II Pledge of Allegiance Angela Giagnorio, wife of President Giagnorio, led the Pledge of Allegiance. Village President Keith Giagnorio welcomed everyone to the Special Commemorative Village Board Meeting being held in the beautiful Maple Street Chapel in recognition of the Village's 150th birthday. State Representative Terra Costa Howard read a letter recognizing the Village of Lombard on the celebration of its 150th birthday. Village Clerk Sharon Kuderna read a letter from the Office of U.S. Village of Lombard Page 1 Special Meeting Board of Trustees Minutes August 1, 2019 Congressman Sean Casten in recognition of the Village's 150th birthday. Village Clerk Sharon Kuderna read a letter of recognition from U.S. Senator Dick Durbin. Sarah Richardt, Director of the Lombard Historical Society read the following: "After the Civil War, Babcock’s Grove was a beautiful farming community attracting new residents each year because of its access to the wonderful new train. A group of leaders led by Josiah Lombard wanted to make this a permanent Illinois town by incorporation. The Town of Lombard was official on March 29, 1869 and the first meeting was held on April 27, 1869. The common council was sworn in on that evening naming Isaac Claflin the first President and Col. William Rattle Plum the first Clerk. Nathanial Cushing, Dr. William LeRoy and Allen Wrisley completed the Board as the first trustees. Meetings were held in homes, schools and even this beautiful building. As I am standing here tonight at our now Village of Lombard’s Board of Trustees meeting, I am quite shocked to hear that none of you fine 2019 trustees have completed that first oath of office promising to never have fought in a duel nor sent or accepted a challenge to fight in a duel. But I am sure you have many pressing issues that you must contend with. I have even heard that you had a public meeting last night. I was not in attendance, but if you did not address the issue of our dirt roads leaving mud on the bottom of petticoats, I am sure that will be on the next agenda. Maybe Carl Goldsmith and Public Works could add more wooden sidewalks to the town. I have also heard of a complaint at the popular Babcock’s Grove House that needs to be addressed. Keeping the horse trough too close to the road and impeding traffic has become a nuisance. The roaming cows keep stopping for a drink and carriages are having problems passing. After all celebrations are complete, I am sure you will contend with these pressing issues." Village President Keith Giagnorio thanked everyone for joining the Village Board and staff to celebrate our wonderful Village. He noted that as Village President and as a Lombard resident, it is an honor to be part of today's celebration as we recognize Lombard 150th, or Sesquicentennial, birthday. He noted that to pay tribute to the Village's rich history, a time capsule will be assembled. On May 10, 1969, at the Village's Centennial, the Village buried a time capsule under the old flag pole at the Lombard Commons Park. While the flag poles have been moved, the time capsule remains, encased in concrete waiting to be reopened during the Village's bi-centennial, or 200th birthday in the year 2069. The time capsule that is being assembled now will be opened along with the centennial time capsule in 2069. The members of the Lombard Village Board will be assisting by sharing a list of items that will Village of Lombard Page 2 Special Meeting Board of Trustees Minutes August 1, 2019 be included in the sesquicentennial item capsule. The Village Board members provided the following: Trustee Andrew Honig A historical walking tour map of downtown Lombard; a book from the Lombard Historical Society’s Art Exhibit entitled Sheldon Peck, Footsteps of His Life; The DuPage Convention and Visitors Bureau 2019 Visitor’s Guide; The Midwest Living Magazine featuring Lilacia Park and the Village of Lombard; a letter and a banner from the Lombard Garden Club; a happy 150th birthday t-shirt and commemorative wine label from the Lilac Parade Committee. Trustee Dan Militello Past issues of the Lombard Pride Newsletter; Lombard’s Survey Livability Report; three winning photos from this year’s Lilac Time Photo Contest; pins, commemorating Lombard’s 150th Anniversary; I Heart Lombard stickers and pen; and the Cruise Nights and Summer Concerts flyer and magnet. Trustee Bill Ware From the Park District, we have: the 2019 Lilac Time event brochure; a Lilacia Park map and lilac inventory; activity guides; Lilac Time pins; and two free passes to the Madison Meadow Athletic Center; From Lombard School District 44: the 2019 strategic plan and note from Superintendent Dr. Ted Steck; From Glenbard East High School: Echo Newsletters, documenting school and student accomplishments; From Willowbrook High School; issues of their Skyline Newsletter; a Warriors T-shirt; and educational mission flyers. Trustee Reid Foltyniewicz The GFOA budget award and certificate of achievement for financial reporting; From the Lombard Police Department: a police t shirt; promotional items distributed at community events; a fidget spinner and instructions on how to use one; a trading card featuring K-9 Officer Thor; embroidered Police patch; the 2018 Annual Police Report. Trustee Anthony Puccio A current map of the Village of Lombard; a canvas bag featuring the Village’s 150th logo; the Chamber of Commerce’s community magazine, celebrating Lombard’s sesquicentennial; past issues of the Helen Plum Library Gazette Newsletter; and upon its publication, we will also be adding the Sesquicentennial edition of the Lombardian Newspaper. Trustee Dan Whittington Village of Lombard Page 3 Special Meeting Board of Trustees Minutes August 1, 2019 From the Fire Department: Maltese cross patch; The “Rocker Patch” which is worn by Lombard Firefighters to commemorate the Lombard Fire Department’s 100th anniversary; the current shift assignment and roster of firefighters; the 2018 Annual Fire Report; this year’s Memorial Day Ceremony Program; a current list of Lombard’s Trustees and Department Heads; and the Board of Trustees Proclamation from March 2019. Village President Keith Giagnorio again thanked everyone. In addition to those items, we will also be adding some items from today’s event, including: a giant birthday card that you can sign at the historical society; Individual and group photos from tonight’s ice cream social; and an electronic device containing photos and a video of tonight’s board meeting. All of these items, as well as the time capsule itself, will be on display in the Carriage House this evening, so please stop by and take a look. Village Clerk Sharon Kuderna read the Village's 150th Time Capsule Proclamation. Village President Giagnorio noted all in attendance to please join the Village Board following tonight's meeting at the Victorian Cottage and William J. Mueller Memorial Gazebo two doors down at 23 West Maple for ice cream, music and frivolity for the official Sesquicentennial celebration for the Village of Lombard. VI Adjournment A motion was made by Trustee Reid Foltyniewicz, seconded by Trustee Bill Ware, that the Special Meeting of the President and Board of Trustees of the Village of Lombard held on Thursday, August 1, 2019 at the Maple Street Chapel, 220 S.
