Village of Lombard Village Hall 255 East Wilson Ave. Lombard, IL 60148 villageoflombard.org Minutes Tuesday, April 10, 2018 7:00 PM Public Works Conference Room Public Works & Environmental Concerns Trustee Bill Ware - Chairperson Trustee Dan Whittington - Alternate Chairperson Art Kuehl, John Kaforski, Mark Dvorak, Mike Kuderna, David Arnold, Robert Bachner, Joe Glazier & Allen Hennig Staff Liaison: Public Works & Environmental Minutes April 10, 2018 Concerns 1.0 Call to Order and Pledge of Allegiance Meeting called to order by Trustee Ware at 7:00 PM. (Arthur Kuehl arrived at 7:02 PM) 2.0 Roll Call Present 9 - Bill Ware, Arthur Kuehl, John Kaforski, Mark Dvorak, Mike Kuderna, David Arnold, Joe Glazier Jr., Robert Bachner, and Allen Hennig 3.0 Public Participation Robert Powers 568 S. Charlotte St. Lombard Matthew Kinney 2745 S. Finley Rd. #1108 Lombard Andrew Hennig 1033 S. Edgewood Lombard 4.0 Approval of Minutes Joe Glazier requested that members that were not present at the meetings be shown as "abstained" in approval of minutes from November 14, 2017 and February 13, 2018. Minutes are approved with this correction. Motion made by Joe Glazier, Jr, seconded by Robert Bachner that the minutes be approved. The motion passed by an unanimous vote. 5.0 Unfinished Business 180078 Pavement Management Policy Staff recommends that the PW/EC Committee approve the Pavement Management Policy and forward a recommendation to adopt the policy to the Village Board of Trustees. (DISTRICT ALL) Ware: asked if committee members had any comments or questions from last meeting. None were asked. Goldsmith: reviewed the memo regarding the Pavement Management Policy with the committee members. Discussion ensued regarding several specific areas. Goldsmith reviewed the proposed policy with the committee members. Kaforski: OCI is a standard that is used by the State correct? Goldsmith: yes. Kaforski: the way this is written we need to have a data provided by this company or another company that is comparable. Why? Goldsmith: yes. Ware: are you not interested in using this program? Kaforski: I do not want to use this program. We should be looking to save money as has been told to us many times. Goldsmith: there will eventually be a requirement that to have Federal Funding you will need to have a defined pavement management program. Discussion ensued regarding if this is something that we need to lock into a specific program. Arnold: have similar feelings as John. We have been able to Village of Lombard Page 1 Public Works & Environmental Minutes April 10, 2018 Concerns keep the roads at a 74 within our budget. Further discussion ensued. Arnold: think we should build a policy on what we have done. Goldsmith: we want to build a policy going forward not backward. There is no organization that will work with us to do the assessment of roadways in villages. Arnold: I think that we need to do our own assessments. Kuderna: I understand what you are saying but I think that as long as we have this data we should utilize it, and we need to have a standard. Glazier: just riding around and driving on roads I can tell what some of the issues are. Henning: I don't think that the cost is that extreme; better than having interns that need to be trained and discrepancies in their perceptions. This is a better way to collect data and use it to our advantage. Bachner: I am in favor of having hard data instead of just eyeballing things. Dvorak: the money that we are putting into this will come back to benefit us. We need to have a standard. Kuehl: I think that we need to develop some sort of base. Goldsmith continued to review the proposed policy with the committee. Wanted to be general and broad with this policy proposal. It sounds like there is a lot of support for this. Kaforski: is there a way that you can rewrite this policy to not have us locked into one company or having to renew contracts with them? Goldsmith: yes. This system has had wide spread benefits for us. Kuehl: we own Cartegraph? Did Nathan use our Cartegraph system? Goldsmith: we have a license to use Cartegraph and when data is collected it is loaded into our system and we do a lot of input ourselves. This is an active system. Glazier: so you can change your numbers within that 5 year period correct? Goldsmith: yes. Goldsmith: will make a change to page 4 - paragraph above Item Vl. - soften the language there. The other notation will be in the CIP that PW/ECC has to make recommendation. Arnold: we used to have worst first street . Need to be mindful of underground utilities. Don't see that language in here anywhere. Bachner: saw that in here, last page, second paragraph. Ware: any other changes to this - Carl can adjust as directed and bring to next meeting for vote. 6.0 New Business 180167 North Broadway Interim Pump Station and Force Main, Change Order No. 3 Reflecting an increase of 147 calendar days to the contract with Glenbrook Excavating and Concrete. (DISTRICT #5) Goldsmith: Cover sheet is wrong. Should be Current Contract Time of 245 days, not 225 days. Reviewed the change order with the committee. A motion was made by David Arnold, seconded by John Kaforski, that this Resolution be recommended to the Board of Trustees for approval . The Village of Lombard Page 2 Public Works & Environmental Minutes April 10, 2018 Concerns motion passed by an unanimous vote. 7.0 Other Business Kaforski: Westmore and St. Charles is sinking. Goldsmith: will check on it. 8.0 Information Only 9.0 Adjournment A motion was made by Arthur Kuelh, seconded by Allen Hennig to adjourn the meeting at 8:13 PM.
