Call to Order and Pledge of Allegiance The regular meeting of the President and Board of Trustees of the Village of Lombard held on Thursday, March 20, 2014 in the Board Room of the Lombard Village Hall was called to order by President Keith Giagnorio at 7:30 p.m. Acting Village Clerk Janet Downer led the Pledge of Allegiance. II. Roll Call 7 - Keith Giagnorio, Dan Whittington, Mike Fugiel, Reid Foltyniewicz, Peter Breen, Laura Fitzpatrick, and Bill Ware 1 - Sharon Kuderna Staff Present: Village Manager Scott Niehaus Director of Finance Tim Sexton Director of Community Development Bill Heniff Director of Public Works Carl Goldsmith Chief of Police Ray Byrne Fire Chief Paul DiRienzo Assistant Village Manager Nicole Aranas Executive Coordinator Carol Bauer III. Public Hearings IV. Public Participation Village President Giagnorio congratulated Trustee Peter Breen on winning the primary election held on Tuesday. Trustee Peter Breen thanked all of the voters and said it was a great turn-out. He noted he was busy taking down his signs. 140115 Proclamation - John Egan Day Village President Keith called John Egan, his family and Rita Schneider down to the front. Acting Village Clerk Janet Downer read the Proclamation recognizing John Egan. Rita Schneider spoke about John Egan and how the community had benefited from John's years of volunteering. She asked John how he was named a Kentucky Colonel. John Egan indicated this was an old Jaycees tradition that if you were Village of Lombard Page 1 Village Board of Trustees Minutes March 20, 2014 called to speak at the Kentucky Convention, you were honored with the title. Trustee Laura Fitzpatrick spoke of John mentoring her and so many others over the years. She spoke of him developing leaders. John Egan thanked the Village for this recognition. He spoke about volunteering, encouraged residents to volunteer, and spoke of how rewarding it was and how many friends he had made over the years. V. Approval of Minutes A motion was made by Trustee Reid Foltyniewicz, seconded by Trustee Peter Breen, that the minutes of the regular meeting of the President and Board of Trustees of March 6, 2014 be approved. The motion carried by the following vote: Aye: 6- Dan Whittington, Mike Fugiel, Reid Foltyniewicz, Peter Breen, Laura Fitzpatrick, and Bill Ware VI. Committee Reports Community Relations Committee - Trustee Dan Whittington, Chairperson Trustee Dan Whittington, Chairperson of the Community Relations Committee, reported the committee had met. He updated residents on the Welcome Home Veterans Program, the Firefighter Program and the Youth Leadership Program. He stated his committee reviewed the pros and cons of video gaming and is recommending approval of video gaming. Economic/Community Development Committee - Trustee Laura Fitzpatrick, Chairperson Trustee Laura Fitzpatrick, Chairperson of the Economic & Community Development Committee, reported the committee had met. The committee reviewed video gaming and is not recommending approval. Lombard Town Centre provided an update to the committee. Community Development staff also provided an overview for the committee. Laura highlighted the grant requests that the committee reviewed and asked for concurrence of the items on the agenda. Environmental Concerns Committee - Trustee Mike Fugiel, Chairperson Trustee Mike Fugiel, Chairperson of the Environmental Concerns Committee, reminded residents of Earth Hour and encouraged Village of Lombard Page 2 Village Board of Trustees Minutes March 20, 2014 residents to participate next Saturday by turning off their lights and electronics for one hour. Finance Committee - Trustee Peter Breen, Chairperson No report Public Works Committee - Trustee Bill Ware, Chairperson Trustee Ware thanked Trustee Whittington for filling in for him at the last meeting. The committee reviewed the Complete Streets Policy. He stated this will be used as a policy and will be addressed on a case-by-case basis. The committee will review again and then forward to the Village Board. The committee also reviewed the Metra Underpass, Highland Avenue and Grace Street projects. Transportation & Safety Committee - Trustee Reid Foltyniewicz, Chairperson No report Board of Local Improvements - Trustee Bill Ware, President No report Community Promotion & Tourism - Trustee Laura Fitzpatrick, Chairperson Trustee Fitzpatrick provided an overview on the grants that the committee had reviewed and were listed on the agenda. The committee will be reviewing new phone apps and continue to review ways of improving communications. The next meeting is April 8th. Lombard Historical Commission No report VII. Village Manager/Village Board Comments Trustee Breen reminded residents of the information on the website regarding Grace Street and noted the Village is moving forward with discussions on North Grace Street. Trustee Foltyniewicz spoke regarding the Tiara Presentation that had been held and talked about what a nice event this was. He told of how the first tiara was made from silver spoons donated by residents. Village of Lombard Page 3 Village Board of Trustees