III Roll Call Present 8 - Keith Giagnorio, Sharon Kuderna, Dan Whittington, Mike Fugiel, Reid Foltyniewicz, Bill Johnston, Robyn Pike, and Bill Ware Staff Present: Village Manager Scott Niehaus Director of Finance Tim Sexton Director of Community Development Bill Heniff Director of Public Works Carl Goldsmith Deputy Chief of Police Tom Wirsing Fire Chief Paul DiRienzo Assistant Village Manager Nicole Aranas IV Public Participation V Agenda 150190 FY 2015 Village of Lombard Strategic Planning Session FY2015 VILLAGE OF LOMBARD STRATEGIC PLANNING SESSION Guest Speaker - Craig Rapp, Northern Illinois University Center for Governmental Studies Presentations were made by Craig Rapp, and discussions were had by the Corporate Authorities and those Village Staff members present, relative to the following: Establish Key Outcome Indicators Financial Stability Economic Development Village of Lombard Page 1 Special Meeting Board of Trustees Minutes May 2, 2015 Communications and Community Image Operational Effectiveness FINANCIAL STABILITY Maintain and Grow tax revenue 4% annual General Fund Revenue Growth Reserves - Adequate Strong balance sheet Increasing Bond Rating Controlled Spending Limit discretionary spending increases to 2% Revenue and Goals Aligned Identify and fund major storm water projects by 2018 Maintain and grow tax revenue Improved Bond Rating To BBB in 3-5 years To AA+ within 10 Years ECONOMIC DEVELOPMENT Attract new businesses Total new square foot space Key Property Development, K-Mart, Downtown, Roosevelt In 2 year period : 101 S. Main and Sam’s Club under construction Diversify broad tax base Ratio of Businesses Develop specific Pie Chart. Adopt a policy to get businesses Policy that will provide “x” amount of businesses (Rebate % of sales tax revenue as an incentive). Being a business importer - Getting outsiders to spend money in Lombard Sale Tax, Hotel Motel Tax and Places of Eating Tax - 2% increase Key Corridors and Roosevelt Rd Incentives via Policy Easy place to do business Business Retention Employment Rate Net zero loss COMMUNICATIONS AND COMMUNITY IMAGE Open and Honest Friendly and Desirable Community Survey Village is approachable Timely Village of Lombard Page 2 Special Meeting Board of Trustees Minutes May 2, 2015 Historic and Traditional Progressive Village being the go to Source of Information Community Survey Collaborative, Flexibility Increasing Attendance and Participation in Village Events Attend an event or participate in an event OPERATIONAL EFFECTIVENESS Responsible Core Services Service levels in all areas in all departments Timely Personality Development Fluid and Flexible Reliability Maintaining Standards Service Levels Employee Training Trust all Develop training/Development of staff Create benchmark Shared Service Delivery Identify the opportunity and track performance Figure out Key Outcomes What would be an indicator of the success you desire? What can/do you monitor, count, report? Causal Relationship - Indicator to outcome desired? Come up with the finding result Here is the outcome we came up with. Spend more time on a legitimate outcome. Know what we were working toward. We Identified the four most important areas to concentrate on. We came up with Thirteen targeted outcomes. Next Step for Staff is to go back and Fill in last column to get us to the targeted outcomes. That becomes our work plan. Strategic Initiatives - Actions Plans Did you put in the effort? Can’t control the unexpected. Strategic Plans in past were never communicated to the Board or public. Staff needs to fill out the initiatives. Have another meeting like this to discuss other things. Reconvene, formally and come up with strategic plan in more detail. Village of Lombard Page 3 Special Meeting Board of Trustees Minutes May 2, 2015 Instead of big packet of information. Make small chart of our goals. Wrap it up and not forget about it. Actually work on the strategic plan. Meetings certain times a year to see how strategic plan is being accomplished. Make progressive chart for following strategic plan. Craig Rapp will summarize all this information and get the results to Village Manager Scott Niehaus.
