Call to Order and Pledge of Allegiance The regular meeting of the President and Board of Trustees of the Village of Lombard held on Thursday, October 1, 2015 in the Board Room of the Lombard Village Hall was called to order by Village President Keith Giagnorio at 7:30 pm. Deputy Village Clerk Janet Downer led the Pledge of Allegiance. II. Public Hearings IV. Public Participation 150452 Swearing-in Ceremony - Sgt. Michael Chudzinski and Lt. David Kundrot Chief of Police Ray Byrne called Patrol Officer Michael Chudzinski to the front and provided a bio of Office Chudzinski's credentials. Deputy Village Clerk Janet Downer issued the Oath of Office to Officer Michael Chudzinski swearing him in as a Sergeant. Sergeant Chudzinaki thanked the Board and introduced his family and friends. Chief Ray Byrne called Sergeant David Kundrot to the front and provided a bio of Sergeant Kundrot's credentials. Deputy Village Clerk Janet Downer issued the Oath of Office to Sergeant David Kundrot swearing him in as a Lieutenant. Lieutenant Kundrot thanked the Board and introduced his family and friends. Village of Lombard Page 1 Village Board of Trustees Minutes October 1, 2015 150453 Proclamation - Fire Prevention Week Deputy Village Clerk Janet Downer read the proclamation for Fire Prevention Week. President Giagnorio presented the proclamation to Fire Chief Paul DiRienzo. Fire Chief Paul DiRienzo reminded residents of Fire Prevention Week; check batteries in your smoke detectors; and the Fire Department Open House scheduled for October 7th from 6-8 pm. V. Approval of Minutes A motion was made by Trustee Dan Whittington, seconded by Trustee Mike Fugiel, that the minutes of the Special Meeting of September 8, 2015 and the Regular Meeting of September 17, 2015 be approved. Village Manager/Village Board Comments Trustee Foltyniewicz spoke relative to the Kiwanis Peanut Days fundraiser and how the money goes to help children in our community. He then spoke about the Maple Street Chapel fundraiser and that he served as a bartender for the event. The funds raised will be used for a sprinkler system to be installed in the historic building and all funds donated up to $75,000 will be matched by Tom Scott, a Glen Ellyn resident and supporter of the Maple Street Chapel. Trustee Dan Whittington reminded residents of the Spooktacular event scheduled for downtown Lombard Sunday, October 18th from 11am to 4 pm. He indicated this is the 7th year of this event and each year the event continues to grow and be better than the years prior. VIII Consent Agenda . Payroll/Accounts Payable A. 150449 Approval of Accounts Payable For the period ending September 18, 2015 in the amount of $1,124,702.02. This Payroll/Accounts Payable was approved on the Consent Agenda B. 150459 Approval of Village Payroll For the period ending September 19, 2015 in the amount of $830,132.82. This Payroll/Accounts Payable was approved on the Consent Agenda Ordinances on First Reading (Waiver of First Requested) D. 150440 Amending Title 11, Chapter 112, Section 112.13 (A) of the Lombard Village Code - Alcoholic Beverages Revising the Class "O" liquor license category and issuing a new license to Aimbridge Concessions, Inc. L.L.C. d/b/a Embassy Suites Lombard located at 707 E Butterfield Road due to new ownership of the hotel. (DISTRICT #3) This Ordinance was waived of first reading and passed on second reading with suspension of the rules on the Consent Agenda Enactment No: Ordinance 7127 E. 150441 Amending Title 11, Chapter 112, Section 112.13 (A) of the Lombard Village Code - Alcoholic Beverages) Revising the Class "A/B-II" liquor license category and issuing a new license to Aimbridge Concessions, Inc. d/b/a Discovery Bay located at 707 E Butterfield Road due to new ownership of the restaurant. (DISTRICT #3) This Ordinance was waived of first reading and passed on second reading with suspension of the rules on the Consent Agenda Enactment No: Ordinance 7128 F. 150456 Amending Title 11, Chapter 112, Section 112.13 (A) of the Lombard Village Code - Alcoholic Beverages Revising the Class "F" liquor license category and issuing a new license to Jay Hari Inc. d/b/a Royal Liquors located at 338 S. Main Street. Butterfield Road - Sam’s Club (Request for continuance to the November 19, 2015 meeting) Requests that the Village take the following actions on the subject property located within the OPD Office Planned Development District: 1. Approve a Major Plat of Resubdivision; 2. Approve a Map Amendment rezoning the entire property to the B3 Community Shopping District; and 3. Approve a conditional use for a planned development with the following companion conditional uses, deviations, and variations, as follows: a.
