I. Call to Order and Pledge of Allegiance
The regular meeting of the President and Board of Trustees of the
Village of Lombard held on Thursday, February 20, 2014 in the Board
Room of the Lombard Village Hall was called to order by Village
President Keith Giagnorio at 7:30 p.m. Acting Village Clerk Janet
Downer led the Pledge of Allegiance.

A motion was made by Trustee Dan Whittington, seconded by Trustee Peter
Breen, that the minutes of the Regular Meeting of February 6, 2014 be
approved. The motion carried by the following vote:

VI. Committee Reports
Community Relations Committee - Trustee Dan Whittington, Chairperson
Trustee Dan Whittington, Chairperson of the Community Relations
Committee, reported the committee had met. The committee
completed review of the Youth Leadership Program, an educational
program for Lombard students. The committee is also reviewing the
Junior Firefighter Program.

Community Promotion & Tourism - Trustee Laura Fitzpatrick, Chairperson
Trustee Laura Fitzpatrick, Chairperson of the Community Promotion
and Tourism Committee, reported the committee had met. She noted
the success of the Village E-news and encouraged residents to sign
up to receive important weather alerts as well as information on events
in town. The committee reviewed grant requests from various
agencies with regard to Lilac Time activities. The approval of the Park
District grant in the amount of $11,574.50 for Lilac Time advertising
was approved and removed from the grant process. The committee
has recommended that this be a budget line item as it relates to Lilac
Time. The committee approved the Lombard Historical Society grant
request for advertising; the Embassy Suites requests for advertising in
Midwest Magazine and the American Bus Association; and a request
from the Lilac Parade Committee with funding not to exceed $15,000
with the Parade Committee using funds in their account and to begin a
fundraising program. She indicated the recommendations are on the
agenda for consideration and requested concurrence of the Village
Board. The committee will review additional grant requests in March.

Lombard Historical Commission
Trustee Laura Fitzpatrick provided an update on the Lombard
Historical Commission with regard to the property inventory and
update and the Executive Director search.
VII. Village Manager/Village Board Comments
Trustee Foltyniewicz invited residents to join his family at Yorktown for
the Healthy Lombard event and reminded residents of the Fire Chief
Ale tapping to be held at Rock Bottom on February 27th with proceeds
to help burn victims.
Trustee Whittington thanked the Public Works staff for all of their hard
work over the long winter and encouraged residents to help clear
storm drains in front of their homes. He talked about the many
complaints that the Village had received regarding mail service . He
indicated the Village was working with our Congressional
representatives to try and get some answers.
Trustee Breen talked about the icy trek out to the mailbox to find no
mail. He noted that Peter Roskam's office was assisting the Village
with regard to the mail issues and asked residents to document their
specific mail delivery issues.
Village Manager Niehaus stated the Village is compiling a list and
sending the list to Tammy Duckworth's Office and Peter Roskam's
Office daily. He asked residents e-mail specific issues to
niehauss@villageof lombard.org or bauerc@villageoflombard.org.
President Giagnorio thanked the Village Board and staff for attending
the Chamber Luncheon where he delivered the State of the Village
address.

Ordinances on First Reading (Waiver of First Requested)
D. 140057 Transit Connect Purchase
Request for a waiver of bids and award of a contract to Currie Motors
in the amount of $22,324.00 for the purchase of one new Ford Transit
Connect; and declaring Village unit CE204 as surplus and authorizing
its sale at public auction. Staff requests a waiver of first reading.
Public Act 85-1295 does not apply.

the Lombard Zoning Ordinance:
1) An amendment to Section 155.602 (A)(5), and any other
sections for clarity, adding provisions regarding the size of
off-street parking spaces designated specifically for business,
employee, and compact vehicles; and
2) An amendment to Section 155.602 (C), including Figure 6-1 and
Table 6-2, regarding specific parking space, aisle, and module
dimensional standards. (DISTRICTS - ALL)

H. 140037 Proposed Amendment to Ordinance for Emerald Ash Borer
