Call to Order and Pledge of Allegiance The regular meeting of the President and Board of Trustees of the Village of Lombard held on Thursday, May 7, 2015 in the Board Room of the Lombard Village Hall was called to order by Village President Keith Giagnorio at 7:30 p.m. The Lombard Police Honor Guard Posted the Colors and led the Pledge of Allegiance. II. Roll Call 8 - Keith Giagnorio, Sharon Kuderna, Dan Whittington, Mike Fugiel, Reid Foltyniewicz, Bill Johnston, Robyn Pike, and Bill Ware Staff Present: Village Manager Scott Niehaus Director of Finance Tim Sexton Director of Community Development Bill Heniff Director of Public Works Carl Goldsmith Chief of Police Ray Byrne Fire Chief Paul DiRienzo Assistant Village Manager Nicole Aranas Communications Coordinator Avis Meade Executive Coordinator Carol Bauer III. Public Hearings IV. Public Participation Samantha Kuderna reminded residents of the Relay for Life event scheduled for Friday, June 19th from 6pm until 12am at the Four Season Park. She noted that we have all been touched by cancer and asked for residents to think about joining the Relay for Life event to raise money and awareness of cancer. 150198 Swearing in - Trustee Mike Fugiel, Trustee Bill Johnston and Trustee Robyn Pike Village Clerk Sharon Kuderna issued the Oath of Office To Trustee Mike Fugiel, Trustee Bill Johnston and Trustee Robyn Pike. Each Trustee introduced his/her family and thanked the residents. 150199 Proclamation - National Police Week Village of Lombard Page 1 Village Board of Trustees Minutes May 7, 2015 Village Clerk Sharon Kuderna read the proclamation for National Police Week. President Giagnorio presented the proclamation to Chief of Police Ray Byrne. Chief Byrne thanked the Board and the Village for the support each year. He spoke of the National Police Memorial in Washington and that the Lombard Police Department has three names of fallen police officers etched on the memorial wall. 150200 Proclamation - Public Works Week Village Clerk Sharon Kuderna read the proclamation for Public Works Week. President Giagnorio presented the proclamation to Director of Public Works Carl Goldsmith. Director Goldsmith thanked the Village and spoke of new ways the Public Works Department will communicate with residents relative to projects throughout the community. 150205 Proclamation - Lilac Time Village Clerk Sharon Kuderna read the proclamation for Lilac Time. 150220 Proclamation - Motorcycle Awareness Month Village Clerk Sharon Kuderna read the proclamation for Motorcycle Awareness Month. President Giagnorio spoke of his 24-year-old neighbor being critically injured in a motorcycle accident a week ago and talked of what the young man's family and friends are going through. He asked residents to be cautious of not only motorcycles, but also bicycles and to not drive and text or use cell phones. Village Manager Scott Niehaus asked Village Attorney Tom Bayer to the front. He stated it was National Attorney's Month and proceeded to thank Tom for his 25 years of service to the Village of Lombard and presented him with a gift card. Attorney Tom Bayer indicated he does not like to be the center of attention, thanked the Village for the recognition, indicated he enjoys working with the staff at the Village of Lombard and noted he has Village of Lombard Page 2 Village Board of Trustees Minutes May 7, 2015 worked on various creative and different matters in Lombard over 25 years. President Giagnorio wished his mother a happy 87th birthday. V. Approval of Minutes A motion was made by Trustee Bill Ware, seconded by Trustee Bill Johnston, that the minutes of the regular meeting of April 16, 2015 be approved. She provided the following overview of the work of the DCVB: founded in 1987; certified Village of Lombard Page 3 Village Board of Trustees Minutes May 7, 2015 in 1989 as the official destination marketing organization for DuPage County; funded by state tourism grants and local occupancy tax support; mission - to promote DuPage County and our communities as an ideal destination for meetings, events, conferences and travel; direct sell to professionals on the benefits of meeting in DuPage County, Beyond Chicago's Skyline and in Lombard; conduit between planners and hotels, and support our properties in closing the sale for Lombard; act as the official liaison with the State's DCEO/ Office of Tourism thru grants and promotion; double local tourism dollars by matching with state funds; lead generator; relationship building with 5,000 