Call to Order and Pledge of Allegiance The regular meeting of the President and Board of Trustees of the Village of Lombard held on Thursday, May 5, 2016 in the Board Room of the Lombard Village Hall was called to order by Village President Keith Giagnorio at 7:30 p.m. Village Clerk Sharon Kuderna led the Pledge of Allegiance. II. Approval of Minutes A motion was made by Trustee Dan Whittington, seconded by Trustee Bill Johnston, that the minutes of the Regular Meeting of April 21, 2016 be approved. Committee Reports Village of Lombard Page 1 Village Board of Trustees Minutes May 5, 2016 Community Promotion & Tourism - Trustee Mike Fugiel, Chairperson No report Community Relations Committee - Trustee Robyn Pike, Chairperson No rpeort Economic/Community Development Committee - Trustee Bill Johnston, Chairperson Trustee Bill Johnston, Chairperson of the Economic & Community Development Committee, reported that the committee convened a Special Meeting last night. He noted that things are popping in Lombard. The committee considered the parameters of an Economic Incentive Agreement for Bradford Real Estate for a proposed Mariano’s grocery store at the former K-Mart site on Roosevelt Road. The ECDC unanimously recommended approval for staff to work with Village Counsel, Bradford and any relevant taxing bodies to finalize the terms of an incentive agreement. The agreement itself will appear before the Board of Trustees at a future meeting. The committee, staff and the Village Board are very excited about this proposal. The May 9th ECDC has been cancelled. Village Manager/Village Board Comments Village President Keith Giagnorio wished his mother a happy birthday and wished all of the mothers a happy Mother's Day. He congratulated Lt. Dave Kundrot on his retirement from the Lombard Police Department after serving the community for nearly 29 years. Village Clerk Sharon Kuderna noted the following: lilac bush and plant sale began today at Lilacia Park and runs through Saturday; Lilac Ball is Friday, May 13; Lilac Parade is Sunday, May 15; take time to visit Lilacia Park which is in full bloom; check the Village website for additional details. This Payroll/Accounts Payable was approved on the Consent Agenda C. 160186 Approval of Accounts Payable For the period ending April 29, 2016 in the amount of $823,674.00. This Payroll/Accounts Payable was approved on the Consent Agenda Ordinances on First Reading (Waiver of First Requested) D. 160148 PC 16-06: 612 E. Western Avenue Recommendation from the Plan Commission to approve an Ordinance granting conditional uses for motor vehicle repair and motor vehicle sales pursuant to Title 15, Chapter 155, Section 155.420(C)(23)(24) of the Lombard Zoning Ordinance. (DISTRICT #4) This Ordinance was waived of first reading and passed on second reading with suspension of the rules on the Consent Agenda Enactment No: Ordinance 7210 E. 160058 16th Street Near Four Seasons Park No Parking Signage Recommendation from the Public Safety & Transportation Committee Village of Lombard Page 3 Village Board of Trustees Minutes May 5, 2016 to install No Parking Anytime signage on the north side of 16th Street between Finley Road and Collen Drive and to alter the existing No Parking Anytime signage on 16th Street east of Collen Drive to include three signs that are angled towards motorists. (DISTRICT #3) This Ordinance was waived of first reading and passed on second reading with suspension of the rules on the Consent Agenda Enactment No: Ordinance 7211 E-2. 160193 Title 11, Chapter 112, Section 112.33(B) - Alcoholic Beverages Amending Title 11, Chapter 112, Section 112.33(B) in regard to alcoholic beverages and the employees of liquor license holders. (DISTRICTS - ALL) This Ordinance was waived of first reading and passed on second reading with suspension of the rules on the Consent Agenda Enactment No: Ordinance 7212 Other Ordinances on First Reading F. 160150 Community Development Fee Schedule Modifications Recommendation from the Plan Commission to approve an Ordinance amending Title 3, Chapter 36, Section 36.21 of the Lombard Village Code in regard to the fee schedule relative to certain zoning and subdivision related petitions and applications. (DISTRICTS - ALL) This Ordinance was passed on first reading on the Consent Agenda Enactment No: Ordinance 7222 G. 160188 Amending Title 11, Chapter 112 Section 112.13(A) of the Lombard Village Code Revising the Class "A/B I", "A/B II" and "A/B-III" liquor license categories, effective June 1, 2016, to reflect the 2015 sales certification for Marquette Kitchen & Tap and Roundheads Pizza Pub. (DISTRICTS #1 and #2) This Ordinance was passed on first reading on the Consent Agenda Enactment No: Ordinance 7223 G-2. 160191 Amending Title 11, Chapter 112 Section 112.13(A) of the Lombard Village Code Revising the Class "A/B II" and "A/B-III" liquor license categories, effective June 1, 2016, to reflect the 2015 sales certification for Brauerhouse located at 1000 Rohlwing Road. (DISTRICTS - ALL) This Bid was approved on the Consent Agenda N. 160149 PC 16-07: Yorktown Commons Planned Development Amendment (Request for continuance to the May 19, 2016 meeting) Requests that the Village take the following actions on the subject properties located within the B3PD Community Shopping District Planned Development (Yorktown Shopping Center and Yorktown Commons Planned Developments): 1. Revoke the Subdivision approved pursuant to Ordinance 7175; 2. Approve a new Plat of Subdivision; 3. Pursuant to Section 155.504(A) of the Lombard Zoning Ordinance, approve a Major Change to the Yorktown Shopping Center Planned Development (Yorktown PD) to remove approximately 2247 square feet (10’ feet in width) of land area from the planned development; 4.
