Call to Order and Pledge of Allegiance The regular meeting of the President and Board of Trustees of the Village of Lombard held on Thursday, February 20, 2014 in the Board Room of the Lombard Village Hall was called to order by Village President Keith Giagnorio at 7:30 p.m. Acting Village Clerk Janet Downer led the Pledge of Allegiance. II. Roll Call 7 - Keith Giagnorio, Dan Whittington, Mike Fugiel, Reid Foltyniewicz, Peter Breen, Laura Fitzpatrick, and Bill Ware 1 - Sharon Kuderna Staff Present: Village Manager Scott Niehaus Director of Finance Tim Sexton Director of Community Development Bill Heniff Director of Public Works Carl Goldsmith Chief of Police Ray Byrne Assistant Fire Chief Jerry Howell Executive Coordinator Carol Bauer III. Public Hearings IV. Public Participation V. Approval of Minutes A motion was made by Trustee Dan Whittington, seconded by Trustee Peter Breen, that the minutes of the Regular Meeting of February 6, 2014 be approved. The motion carried by the following vote: Aye: 6- Dan Whittington, Mike Fugiel, Reid Foltyniewicz, Peter Breen, Laura Fitzpatrick, and Bill Ware VI. Committee Reports Community Relations Committee - Trustee Dan Whittington, Chairperson Trustee Dan Whittington, Chairperson of the Community Relations Committee, reported the committee had met. The committee completed review of the Youth Leadership Program, an educational program for Lombard students. The committee is also reviewing the Junior Firefighter Program. Village of Lombard Page 1 Village Board of Trustees Minutes February 20, 2014 Economic/Community Development Committee - Trustee Laura Fitzpatrick, Chairperson No report Environmental Concerns Committee - Trustee Mike Fugiel, Chairperson No report Finance Committee - Trustee Peter Breen, Chairperson No report Public Works Committee - Trustee Bill Ware, Chairperson No report Transportation & Safety Committee - Trustee Reid Foltyniewicz, Chairperson No report Board of Local Improvements - Trustee Bill Ware, President No report Community Promotion & Tourism - Trustee Laura Fitzpatrick, Chairperson Trustee Laura Fitzpatrick, Chairperson of the Community Promotion and Tourism Committee, reported the committee had met. She noted the success of the Village E-news and encouraged residents to sign up to receive important weather alerts as well as information on events in town. The committee reviewed grant requests from various agencies with regard to Lilac Time activities. The approval of the Park District grant in the amount of $11,574.50 for Lilac Time advertising was approved and removed from the grant process. The committee has recommended that this be a budget line item as it relates to Lilac Time. The committee approved the Lombard Historical Society grant request for advertising; the Embassy Suites requests for advertising in Midwest Magazine and the American Bus Association; and a request from the Lilac Parade Committee with funding not to exceed $15,000 with the Parade Committee using funds in their account and to begin a fundraising program. She indicated the recommendations are on the agenda for consideration and requested concurrence of the Village Board. The committee will review additional grant requests in March. Village of Lombard Page 2 Village Board of Trustees Minutes February 20, 2014 Lombard Historical Commission Trustee Laura Fitzpatrick provided an update on the Lombard Historical Commission with regard to the property inventory and update and the Executive Director search. VII. Village Manager/Village Board Comments Trustee Foltyniewicz invited residents to join his family at Yorktown for the Healthy Lombard event and reminded residents of the Fire Chief Ale tapping to be held at Rock Bottom on February 27th with proceeds to help burn victims. Trustee Whittington thanked the Public Works staff for all of their hard work over the long winter and encouraged residents to help clear storm drains in front of their homes. He talked about the many complaints that the Village had received regarding mail service . He indicated the Village was working with our Congressional representatives to try and get some answers. Trustee Breen talked about the icy trek out to the mailbox to find no mail. He noted that Peter Roskam's office was assisting the Village with regard to the mail issues and asked residents to document their specific mail delivery issues. Village