II Pledge of Allegiance Director of Public Works Carl Goldsmith led the Pledge of Allegiance. Village Manager Scott Niehaus thanked staff and the Finance & Administration Committee for their work on preparing the proposed FY 2025 budget. He noted the Village Board has been through this process before and the Board was familiar with it. The Village Board members were encouraged to ask questions. The staff and Board will also review direction on Village policies. Director of Public Works provided an overview following the power point presentation of the proposed FY 2025 to FY 2034 Capital Improvement Program as follows: Capital Planning Process; Meeting Goals; Village of Lombard Strategic Plan/Projects; 2025-2034 CIP Funding Sources; Estimated FYE 2024 Fund Balances; Non Home Rule Sales Tax Subsidy; 2025 CIP Funding Levels; Proposed 2025 CIP Expenditures; Highlighted 2025 CIP Projects; Long Term Capital/Infrastructure Issues; Water Main Rehabilitation; Funding of Stormwater Improvements; Facility Improvements/Maintenance; Village of Lombard Page 3 Special Meeting Board of Trustees Minutes September 5, 2024 Lead Water Service Replacement. 240267 Water & Sewer Operations & Maintenance Fund Overview Overview of the proposed Water & Sewer Operations & Maintenance (O&M) Fund Revenue and Expenditure Assumptions Director of Public Works Carl Goldsmith provided an overview following the power point presentation for the 2025 Budget for the Water/Sewer Operation & Maintenance Fund as follows: 2025-2029 (5 year) Water & Sewer Proposed Rate Increases; 2025 Water & Sewer O&M Revenue Assumptions; The top 5 Revenue sources make up 99.12% of the total revenues in the W&S O&M Fund; 2025 W&S O&M Expense Assumptions; The top 5 expenses make up 89.28% of the total expenses in the W&S O&M Fund; W&S O&M Fund Proposed 2025 Budget by Cost Center; 2025 W&S Revenue Allocation per 1,000 gallons; VI Adjournment A motion was made by Trustee Bob Bachner, seconded by Trustee Andrew Honig, that the Special Meeting of the President and Board of Trustees of the Village of Lombard held on Thursday, September 5, 2024 in the Community Room of the Lombard Village Hall be adjourned at 5:15 p.m. The motion carried by the following vote: Aye: 6- Brian LaVaque, Anthony Puccio, Bernie Dudek, Andrew Honig, Dan Militello, and Bob Bachner Village of Lombard Page 4
