Call to Order and Pledge of Allegiance The regular meeting of the President and Board of Trustees of the Village of Lombard held on Thursday, April 21, 2016 in the Board Room of the Lombard Village Hall was called to order by Village President Keith Giagnorio at 7:31 p.m. Village Clerk Sharon Kuderna led the Pledge of Allegiance. II. Approval of Minutes A motion was made by Trustee Mike Fugiel, seconded by Trustee Bill Johnston, that the minutes of the regular meeting of April 7, 2016 be approved. Committee Reports Community Promotion & Tourism - Trustee Mike Fugiel, Chairperson No report Community Relations Committee - Trustee Robyn Pike, Chairperson No report Village of Lombard Page 1 Village Board of Trustees Minutes April 21, 2016 Economic/Community Development Committee - Trustee Bill Johnston, Chairperson Trustee Bill Johnston, Chairperson of the Economic & Community Development Committee, reported the committee had met and reviewed the following: reviewed and approved a Downtown Improvement and Renovation Grant for the proposed Babcock"s Grove Restaurant at 101 W. St. Charles Road in the amount of $1,936 for signage and lighting improvements; received an overview on the initial Business Visitation Efforts which is part of the Village Business Retention strategy; received an overview on the Community Development technology enhancements for the department relative to enhanced services such as online contractor registration process, electronic Plan Submittal and Plan Review, Instant Building Permits, Field Electronic Inspection Approval and Electronic Plan Storage and Retrieval; received the Lombard Town Centre monthly report; noted that Executive Director Sarah Richardt is leaving to take the position of Director of the Lombard Historical Society and thanked her for her service; welcomed the new LTC Executive Director Sally Ruecking. Finance & Administration Committee, Trustee Reid Foltyniewicz, Chairperson Trustee Reid Foltyniewicz, Chairperson of the Finance and Administration Committee, reported that the Village Board will host a joint meeting with members of the Finance and Administration Committee at 7 pm on Monday, April 25th in the Community Room to review the Village's proposed Long Range Plan for the budget. He thanked the committee members and staff for their hard work in preparing this document. Public Safety & Transportation Committee - Trustee Dan Whittington, Chairperson No report Public Works & Environmental Concerns Committee - Trustee Bill Ware, Chairperson Trustee Bill Ware, Chairperson of the Public Works and Environmental Concerns Committee, reported the committe had met and reviewed the following: options relative to the recycling of electronics; requested staff to review options with York Township relative to the recycling of electronics; reviewed the Village-Wide Bicycle and pedestrian Master Plan. Roosevelt Road - Noon Whistle Brewing Special Event Amending Title 11, Chapter 112, Section 112.18(B) of the Lombard Village Code with regard to alcoholic beverages, providing for the sale and consumption of beer in connection with a temporary event (Summerfest) located at 800 E Roosevelt Road. (DISTRICTS - ALL) This Ordinance was passed on second reading on the Consent Agenda Enactment No: Ord 7209 Resolutions Other Matters F. 160151 FY2016 Concrete Rehabilitation and Utility Cuts Patching Award of a contract to Triggi Construction, Inc., the lowest responsible bidder of five (5) bids, in the amount of $623,623.90.