Minutes March 20, 2014 VIII Consent Agenda . Payroll/Accounts Payable A. 140104 Approval of Accounts Payable For the period ending March 7, 2014 in the amount of $562,652.94. This Payroll/Accounts Payable was approved on the Consent Agenda B. 140112 Approval of Village Payroll For the period ending March 8, 2014 in the amount of $885,546.04. This Payroll/Accounts Payable was approved on the Consent Agenda C. 140113 Approval of Accounts Payable For the period ending March 14, 2014 in the amount of $667,453.16. This Payroll/Accounts Payable was approved on the Consent Agenda Ordinances on First Reading (Waiver of First Requested) D. 140095 Waste Collection and Disposal Ordinance for Annual Fee Rates Recommendation from staff to amend the Village Code to reflect the fee rates that are adjusted each April 1st as authorized in the Solid Waste Contract. (DISTRICTS - ALL) This Ordinance was waived of first reading and passed on second reading with suspension of the rules on the Consent Agenda Enactment No: Ordinance 6931 E. 140109 Title 11, Chapter 121, Section 121.03A.(2) - Number of Taxicab Business Licenses Amending Title 11, Chapter 121, Section 121.03A.(2) increasing the number of Taxicab Business Licenses from eleven (11) to twelve (12) and granting a license to Center Ice Taxi. This Bid was approved on the Consent Agenda G. 140108 FY2014 Asphalt Paving & Patching Program Award of a contract to Brothers Asphalt Paving, Inc., the lowest responsible bid of eight bidders, in the amount of $1,118,523.00. Bid in compliance with Public Act 85-1295. (DISTRICTS - ALL) This Bid was approved on the Consent Agenda H. 140111 Fire Vehicle Computer Replacement Request for a waiver of bids and approval of a contract for the purchase of fire vehicle mobile data terminals (MDT's) and EMS report documentation laptops. Public Act 85-1295 does not apply. This Bid was approved on the Consent Agenda I. 140009 Local Tourism Grant Application (Taste of Lombard) Grant request from Lombard Jaycees in the amount of $35,000 from Hotel/Motel funds for costs associated with the Taste of Lombard to be held July 1 through 5, 2014, at Madison Meadow Park. (DISTRICT #6) This Request was approved on the Consent Agenda J. 140011 Local Tourism Grant Application (Spooktacular) Grant request from Lombard Town Centre in the amount of $1,960 from Hotel/Motel funds for costs associated with the Spooktacular Fall Festival to be held on October 19, 2014 in Downtown Lombard. (DISTRICT #1) This Request was approved on the Consent Agenda K. 140012 Local Tourism Grant Application (Sweet's Civil War Encampment) Grant request from Lombard Historical Society in the amount of $6,000 from Hotel/Motel funds for costs associated with the Sweet's Civil War Encampment to be held on July 25, 2014, at Four Seasons Park. (DISTRICT #3) This Request was approved on the Consent Agenda L. 140014 Local Tourism Grant Application (Lombard Historical Society, Peckapalooza) Village of Lombard Page 5 Village Board of Trustees Minutes March 20, 2014 Grant request from the Lombard Historical Society in the amount of $1,387 from the Hotel/Motel funds for costs associated with Peckapalooza, 175th Peck Homestead Anniversary Event, to take place September 2014 to be held at the Peck Homestead. (DISTRICT #4) This Request was approved on the Consent Agenda M. 140018 Local Tourism Grant Application (Lombard Chamber of Commerce, Pole Banners at Yorktown Center) Grant request from the Lombard Chamber of Commerce in the amount of $1,500 from Hotel/Motel funds for costs associated with EXPO 2014 to be held October 23, 2014 at Yorktown Center. (DISTRICT #3) This Request was approved on the Consent Agenda N. 140017 Local Tourism Grant Application (Glenbard East Athletic Boosters, Lombard Ale and Food Truck Festival) Grant request from the Glenbard East Athletic Boosters in the amount of $5,000 from the Hotel/Motel funds for costs associated with the Lombard Ale and Food Truck Festival to be held June 14, 2014 to be held on Parkside Avenue at Lilacia Park. (DISTRICT #1) This Request was approved on the Consent Agenda O. 140075 Lombard Historical Society Pioneer Life Display Recommendation from the Environmental Concerns Committee to authorize a temporary permit to allow the Lombard Historical Society to keep up to six chickens for three months at the Victorian Cottage property at 23 W. Maple Street. (DISTRICT #1) This Request was approved on the Consent Agenda P. 140114 Agreement with Fraternal Order of Police Approval of amendments to the existing Collective Bargaining Agreement between the Village of Lombard and the Fraternal Order of Police Labor Council. This Request was approved on the Consent Agenda Q. 140116 Municipal Aggregation of Electricity Motion to approve the recommendation to proceed with Northern Illinois Municipal Electric Cooperative (NIMEC) issuing a request for proposals for Municipal Aggregation of Electricity. This Request was approved on the Consent Agenda R. 140117 Vehicle Purchase Award of a contract to Currie Motors in the amount of $21,902.00 for the purchase of one Ford Transit Connect.
