I. Call to Order and Pledge of Allegiance
The rescheduled regular meeting of the President and Board of
Trustees of the Village of Lombard held in the Board Room of the
Lombard Village Hall on Thursday, July 17, 2014 was called to order
by Village President Keith Giagnorio at 4:31 p.m. Village Clerk Sharon
Kuderna led the Pledge of Allegiance.

A motion was made by Trustee Dan Whittington, seconded by Trustee Mike
Fugiel, that the minutes of the Special Meeting of June 19, 2014 and the
minutes of the regular meeting of June 19, 2014 be approved. The motion
carried by the following vote:

Trustee Mike Fugiel, Chairperson of the Environmental Concerns
Committee, reminded residents of the Recycling Extravaganza
scheduled for September 20 and to check the website for a list of
items, and the Hazardous Waste Collection scheduled for October 4
and reminded residents of the electronics recycling on Saturdays.
This is a good way to discard unwanted and unused items.

Public Works Committee - Trustee Bill Ware, Chairperson
Trustee Bill Ware, Chairperson of the Public Works Committee,
reported the committee had met. He thanked Village Manager
Niehaus for attending the meeting. The committee reviewed the first
draft of the CIP. The second draft will be reviewed on August 12.

Trustee Reid Foltyniewicz, Chairperson of the Transportation & Safety
Committee, reported the committee had met. The committee
reviewed requests for stop signs at Garfield and LeMoyne and at
Washington and Fairfield.

Community Promotion & Tourism - Trustee Laura Fitzpatrick, Chairperson

Lombard Historical Commission
Trustee Laura Fitzpatrick read the Lombard Historical Commission
report. Highlights included:
Douglas Gilbert, consultant hired to update the Historic Sites and
Structures Inventory, presented his completed survey work. The Local
Landmarks Committee is collecting photos and information about the
Chicago, Aurora and Elgin Railroad to be part of permanent
educational signage to be posted along the Prairie Path. The William
Mueller Lombard Heritage Award Committee is seeking nominations.
Deadline is July 31st. The Historical Society will be hosting the
Sweet's Civil War Reenactment at Four Seasons Park on July 26th
and July 27th. Peckapalooza, the 175th birthday of the Peck
Homestead, will be held on August 22-24 including a pig roast on
August 23rd.
VII. Village Manager/Village Board Comments
Trustee Whittington reminded residents of the Sacred Heart German
Fest beginning today and going through Sunday.
Trustee Foltyniewicz reminded residents of the Taste of Yorktown
from 4:30-7:30 pm; the Lombard Historical Society Civil War
Reenactment scheduled for July 26th and 27th and the National Night
Out event scheduled for August 5th.

H. 140243 PC 14-14: 1014 S. Main Street (Glenbard East High School)
Requests that the Village approve a conditional use for a planned
development for the subject properties located within the CR
Conservation Recreation District, with deviations from the Lombard
Sign Ordinance, as follows:
1. A deviation from Section 153.210 (E) to allow for the replacement
of an existing twenty-seven (27) square foot automatic changeable
reader board sign with a new twenty-seven (27) square foot automatic

changeable reader board sign where nine (9) square feet is the
maximum allowed; and
2. A deviation from Section 153.501 (B)(5)(f)(ii) to allow for a

Ordinances on First Reading (Waiver of First Requested)
A. 140270 Disconnection (De-Annexation) of Portions of Technology Drive
Right-of-Way
Ordinance consenting to the disconnection of certain property located
within the Village Of Lombard, and the Annexation of same by the
Village of Oak Brook, pursuant to the Provisions of 65 Ilcs 5/7-1-24
(Eastern Most Portion of Technology Drive). (DISTRICT #3)
Village Manager Scott Niehaus indicated that the companion
ordinance for this item was listed on the Consent Agenda and had
been approved. He indicated that a portion of the Technology Drive
right-of-way is no longer necessary and pursuant to an
Intergovernmental Agreement with Oak Brook, staff is looking to
transfer ownership of this property to the Village of OakBrook.
Trustee Foltyniewicz indicated due to him working both the Village of
Lombard and the Village of Oak Brook, he was going to abstain from
voting on this matter.
A motion was made by Trustee Bill Ware, seconded by Trustee Dan
Whittington, that the Ordinance regarding the disconnection of portions of
Technology Drive Right-of-Way be waived of first reading and passed on
second reading with suspension of the rules. The motion carried by the
following vote:
Aye: 5- Dan Whittington, Mike Fugiel, Peter Breen, Laura Fitzpatrick, and Bill
Ware
Abstain: 1- Reid Foltyniewicz

B. 140245 ZBA 14-08: 551 N. LaLonde Avenue
Requests that the Village grant a variation from Section 155.205 (A)(1)
(c)(2) of the Lombard Zoning Ordinance to increase the maximum
allowable fence height in a corner side yard from four feet (4’) to six
feet (6’), located within the R2 Single-Family Residence Zoning District
(Lombard Vista Subdivision). (DISTRICT #4)
Village Manager Scott Niehaus introduced Director of Community
Development Bill Heniff.
Director Heniff provided an overview of the request for a fence
variation at 551 N. LaLonde. He indicated the six-foot high fence
would provide some privacy to the home and residents from traffic
southbound on LaLonde that t-intersects with the home. He spoke of
the existing grade of the property. Staff recommendation was to

concur. The Zoning Board of Appeals had a split three-three vote.
Trustee Breen questioned the three-three ZBA vote.
Director Heniff indicated the ZBA did not want to set a precedent. At a
Village Board workshop regarding fence regulations, the Board agreed
to look at each request of this type on a case-by-case basis. He
talked of the unique geography and configuration of the lot.
Trustee Breen indicated that due to the circumstances, he would
support this request.
Trustee Ware asked if this type of approval had been done in the past.
Director Heniff indicated that it had. It was noted the request met five
of the seven conditions for a fence variation.
Trustee Whittington asked if feedback had been received from any of
the neighbors.
Director Heniff indicated none of the neighbors had submitted or made
any comments and that public hearing notices had been sent to the
property owners as required.
A motion was made by Trustee Dan Whittington, seconded by Trustee Reid
Foltyniewicz, that the Ordinance granting a variance for the property located at
551 N. LaLonde be passed on first reading. The motion carried by the following
vote:
Aye: 6- Dan Whittington, Mike Fugiel, Reid Foltyniewicz, Peter Breen, Laura
Fitzpatrick, and Bill Ware
