Call to Order and Pledge of Allegiance The regular meeting of the President and Board of Trustees of the Village of Lombard held on Thursday , April 16, 2015 in the Board Room of the Lombard Village Hall was called to order at 7:30 p.m. by Village President Keith Giagnorio. Village Clerk Sharon Kuderna led the Pledge of Allegiance. II. Roll Call 8 - Keith Giagnorio, Sharon Kuderna, Dan Whittington, Mike Fugiel, Reid Foltyniewicz, Bill Johnston, Robyn Pike, and Bill Ware Staff Present: Village Manager Scott Niehaus Director of Finance Tim Sexton Director of Community Development Bill Heniff Director of Public Works Carl Goldsmith Chief of Police Ray Byrne Fire Chief Paul DiRienzo Assistant Village Manager Nicole Aranas Executive Coordinator Carol Bauer III. Public Hearings IV. Public Participation 150155 Proclamation - Arbor Day Village Clerk Sharon Kuderna read the proclamation for Arbor Day. Village President Keith Giagnorio presented the proclamation to Director of Public Works Carl Goldsmith. Carl Goldsmith thanked the Village and spoke of the Arbor Day Tree Planting scheduled for Friday, April 24th at 1pm by the Public Works facility. He also updated residents on the removal of the trees affected by Emerald Ash Borer and that the remaining 1,400 trees will be removed this year. 150181 Presentation - Lilac Parade Committee Village of Lombard Page 1 Village Board of Trustees Minutes April 16, 2015 Village President Keith Giagnorio asked Lilac Parade Committee Chairperson Ellyn Murphy to come to the podium. Ellen Murphy, Lilac Parade Co-Chairperson, read a letter naming Keith Surges as the honorary Grand Marshal of the Lilac Parade as well as naming Jack Jones as the 2015 Grand Marshal. Village President read the following: Tonight, our thoughts are with our neighbors in Rochelle and Fairdale who are rebuilding their communities after a tornado devastated their lives on April 9th. We have sent letters to their leaders to let them know that Lombard stands with them during this difficult time, and that we are here to assist them. Lieutenant Tony Sally from the Lombard Fire Department was deployed to Rochelle where he helped assist in recovery efforts, and Lombard Building Commissioner Keith Steiskal recently served as a volunteer, where he helped assess damage as part of rebuilding efforts. While there is no collection point or specific action being taken by the Village at this time, for those Lombardians wishing to assist people affected by the storm, you can find information on ways to help on our website at www.VillageofLombard.org <http://www.VillageofLombard.org>. Our thoughts and our prayers continue to be with them. V. Approval of Minutes A motion was made by Trustee Bill Ware, seconded by Trustee Bill Johnston, that the minutes of the regular meeting of April 2, 2015 be approved. The motion carried by the following vote: Aye: 6- Dan Whittington, Mike Fugiel, Reid Foltyniewicz, Bill Johnston, Robyn Pike, and Bill Ware VI. Committee Reports Community Relations Committee - Trustee Dan Whittington, Chairperson Trustee Dan Whittington, Chairperson of the Community Relations Committee, reported the committee was not able to hold a meeting due to the lack of a quorum. Economic/Community Development Committee - Vacancy, Chairperson Village of Lombard Page 2 Village Board of Trustees Minutes April 16, 2015 No report Environmental Concerns Committee - Trustee Mike Fugiel, Chairperson Trustee Mike Fugiel, Chairperson of the Environmental Concerns Committee, reminded residents of the Trails clean-up scheduled for April 25; Earth Day on April 22nd and Arbor Day. Finance Committee - Vacancy, Alternate Chairperson No report Public Works Committee - Trustee Bill Ware, Chairperson Trustee Bill Ware, Chairperson of the Public Works Committee, reported the committee reviewed proposed code amendments to the policy relative to frozen water lines. He thanked Ken Blakeslee for his service on the Public Works Committee. The next meeting is June 9th. Transportation & Safety Committee - Trustee Reid Foltyniewicz, Chairperson Trustee Reid Foltyniewicz, Chairperson of the Transportation & Safety Committee, reported the committee reviewed the pedestrian crossing at Wilson and Edgewood and the one-way traffic flow at Eastview Terrace. These items will be further reviewed by the committee. The committee is also reviewing costs for options for the crossing at Main Street and the Prairie Path. Board of Local Improvements - Trustee Bill Ware, President No report Community Promotion & Tourism - Vacancy, Chairperson No report Lombard Historical Commission No report VII. Village Manager/Village Board Comments Village Manager Scott Niehaus announced that at the April 27th Plan Village of Lombard Page 3 Village Board of Trustees Minutes April 16, 2015 Commission meeting a proposal will be reviewed for Sam's Club to be located at 611 E. Butterfield Road. This petition is in the planning stages, but is for a proposed 135,000 square foot retail establishment. Village Clerk Sharon Kuderna read the following announcements: congratulations to Leslie Sulla for being named the 2015 Woman of the Year; Lilac Time will be here soon and reminded residents to check www.lombardlilactime.com for details and events; Cruise Nights returns to downtown Lombard on June 13 and runs through August 29th. This Payroll/Accounts Payable was approved on the Consent Agenda B. 150160 Approval of Village Payroll For the period ending April 4, 2015 in the amount of $813,930.52. This Payroll/Accounts Payable was approved on the Consent Agenda C. 150161 Approval of Accounts Payable For the period ending April 10, 2015 in the amount of $1,556,666.01. This Payroll/Accounts Payable was approved on the Consent Agenda Ordinances on First Reading (Waiver of First Requested) D. 150126 101 W. St. Charles Road Approving Landmark Site Designation for 101 W. St. Charles Road pursuant to Title 3, Chapter 32, Section 32.079 of the Lombard Village Code. (DISTRICT #1) This Ordinance was waived of first reading and passed on second reading with suspension of the rules on the Consent Agenda Enactment No: Ordinance 7062 E. 150148 Title 11, Chapter 112, of the Village Code with regard to Alcoholic Beverages Amending Title 11, Chapter 112 of the Lombard Village Code with regard to establishing a new Class "VV" Liquor License Category Village of Lombard Page 4 Village Board of Trustees Minutes April 16, 2015 allowing beer, wine and champagne to be served as an adjunct to an art gallery and studio and issuing a new Class "VV" Liquor License to Art Life Gallery & Studio, Inc. d/b/a Art Life Gallery & Studio located at 425 S. (DISTRICTS - ALL) This Bid was approved on the Consent Agenda O. 150112 FY2015 Preservative Surface Treatment Program Request for a waiver of bids and award of a contract to CAM, LLC in the amount of $71,350.00.
