Call to Order and Pledge of Allegiance The regular meeting of the President and Board of Trustees of the Village of Lombard held on Thursday, January 5, 2017 in the Board Room of the Lombard Village Hall was called to order by Village President Keith Giagnorio at 7:01 p.m. Village President Giagnorio wished everyone a happy and healthy New Year. Director of Public Works Carl Goldsmith led the Pledge of Allegiance. II. Roll Call 8 - Keith Giagnorio, Sharon Kuderna, Dan Whittington, Mike Fugiel, Reid Foltyniewicz, Bill Johnston, Robyn Pike, and Bill Ware Staff Present: Village Manager Scott Niehaus Director of Finance Tim Sexton Director of Community Development Bill Heniff Director of Public Works Carl Goldsmith Chief of Police Ray Byrne Fire Chief Richard Sander Executive Coordinator Carol Bauer III. Approval of Minutes A motion was made by Trustee Bill Johnston, seconded by Trustee Mike Fugiel, that the minutes of the regular meeting of December 15, 2016 be approved. The motion carried by the following vote: Aye: 6- Dan Whittington, Mike Fugiel, Reid Foltyniewicz, Bill Johnston, Robyn Pike, and Bill Ware VI. Committee Reports Community Promotion & Tourism - Trustee Mike Fugiel, Chairperson Trustee Mike Fugiel, Chairperson of the Community Promotion & Tourism Committee, reported the committee will be meeting on January 10th and February 7th to begin their grant application review process. Village Manager/Village Board Comments Trustee Reid Foltyniewicz noted that the Lombard Electoral Board had been called and held hearings to review three petitions submitted for the positions of Village President, Village Clerk and Village Trustee District #1. The Board found that all three petitions did not have the required amount of signatures. He urged the three candidates to become involved by serving on a Village committee or by becoming involved in other civic and/or community organizations. Trustee Fugiel indicated that he was going to request that Consent item O, aerial truck purchase, be pulled from the agenda because he wanted to comment relative to the item. he decided to leave the item on the agenda, but wanted to noted thank the Public Works staff for their review, analysis and recommendation relative to this purchase. The purchase will actually save the Village money based on the use of the new equipment and in-house staff versus contract services. President Giagnorio also thanked the Public Works staff for their recommendation. Village Clerk Sharon Kuderna read the following announcements: Please note that there is a new start time for the Village Board of Village of Lombard Page 2 Village Board of Trustees Minutes January 5, 2017 Trustees and Plan Commission meetings for 2017. The meetings will now begin at 7p.m. instead of 7:30p.m. Winter Blood Drive is scheduled for Wednesday, January 18 from 9:30 am until 1pm at Yorktown upper level by Carson’s and from 1:15 pm until 7 pm at the Lombard Village Hall. All donors will receive a gift card for Noodles & Company, a coupon for a free pint of Culver’s frozen custard and be entered into drawings for Yorktown gift cards. Make that New Year’s resolution, become a hero and donate blood. Blood supplies are critically low so donate blood to help save a life. Residents can dispose of their live Christmas trees on their normally scheduled trash collection day through January 15th. Trees must be free of decoration and must not be snowed-in to be collected. Trees will NOT be collected after January 15th. In addition, old holiday lights and extension cords are being collected for recycling through January 15th in front of the Public Works Department located at 1051 S. Hammerschmidt Avenue. The Village of Lombard is currently accepting applications for its 2017 Youth Leadership Program. High school students who live in Lombard and are interested in learning about local government and public service are encouraged to apply. The participating students will receive interactive presentations and tours from leaders in the Village Manager’s Office, Finance, Community Development, Police, Fire and Public Works Departments. Applications are available at www.villageoflombard.org/youthleadership <http://www.villageoflombard.org/youthleadership> need to be submitted by Friday, Jan. 27, 2017. Students chosen for the program will be notified by Monday, Jan. 31, 2017. This Payroll/Accounts Payable was approved on the Consent Agenda B. 160521 Approval of Accounts Payable For the period ending December 16, 2016 in the amount of Village of Lombard Page 3 Village Board of Trustees Minutes January 5, 2017 $1,234,968.47. This Payroll/Accounts Payable was approved on the Consent Agenda C. 160524 Approval of Accounts Payable For the period ending December 23, 2016 in the amount of $1,072,408.55. This Payroll/Accounts Payable was approved on the Consent Agenda D. 170004 Approval of Village Payroll For the period ending December 24, 2016 in the amount of $937,028.09. This Payroll/Accounts Payable was approved on the Consent Agenda E. 170005 Approval of Accounts Payable For the period ending December 30, 2016 in the amount of $1,442,779.81. This Payroll/Accounts Payable was approved on the Consent Agenda Ordinances on First Reading (Waiver of First Requested) F. 160469 PC 16-24: 454 E. North Avenue, International Car Center Recommendation from the Plan Commission that the Village grant a conditional use pursuant to Section 155.416(C)(16)(17) to allow for motor vehicle repair and motor vehicle service in the B4 Corridor Commercial District, as a companion to a motor vehicle sales use that is already permitted, on the subject property. (DISTRICT #4) This Ordinance was waived of first reading and passed on second reading with suspension of the rules on the Consent Agenda Enactment No: Ordinance 7316 G. 160492 ZBA 16-05: 172 S. Stewart Avenue Recommendation from the Zoning Board of Appeals that the Village approve the following for a property located in the R2 Single-Residence District: 1. A variation from Section 155.212 of the Lombard Zoning Ordinance to allow an unenclosed roofed-over porch to be set back twenty-one feet (21’) from the front property line where twenty-five feet (25’) is required for the front yard; 2. A variation from Section 155.212 of the Lombard Zoning Ordinance to allow an unenclosed roofed-over porch that encroaches into the front yard to project eight feet (8’) from the front wall of the principal structure, where a projection of not more than seven feet (7’) is permitted; and 3.