Manager Niehaus stated the Village is compiling a list and sending the list to Tammy Duckworth's Office and Peter Roskam's Office daily. He asked residents e-mail specific issues to niehauss@villageof lombard.org or bauerc@villageoflombard.org. President Giagnorio thanked the Village Board and staff for attending the Chamber Luncheon where he delivered the State of the Village address. VIII Consent Agenda . Payroll/Accounts Payable A. 140053 Approval of Accounts Payable For the period ending February 7, 2014 in the amount of $1,245,271.30. This Payroll/Accounts Payable was approved on the Consent Agenda C. 140064 Approval of Accounts Payable For the period ending February 14, 2014 in the amount of $1,294,912.44. This Payroll/Accounts Payable was approved on the Consent Agenda Ordinances on First Reading (Waiver of First Requested) D. 140057 Transit Connect Purchase Request for a waiver of bids and award of a contract to Currie Motors in the amount of $22,324.00 for the purchase of one new Ford Transit Connect; and declaring Village unit CE204 as surplus and authorizing its sale at public auction. Staff requests a waiver of first reading. Public Act 85-1295 does not apply. This Ordinance was waived of first reading and passed on second reading with suspension of the rules on the Consent Agenda Enactment No: Ordinance 6922 E. 140058 Amending Title 11, Chapter 112, Section 112.13A.2. of the Lombard Village Code - Alcoholic Beverages Revising the Class A/B I liquor license category and issuing a liquor license to Los Cuates Corporation d/b/a El Azuelo De Oro located at 621 E. Roosevelt Road. (DISTRICT #6) This Ordinance was waived of first reading and passed on second reading with suspension of the rules on the Consent Agenda Enactment No: Ordinance 6923 Other Ordinances on First Reading F. 120140 PC 12-10: 300 W. Roosevelt Road Ordinance granting a time extension to Ordinance 6726 granting a conditional use pursuant to Title 15, Chapter 155, Section 155.417(G) (2) of the Lombard Zoning Ordinance extending the time period to start construction of the project to May 2, 2015 for the property located at 300 West Roosevelt Road. (DISTRICT #2) This Ordinance was passed on first reading on the Consent Agenda Enactment No: Ordinance 6928 G. 140028 PC 14-02: Text Amendment to Village Parking Space, Aisle, and Module Dimensional Standards Village of Lombard Page 4 Village Board of Trustees Minutes February 20, 2014 The Village of Lombard is proposing the following text amendments to the Lombard Zoning Ordinance: 1) An amendment to Section 155.602 (A)(5), and any other sections for clarity, adding provisions regarding the size of off-street parking spaces designated specifically for business, employee, and compact vehicles; and 2) An amendment to Section 155.602 (C), including Figure 6-1 and Table 6-2, regarding specific parking space, aisle, and module dimensional standards. (DISTRICTS - ALL) This Ordinance was passed on first reading on the Consent Agenda Enactment No: Ordinance 6929 H. 140037 Proposed Amendment to Ordinance for Emerald Ash Borer Recommendation from the Environmental Concerns Committee to approve the attached draft ordinance that would rescind the permitting requirement. This Request was approved on the Consent Agenda K. 140013 Local Tourism Grant Application (Lilac Time Advertising) Grant request from the Lombard Historical Society in the amount of $650-$937.50 from Hotel/Motel funds for costs associated with Lilac Time Advertising to take place from March through May, 2014. This Request was approved on the Consent Agenda M. 140016 Local Tourism Grant Application (American Bus Association - ABA Membership) Grant request from Embassy Suites Hotel in the amount of $600 from Hotel/Motel funds for costs related to membership to the ABA for 2014. This Request was approved on the Consent Agenda N. 140026 Local Tourism Grant Application (Lombard Lilac Festival Parade) Grant request from the Lombard Lilac Festival Parade Committee in the amount of $25,000 from Hotel/Motel funds for costs associated with the Lilac Festival Parade to be held May 18, 2014 at Main and Wilson Streets. This Request was approved on the Consent Agenda O. 140052 FY2014 Concrete Rehabilitation & Utility Cuts Patching Award of a contract to Triggi Construction, Inc. in the amount of $953,247.60. Bid in compliance with Public Act 85-1295.