planners; blitzes in feeder cities; site inspections; familiarization tours; tradeshows-association, corporate, sports, SMERFE; 200+ years of combined hospitality experience; uses publications, distribution, technology, social media and advertising; of the business opportunities DCVB generated, hotels booked over 30,000 group room nights, or $39 million of business for DuPage County properties; fulfilled over 600,000 visitor inquiries; welcomed over half a million unique visitors to website, promoting Lombard hotels, events and attractions; booked 5,701 room nights with an economic impact of $6.8 million; 13,478 Facebook likes, 5,804 Twitter followers, 530 Pinterest Followers and 311 Instagram followers; USBC Junior Gold Bowling Tournament scheduled for July 2015; tournament to be televised and requested scenic shots to go in and out of commercials; 10,000 room nights with 3,500 families; link on website to the Village of Lombard; showed the one-minute video of Lombard; tri-fold Lombard mini guide; benefits include representation on State level only through State-certified CVB; representation and partnership with Lombard hotels at industry shows; advertising co-op opportunities; grant writing, marketing and public relations assistance and extension of Lombard to travel writers and press; investment in tourism results in 21,000 jobs and revenue; Lombard Historical Commission No report VII. This Payroll/Accounts Payable was approved on the Consent Agenda B. 150191 Approval of Village Payroll For the period ending April 18, 2015 in the amount of $772,071.64. This Payroll/Accounts Payable was approved on the Consent Agenda C. 150192 Approval of Accounts Payable For the period ending April 24, 2015 in the amount of $570,701.67. This Payroll/Accounts Payable was approved on the Consent Agenda D. 150194 Approval of Accounts Payable For the period ending May 1, 2015 in the amount of $384,546.79. This Payroll/Accounts Payable was approved on the Consent Agenda Ordinances on First Reading (Waiver of First Requested) E. 150170 ZBA 15-04 - 131 W. Goebel Drive Requests that the Village grant a variation from Section 155.210(A)(3) (a) of the Lombard Zoning Ordinance to allow a detached accessory building or structure to exceed the height of a principal structure or use. (DISTRICT #1) This Ordinance was waived of first reading and passed on second reading with suspension of the rules on the Consent Agenda Enactment No: Ordinance 7066 F. 150171 PC 15-07: 1-378 Yorktown Center Pursuant to Section 155.504(A)(9) of the Lombard Zoning Ordinance, the petitioner requests approval of a major change to the approved Yorktown Center Planned Development, located within the B3 Community Shopping District. The petition seeks approval of an amended roadway configuration for the perimeter ring road and the Fairfield Avenue entrance. (DISTRICT #3) This Ordinance was waived of first reading and passed on second reading with suspension of the rules on the Consent Agenda Enactment No: Ordinance 7067 G. 150172 PC 15-06: 7, 11-21 and 115 E. St. Charles Road - Parking Lot Village of Lombard Page 5 Village Board of Trustees Minutes May 7, 2015 Expansion Requests the following action be taken for the subject property located within the B5 Central Business District: 1. Pursuant to Section 155.504 (A) of the Lombard Zoning Ordinance, amend the conditional use approval for the Hammerschmidt Planned Development, as established by Ordinance No. 5447, to allow for the properties at 7 and 11-21 E. St. Charles Road to be included within the geographical extent of the planned development, with the following deviations: a. Approval of a deviation from Section 155.602 (C) to allow for a fifteen foot (15’) wide parking aisle where an eighteen foot (18’) parking aisle width is required for sixty degree (60°) parking space angles; b. Approval of a further deviation from Section 155.602 (B) to reduce the required number of accessible parking spaces from seven (7) to zero (0); and c. Approval of further deviations from Section 155.706 to reduce the required amount of parking lot landscaping (as established by Ordinance No. 5447). 2. Grant approval of a conditional use per Section 155.410 (C) to allow for a parking lot expansion on the 7 and 11-21 E. St. Charles Road properties. (DISTRICT #4) This Ordinance was waived of first reading and passed on second reading with suspension of the rules on the Consent Agenda Enactment No: Ordinance 7068 H. 150173 PC 15-09: 800 E. Roosevelt Road (Noon Whistle Brewing Co.)
