1.0 Call to Order and Pledge of Allegiance
The meeting was called to order by Chairperson Foltyniewicz at 7:00
p.m.
2.0 Roll Call
Present 7 - Trustee Reid Foltyniewicz, Michael Corso, John Larkin Jr., Jerry Shaefer,
Jennifer Perkins, Gary Cation, and John Mullins
Absent 2 - John Schwarz, and Bob Corbino

3.0 Public Participation

4.0 Approval of Minutes
A motion was made by John Larkin, Jr., seconded by Gary Cation, that the
Minutes of the September 8, 2014 meeting be approved. The motion carried
unanimously.
5.0 Unfinished Business
140341 Highland Speed Study
Petition received by the Public Works Dept. to reduce the speed limit
on Highland Ave. between St. Charles Rd. and Maple Ave. from
30mph to 25mph.
Ms. Burgin commented that when the electronic speed limit sign was
up, it was never on. Wirsing explained that the display was
intentionally turned off so that drivers would not hit their brakes. Grage
reviewed the Police Department data which was consistent with Public
Works findings explained in the memo. There's definitely a speed
issue on that street during the morning hours. The top speed was 83
mph and the second highest was 63, neither was a police vehicle.
Deputy Chief Wirsing explained that lowering the speed limit would not
necessarily stop that type of behavior. Chairperson Foltyniewicz
asked if there is a good spot to do enforcement. Grage answered that

they have been trying to sit mid-block, but even with an unmarked
vehicle they haven't caught many violations. Foltyniewicz asked Ms.
Burgin if it would be alright for a police vehicle to sit in her driveway
once in awhile. Ms. Burgin answered that she did not mind.
Ms. Burgin went on to ask if the data shows how many people are
driving over 30 mph. Grage explained that he set the report for 30, so
anyone above that was a violation. The bulk of the violations are
driving between 30-35 mph. Ms. Burgin siad that it was her thinking
that if the street were posted 25 mph most people will do 30. Lew
explained that artifically lowering a speed limit does not have that
effect. Most drivers will drive whatever speed feels comfortable on a
particular street. Wirsing added that the Police Department is happy
to continue with enforcement through October and November and
report back. Foltyniewicz asked if there were crashes due to speeds.
Wirsing replied that they were not speed related.
Larkin asked that the Police Department continue enforcement. Corso
asked that the speed signs periodically be placed there as well.
A motion was made by John Larkin, Jr., seconded by Michael Corso, that this
request be denied in concurrence with staff's recommendation. The motion
passed by an unanimous vote.
6.0 New Business
140385 Park Avenue South of Grove Street
A resident request to adress on-street parking. (DISTRICT 1)
Foltyniewicz explained that he received an email from Trustee
Whittington regarding cars parked on the street causing a sight
obstruction, as well as requesting a 4-way stop. Larkin agreed that it
is sometimes tough to see when they're parked too close to the
intersection. Lew reported that there was some work going on at the
adjacent apartments and the village had granted them an on-street
parking permit. Since the completion of their work there are very few
cars parked there.
A motion was made by John Larkin, Jr., seconded by John Mullins, that this
request be denied in concurrance with staff's recommendation. The motion
passed by an unanimous vote.
140386 Illinois Prairie Path Crossing at Main Street
A review of possible additional measures that can be taken to increase
crossing safety. (DISTRICTS 1, 4 & 5)
General discussion ensued regarding exsiting conditions and possible
solutions. The committee concurred with the following: leave the
island in, re-stripe the pedestrian crossing and obtain more
information regarding possibly installing Rectangular Rapid Blashing

Beacons for pedestrian crosssings at Main Street and
Westmore-Meyers Road.
A motion was made by Gary Cation, seconded by John Larkin, Jr., that this
Request be tabled to the next meeting. The motion passed by an unanimous
vote.
140387 Intersection of Edson Avenue and Harrison Road
A resident request to modify a 2-way stop to an all-way stop.
(DISTRICT 6)
Lew explained that in 3 years 6 crashes have occurred, however per
the MUTCD the warrant requires 5 crashes in 12 months. Wirsing
added that the last crash was in 2012 and it was a side swipe, so not
related to the intersection.
A motion was made by Gary Cation, seconded by John Larkin, Jr., that this
request be denied in concurrance with staff's recommendation. The motion
passed by an unanimous vote.

140402 Signage Quantities
The Committee concurred that they would like to review intersections
where Yield signs exist to see if installation of Stop signs, or removal
of the Yield signs is warranted. They would like to review the area
around Hammerschmidt School first.
9.0 Adjournment
A motion was made by Gary Cation, seconded by John Larkin, Jr., to adjourn
the meeting at 8:00 p.m. The motion carried unanimously.
