The motion carried by an unanimous vote. 5.0 Unfinished Business 190389 Tree Replacement Share Cost Options/Potential Reforestation Fund Sources Staff recommendation to modify the ordinance to collect a fee calculated using replacement tree method described in memo. Goldsmith: this item was tabled at the last meeting due to the fact that several committee members were absent. Presented a power point presentation to the committee. Discussion ensued regarding trees removed/replacements. Goldsmith: some people choose not to have a tree planted. That is where the $150.00 charge comes in. Staff recommendation is to support the Tree Planting Program - to amend Village Code to establish 3 tiered program, and annually evaluate the planting cost through STC and amend Code to cover costs. Committee agrees with Number 1 for both Tree Planting Program and Tree Removal Fee Options. Committee requested an email of the Ordinance once it is drafted. A motion was made by Arthur Kuehl, seconded by Mark Dvorak, that this Request be approved. The motion passed by an unanimous vote. 6.0 New Business 190417 Central Pressure Adjusting Station Improvements, Final Balancing Change Order No. 8 Reflecting an increase to the contract with JJ Henderson & Son in the amount of $8,567.46. (DISTRICT #4) Goldsmith: reviewed this change order with the committee members Village of Lombard Page 1 Public Works & Environmental Minutes October 8, 2019 Concerns present. Discussion ensued regarding the engineering design/plans. A motion was made by John Kaforski, seconded by Mark Dvorak, that this Resolution be recommended to the Board of Trustees for approval. The motion passed by an unanimous vote. 190425 FY 2019 Concrete Rehabilitation, Change Order No. 1 Reflecting an increase to the contract with G&M Cement Construction, Inc. in the amount of $115.760.00. (DISTRICTS - ALL) Goldsmith: reviewed this change order with the committee members present. A motion was made by John Kaforski, seconded by Allen Hennig, that this Resolution be recommended to the Board of Trustees for approval. The motion passed by an unanimous vote. 190406 Ordinance Amending Section 50.001 of the Lombard Village Code An Ordinance amending Title 5, Chapter 50, Section 50.001 of the Lombard Village Village Code in regard to the definitions applicable to the provisions of Chapter 50 of the Lombard Village Code, relative to the Village's combined water and sewer system. Staff requests a waiver of first reading. Goldsmith: reviewed Items 190406, 190407, 190408, 190409 and 190410. Was directed by the Village Attorney to have separate items for each Ordinance amendment. Kaforski: we do not have many violations for non-compliance do we? Goldsmith: no and we work very well with all business owners. We always want compliance. A motion was made by Robert Bachner, seconded by Mark Dvorak, that this Ordinance be Recommended to the Board of Trustees for approval. The motion passed by an unanimous vote. 190407 Ordinance Amending Sections 50.035 through 50.049 of the Lombard Village Code An Ordinance amending Title 5, Chapter 50, Sections 50.035 through 50.049 of the Lombard Village Code in regard to the regulations applicable to the use of the sanitary sewer system. Staff requests a waiver of first reading. A motion was made by Robert Bachner, seconded by Mark Dvorak, that this Ordinance be Recommended to the Board of Trustees for approval. The motion passed by an unanimous vote. 190408 Ordinance Amending Sections 50.050 through 50.061 of the Lombard Village Code An Ordinance amending Title 5, Chapter 50 of the Lombard Village Code in regard to the Industrial Pretreatment Program relative to the Village's sanitary sewer system. Staff requests a waiver of first reading. The motion carried by an unanimous vote. 190409 Ordinance Amending Sections 50.080 through 50.090 of the Lombard Village Code An Ordinance amending Title 5, Chapter 50, Sections 50.080 through 50.090 of the Lombard Village Code in regard to the enforcement procedures applicable to violations of Chapter 50 of the Village Code, relative to the Village's combined water and sewer system. Staff requests a waiver of first reading. A motion was made by Robert Bachner, seconded by Mark Dvorak, that this Ordinance be Recommended to the Board of Trustees for approval. The motion carried by an unanimous vote. 190410 Ordinance Amending Section 50.999 of the Lombard Village Code An Ordinance amending Title 5, Chapter 50, Section 50.999 of the Lombard Village Code in regard to the penalties for violations of Chapter 50 of the Lombard Village Code, relative to the Village's combined water and sewer system. Staff requests a waiver of first reading. A motion was made by Robert Bachner, seconded by Mark Dvorak, that this Ordinance be Recommended to the Board of Trustees for approval. The motion carried by an unanimous vote. 7.0 Other Business Kaforski: can we get a new list regarding utility cut restoration before the end of the year?
