Gorman: yes. Kaforski: will WM notify through the bills about this program? Gorman: we will handle the press releases, etc. about the program. Arnold: does this material go into the same area as the bags go to? Brink: yes. It is sold to companies that resell it. Bachner: Could Waste Management make an "All Call" for this new program? Gorman: yes they could - we will determine that at the time the program is approved by the Village Board. A motion was made by John Kaforski, seconded by David Arnold, that this Request be recommended to the Board of Trustees for Approval . The motion passed by an unanimous vote. 180078 Pavement Management Procedures and Policy Staff seeks the Committee's input on levels of service, (i.e. overall OCI levels) suggested levels of funding and general overall PMS policy based on the Cartegraph report and proposed staff recommendations. Nathan Kevede, P.E., Cartegraph in attendance to discuss the Pavement Condition Assessments and Results. After Nathan finished his presentation, Carl presented the proposed Policy Development to the committee. Maintenance is the best way to go. Bachner: so is it correct to say that what we had before was no where near what this data giving us. Goldsmith: Yes that is correct. Kaforski: selling yourself short Carl - our roads are in great shape now due to your leadership. Goldsmith: I think that we will stick with a lot of the things that we are using now but need to keep looking at new products and different ways to do things. We will be discussing and hashing out this policy over the next few meetings. Targeted projects for 2018 Asphalt Paving Program and Concrete Rehabilitation Program were distributed to the committee members for review. Committee directed staff to bring a Draft Policy to the next meeting.
