I. Call to Order and Pledge of Allegiance
The regular meeting of the President and Board of Trustees of the
Village of Lombard held on Thursday, February 5, 2015 in the Board
Room of the Lombard Village Hall was called to order by Village
President Keith Giagnorio at 7:31 pm. Village Clerk Sharon Kuderna
led the Pledge of Allegiance.

150045 Proclamation - Fitness February
Village Clerk Sharon Kuderna read the proclamation for Fitness
February.
Village President Keith Giagnorio presented the proclamation to Jay
Wojcik.
Jay Wojcik reminded residents of the Fitness Fair to be held on
February 28 at Yorktown and encouraged everyone to attend.
Village President Keith Giagnorio thanked Director of Public Works
Carl Goldsmith and staff for their efforts during the recent blizzard.

A motion was made by Trustee Dan Whittington, seconded by Trustee Mike
Fugiel, that the minutes of the Regular Meeting of January 22, 2015 be

Environmental Concerns Committee - Trustee Mike Fugiel, Chairperson
Mike Fugiel, Chairperson of the Environmental Concerns Committee,
reported the committee had met. Presentations were made to the
committee relative to the Greenest Region, the Prairie Food Co-op
and the ComEd Residential Real Time Pricing Program. Mike noted
that member Winnie Lyons had resigned due to health reasons, and
he thanked her for her service.

VII. Village Manager/Village Board Comments
Village Manager Scott Niehaus announced that the Village was
experiencing some technical difficulties and apologized that the Board
meeting would not be aired live. The meeting is being taped and will
be broadcast on the Village's website. He reported that Governor
Rauner would be giving his State of the State Address at The Westin
on Sunday at noon and encouraged residents to contact the Chamber
if they wanted to attend. He welcomed Deputy Chief Roy Newton to
the meeting sitting in for Chief Byrne who was out of town.
Trustee Mike Fugiel indicated he would not be able to attend the
Governor's State of the State Address as he was assisting with a
Glenbard East Pancake Breakfast.
Trustee Reid Foltyniewicz reminded residents of the Park District
Winter Carnival on Saturday; Valentine's Day coming up on February
14; a concert at the Maple Street Chapel on February 14th; and that
the Dairy Queen was re-opening on Monday.
Village President Keith Giagnorio reminded residents of the Lombard
Town Centre quarterly forum to be held on February 11th at Capones
at 7pm and the State of the Village that he will give at the Chamber
Luncheon on February 18th.

Authorizing NIMEC to service as the broker for the Village in regard to
obtaining bids from electricity providers and authorizing the Village
Manager or Director of Finance to approve a contract with the lowest
cost electricity provider.
This Resolution was adopted on the Consent Agenda

*A. 150025 Local Tourism Grant Application 2015 - Lilac Princess Program
Grant request from Lombard Junior Women's Club for costs in the
amount of $9,500 from Hotel/Motel funds for expenses supporting the
selection of the Lilac Queen and her Court, supporting expenses
associated with their participation in numerous Lilac Time Events and
providing $1,000 scholarships to each princess. Committee
recommendation in an amount up to $7,125.
Nancy Spartz, Co-Chairperson of the Princess Program, spoke of the
Lombard Juniors taking over this program. She spoke of the history of
Lilac Time and the Princess Program and how it began in 1930. She
encouraged the Village Board to support the Princess Program.
Sue Bielenda, Lombard Juniors, reported on what is involved in the
Princess Program and the reason the Juniors were requesting a grant
in the amount of $10,000. She spoke of the $1,000 scholarship that
each Lilac Princess receives.
Sue Horner, Lombard Juniors, spoke of the amount of the grant
request, fundraising and a shortfall for the Princess Program. She
noted that there is a lot of competition in fundraising and a tough
economy. In the past members have paid for items out of their own
pockets. She also talked about the TLC Camp that the Juniors run for
kids with cancer and their siblings. She asked the Board to consider
the grant request of the Juniors.
Trustee Foltyniewicz spoke about the Juniors organization, the work
that they do and that they are not looking to make money, just
continue the tradition.
Trustee Ware noted that the difference was $1,625 and that possibly
an outside agency would be making a donation.
President Giagnorio announced that a letter had been sent to the
Union Pacific requesting their consideration of UP Community Funds
as a sponsorship of the Princess Program.

Trustee Ware indicated with the $1,000 from the Union Pacific, the
difference was $625.00.
A motion was made by Trustee Laura Fitzpatrick, seconded by Trustee Dan
Whittington, that the Village Board approve the recommendation of the
Community Promotion & Tourism Committee and award a grant in an amount
up to $7,125 to the Lombard Junior Women's Club for the Lilac Princess
Program. The motion failed by the following vote:
Aye: 3- Dan Whittington, Mike Fugiel, and Laura Fitzpatrick
Nay: 2- Reid Foltyniewicz, and Bill Ware
A motion was made by Trustee Bill Ware, seconded by Trustee Reid
Foltyniewicz, that the Village Board approve splitting the $625 difference in
addition to approving the recommendation of the Community Promotion &
Tourism Committee to award a grant in an amount up to $7,125 to the Lombard
Junior Women's Club for the Lilac Princess Program. The motion was
withdrawn.
A motion was made by Trustee Reid Foltyniewicz, seconded by Trustee Bill
Ware, that this matter be reconsidered. The motion carried by the following
vote:

A motion was made by Trustee Dan Whittington, seconded by Trustee Bill
Ware, that the Village Board approve the recommendation of the Community

carried by the following vote:
