II Pledge of Allegiance Director of Public Works Carl Goldsmith led the Pledge of Allegiance. III Roll Call Present 7 - Keith Giagnorio, Elizabeth Brezinski, Brian LaVaque, Anthony Puccio, Andrew Honig, Dan Militello, and Bob Bachner Absent 1 - Bernie Dudek Staff Present: Village Manager Scott Niehaus Director of Finance Tim Sexton Director of Community Development Bill Heniff Director of Public Works Carl Goldsmith Chief of Police Tom Wirsing Fire Chief Rick Sander Communications Coordinator Stephanie Calvillo Deputy Village Manager Nicole Aranas Assistant Director of Finance Rhonda Heabel Management Analyst Phuong Uhlir Village Attorney Jason Guisinger Executive Coordinator Carol Bauer IV Public Participation V Agenda 230115 Recap/Update on Strategic Plan Document Village Manager Scott Niehaus noted the last Strategic Plan workshop was held two years ago and coincides with election cycle every two years. He noted he and department heads would review a Power Point regarding the Strategic priorities and desired outcomes. the following was covered: 1. Financial Stability Village of Lombard Page 1 Special Meeting Board of Trustees Minutes April 13, 2023 · The finance department is considering seeking a private credit rating from rating agency around Fall 2023 · Use of Federal Stimulus Funds of $6M · Strategy for Revenue Diversity and Stabilization · Pensions going up $1.2M next year (IMRF, Fire, Police) 2. Economic Development · Develop policies to reflect existing and future development trends · Plan for economic development awareness · Develop incentive policy and strategies tailored to sites · Business retention economic incentive policy 3. Communications & Community Image · Expand communication channels/modes · Social media promotional strategies · Communications presentations for remote audiences · National Citizen Survey - considering, random 300 residences in town receive a letter with survey. The company chooses the 3000 residences spread across village demographics. 4. Operational Excellence · Contingency and Innovation Strategy o Develop improved customer service process improvements and survey methods o Explore uses of technology to support improved operational effectiveness 5. Well-Maintained Infrastructure · Develop and implement comprehensive facilities plan · Feasibility assessment of shared public safety facility · Revise pavement management policy · Inspectional program for infrastructure · Enhance CIP implementation to meet targeted needs 230117 2023 Construction Projects and CIP Update Director of Public Works Carl Goldsmith provided the following update: 2023 Construction Projects and CIP Update - Carl Goldsmith 1. Downtown Sidewalk Improvement · St. Charles Rd. from Grace to Elizabeth 3. 641 N. Main St. stormwater improvement · Detention basin · Scheduled for 2024 Projects: Public Works Fleet Facility Expansion o Budgeted $3.9M (24 months ago) o Low bid came in at $5.8M Park Avenue Options o In 2024 - repaving St. Charles Rd. / TIF is ending Public Safety Facilities 230116 Overview of DMMC/IML Legislative Initiatives Village Manager Scott Niehaus reviewed the Village’s past practice regarding State legislation. Board consensus to continue to keep such matters off Board agendas. 230118 Update on Video Gaming Operations/Inquiries Deputy Village Manager Nicole Aranas provided the following: When video gaming was initially permitted, it allowed existing establishments to apply for a license. All VG license holders were existing business except for Roadhouse 38. Staff is seeking direction on how to proceed with new VG license applications regarding: Waiting Periods Minimum Sales Requirements Minimum Size of Establishment Number of Licenses allowed in the Village After some discussion, the board agrees that staff should continue to review license applications on a case-by-case basis. VI Adjournment A motion was made by Trustee Brian LaVaque, seconded by Trustee Bob Bachner, that the Special Meeting of the President and Board of Trustees of the Village of Lombard held on Thursday, April 13, 2023 in the Community Room of the Lombard Village Hall be adjourned at 5:08 p.m. The motion carried by the following vote: Aye: 4- Brian LaVaque, Andrew Honig, Dan Militello, and Bob Bachner Absent: 2- Anthony Puccio, and Bernie Dudek Village of Lombard Page 4
