Gerhardt Community Room Public Works & Environmental Concerns Trustee Bob Bachner - Chairperson Trustee Anthony Puccio - Alternate Chairperson Art Kuehl, John Kaforski, Mark Dvorak, Mike Kuderna, David Arnold, Joe Glazier & Allen Hennig Staff Liaison: Carl Goldsmith Public Works & Environmental Minutes September 14, 2021 Concerns 1.0 Call to Order and Pledge of Allegiance Meeting called to order by Chairperson Bachner at 6:32 PM. 2.0 Roll Call Present 8 - Bob Bachner, Mark Dvorak, Arthur Kuehl, John Kaforski, Mike Kuderna, David Arnold, Joe Glazier Jr., and Allen Hennig 3.0 Public Participation 4.0 Approval of Minutes A motion was made by Mike Kuderna, seconded by Mark Dvorak, that these minutes be approved. The motion passed by an unanimous vote. 5.0 Unfinished Business 6.0 New Business 210290 Deteriorated Sidewalks Staff recommends a revision to the Village Board Policy #6D to add a 100% Village Responsibility to replace severely deteriorated sidewalk as reported by residents. This change is roughly estimated to cost $2000.00 annually based on a dozen locations being reported. If the Committee concurs, Staff will then present the attached draft revision to Policy #6D for the Village Board's consideration. Goldsmith reviewed the Deteriorated Sidewalks program with the committee members and highlighted the changes. Discussion ensued. Kaforski: problem with this is once you announce this the $2000.00 will be gone like that. Goldsmith: we aren't committing to repairing the sidewalk for up to a year. Things will be kept on the list. And there are always gray areas - i.e. ground settling after a dig and sidewalk sinking compared to a sidewalk that is depressed due to the topography. This will impact year 2022. Further discussion ensued. A motion was made by John Kaforski, seconded by Joe Glazier, Jr., that this Request be recommended to the Board of Trustees for Approval. The motion passed by an unanimous vote. 7.0 Other Business Bachner: would like to discuss the rejection of the bid for sidewalk snow removal. Goldsmith: explained what the Village is looking for vs. what contractors normally do. We did reach out to the contractor from last year and are expecting a proposal shortly. Explained procedures of rejecting Village of Lombard Page 1 Public Works & Environmental Minutes September 14, 2021 Concerns bids, and negotiating with vendors for proposals Discussion ensued. Arnold: Grace street - a lot of debris in roads - grates had things on them. Need more street sweeping. Was told sweep 4 times per year - should be more. Goldsmith: I believe it is 7, but will double check. 8.0 Information Only 210291 ISAWWA Water Ambassador Program This program kicked off in July of 2021 and Lombard will be part of the "Inaugural" class of first year participants. Follow Lombard's social media accounts to see past and future posts for this program. Goldsmith: reviewed this pilot project with the committee members. First program of this kind in the United States. No additional work for any staff members. Good way to promote the positive things that the Village of Lombard does regarding water. Goldsmith explained how the program works and what the Standards are that need to be completed. There is no cost at all for this program. 9.0 Adjournment A motion was made by Mike Kuderna, seconded by Arthur Kuehl, to adjourn this meeting at 7:25 PM. The motion passed by an unanimous vote.
