Gerhardt Community Room Public Works & Environmental Concerns Trustee Bill Ware - Chairperson Trustee Dan Whittington - Alternate Chairperson Art Kuehl, John Kaforski, Mark Dvorak, Mike Kuderna, David Arnold, Robert Bachner, Joe Glazier & Allen Hennig Staff Liaison: Public Works & Environmental Minutes August 11, 2020 Concerns 1.0 Call to Order and Pledge of Allegiance Meeting called to order by chairperson Ware at 7:01 PM. 2.0 Roll Call Present 9 - Bill Ware, Arthur Kuehl, John Kaforski, Mark Dvorak, Mike Kuderna, David Arnold, Joe Glazier Jr., Robert Bachner, and Allen Hennig 3.0 Public Participation Denise and Tim Angst 125 E. Washington Lombard, IL Adjacent property owner 4.0 Approval of Minutes A motion was made by David Arnold, seconded by John Kaforski, that the minutes be approved. The motion passed by an unanimous vote. 5.0 Unfinished Business 6.0 New Business 200248 Request for Policy Deviation - Backyard Drainage Grant Given the fact that the work will focus primarily benefiting a single property and that the cost estimate for the work would account for 1/2 of the Village's annual budget for the Backyard Drainage Grant Program, staff recommends that the request for a deviation to the Village Board Policy be denied by PW/ECC. The Village has consistently applied the standards established by the Village Board Policy and the requested action could set a precedent that would undermine the goals and objectives of the Village Board Policy. Goldsmith: reviewed the Backyard Drainage Grant policy. Goldsmith asked Denise Angst to come forward to present her Power Point presentation. Denise Angst: presented a Power Point regarding the request for the Policy Deviation. Hennig: 9-11 properties affected; none of them want to contribute to the cost of this project. Goldsmith: Morningside property was built according to code. Kaforski: when did you first go to the Village regarding this issue? Denise Angst: 10 years ago. Kaforski: what about the Community Development opinion on the dry well? Why can't they force the property change the flow of discharge of the sump pump to the front? Goldsmith: the way it is designed is up to code. Bachner: I would like to see more properties get on board with your application. That would help your case. Arnold: 1980's never had a flooding issue. People come in and ask us for variations to do things all of the time. Backyard Drainage program does help for certain issues - Village of Lombard Page 1 Public Works & Environmental Minutes August 11, 2020 Concerns let's get to the root of the real problem. Kaforski: new development is made to code - the dry well is not working as it should - something is not be handled correctly. Glazier, Jr.: Community Development drops this in our lap when this really is an issue for them. Kuderna: we are here to address the actual grant application and funds involved. Hennig: if we cannot make 138 change the discharge of their sump pump this is a Community Development issue. A motion was made by David Arnold to table this item. This motion failed due to no Seconder. A motion was made by John Kaforski, seconded by Mike Kuderna, that this Request be denied. The motion carried by the following vote: Aye: 6- Arthur Kuehl, John Kaforski, Mike Kuderna, David Arnold, Joe Glazier Jr., and Robert Bachner Nay: 2- Mark Dvorak, and Allen Hennig 200249 Sidewalk Expansion Request - 600 Block of S. Edson Given the lack of support by the impacted properties, staff recommends that the Village not proceed with the sidewalk expansion at this time in the 600 block of S. Edson Ave. Goldsmith: reviewed the item with the committee members. Discussion ensued. A motion was made by Allen Hennig, seconded by Mike Kuderna that this Request be denied. The motion passed by an unanimous vote. 7.0 Other Business 8.0 Information Only 9.0 Adjournment A motion was made by Mike Kuderna, seconded by Allen Hennig, that this meeting be adjourned at 8:00 pm.
