Call to Order and Pledge of Allegiance The rescheduled regular meeting of the President and Board of Trustees of the Village of Lombard held on Thursday, July 20, 2017 in the Board Room of the Lombard Village Hall was called to order at 4:00 pm by Village President Keith Giagnorio. Chief of Police Ray Byrne led the Pledge of Allegiance. II. Public Hearings IV. Public Participation 170023 Lombard Town Centre Quarterly Report Quarterly report presented by the Lombard Town Centre Executive Director to the Village Board. Lombard Town Centre Executive Director Stephanie Schiszik provided the following quarterly report: Thank you for the opportunity to give a quick update on some of the highlights at Lombard Town Centre during the second quarter of the year. In order to meet goals of bringing people to downtown, spotlighting businesses and helping us to become more self-sustaining, we have been very busy working on our Spooktacular Fall Festival which will be on Saturday, September 14th • • Committee of great volunteers is meeting regularly; • • A new logo has been developed to reflect the expanded event which Village of Lombard Page 1 Village Board of Trustees Minutes July 20, 2017 will extend into the evening hours with activities that will be more of interest to adults; • • Vendors are being contacted; • • Sponsorships are being lined up; • • Meeting with Lou Dog Promotions who we have contracted to work with us on this event. The number of volunteers involved in LTC is up 21% from last year. There are three new businesses in downtown - Schiller Real Estate, Ruff Life and Hurt and Associates. Committee job descriptions are done and three new committees have been meeting - Governance has been working on bylaws and a schedule to evaluate the Executive Director; Membership has been working on making the membership program more valuable to participants and businesses; Promotions has been working on Spooktacular Fall Festival and is working to improve our website. Our Design Committee will be up and running very soon. We are hosting the Family Movie Night on Saturday, showing Teenage Mutant Ninja Turtles, Sky Centers Martial Arts will do a demo and teach kids some of the moves in the movie and Helen Plum Library will be doing crafts and activities for the kids. I have now been in the Executive Director position for about 4 ½ months and I continue to be impressed by how much people care about Lombard and from my standpoint, the downtown. I want to say thank you for supporting Lombard Town Centre and letting me be a part of it! Trustee Fugiel inquired about the advertising in the Purple Plans e-mails, if this was a funding source for LTC, and asked about fee for the service. Stephanie Schiszik indicated there is no fee. Recognition of Chief Ray Byrne Village Clerk Sharon Kuderna read a proclamation recognizing Chief Ray Byrne on his retirement. President Giagnorio presented a plaque to Chief Byrne. He noted the Village held a reception for Chief Byrne prior to the Village Board meeting. He spoke of pride in our Police Department and the men and women who keep our community safe. He noted the Lombard Police Department is one of only a few departments in the state that is CALEA accredited. Chief Byrne thanked the Village Board for their support over the years and how that has made his job much easier. He stated that the men and women of the Lombard Police Department are some of the finest and most dedicated officers he has ever had the pleasure and honor of Village of Lombard Page 2 Village Board of Trustees Minutes July 20, 2017 working with over the years. He thanked his wife and stated he will continue to live in Lombard. Public Participation Kevin Olickal, Legislative and Community Outreach Coordinator for State Representative Deb Conroy, introduced himself and invited residents to reach out to their office with any concerns. He spoke of a Lombard resident who initiated a change in insurance coverage for a rare disease that was just signed into law. V. Approval of Minutes A motion was made by Trustee Dan Whittington, seconded by Trustee Bill Johnston, that the minutes of the Special Meeting of April 20, 2017, the minutes of the Special Meeting of April 27, 2017 and the minutes of the Regular Meeting of June 15, 2017 be approved. Committee Reports Community Promotion & Tourism - Trustee Mike Fugiel, Chairperson No report Community Relations Committee - Trustee Robyn Pike, Chairperson No report Economic/Community Development Committee - Trustee Bill Johnston, Chairperson Trustee Bill Johnston, Chairperson of the ECDC, reported: At the July ECDC meeting, the committee heard a presentation from the State of Village of Lombard Page 3 Village Board of Trustees Minutes July 20, 2017 Illinois regarding business development, international trade, and workforce issues. Staff provided an update on the proposed Butterfield Yorktown TIF District and 101 S. Main Street. ECDC recommended approval for a grant at 101 W. St. Charles Road listed on the Board agenda this evening. Finance & Administration Committee, Trustee Reid Foltyniewicz, Chairperson Trustee Reid Foltyniewicz, Chairperson of the Finance and Administration Committee, reported the committee met on Monday and continued their review of the proposed FY 2018 budget. Public Safety & Transportation Committee - Trustee Dan Whittington, Chairperson Trustee Dan Whittington, Chairperson of the Public Safety and Transportation Committee, reported a joint meeting of the Transportation and Safety and the Public Works and Environmental Concerns Committees had been held. Public Works & Environmental Concerns Committee - Trustee Bill Ware, Chairperson Trustee Bill Ware, Chairperson of the Public Works and Environmental Concerns Committee, reported the committee had met to review the proposed CIP and the Public Works Committee held a joint meeting with the Public Safety and Transportation Committee relative to Westmore Meyers Road. Board of Local Improvements - Trustee Bill Ware, President No report Lombard Historic Preservation Commission - Village Clerk Sharon Kuderna Village Clerk Sharon Kuderna provided the following report: I am happy to be the new Village Board Liaison for the Historic Preservation Commission. The Commission met on Tuesday, July 18th. The commission approved the application for a certificate of Appropriateness for new awnings at 128-132 W. St. Charles Road - Brick's Wood Fired Pizza Cafe. The Civil War Reenactment is this weekend Saturday and Sunday from 10:00am to 4:00pm at Four Seasons Park. Thanks to the Lombard Boy and Girl Scouts that cleaned up the cemetery. They are a big help in other projects of the LHPC. The Commission approved the recommend awards for the Heritage Village of Lombard Page 4 Village Board of Trustees Minutes July 20, 2017 Award which will be presented at the October 19th Village Board Meeting. VII. Village Manager/Village Board Comments Village Manager Scott Niehaus introduced two summer Community Development interns who were in the audience. Trustee Bill Johnston reminded residents of the Sacred Heart German Fest this upcoming weekend. Village Clerk Sharon Kuderna read the following announcements: Sacred Heart German Fest begins today and runs through Sunday. Come out and enjoy carnival rides, live music and German food. Check www.sacredheartgermanfest.com for additional details. Come join the fun in downtown Lombard with Lombard Cruise Nights and Summer Concert series Saturday evenings through August 26th from 6-10 pm. Cruise Nights is back for its 19th season with free live concerts, lots of cool custom cars and a Kid’s corner. The entertainment portion of Cruise Nights is hosted by Lombard Town Centre this weekend. There will be games, family fun and an outdoor showing of Teenage Mutant Ninja Turtles on Saturday beginning at 7pm. The Lombard Historical Society will host their Civil War Reenactment this Saturday and Sunday at Four Seasons Park. Please check www.lombardhistory.org for additional details. The motion carried by the following vote: Aye: 5- Mike Fugiel, Reid Foltyniewicz, Bill Johnston, Robyn Pike, and Bill Ware Enactment No: Ordinance 7400 B. 170294 Amending Title 11, Chapter 112, Section 112.12(A) of the Lombard Village Code - Alcoholic Beverages Amending Title 11, Chapter 112, Section 112.12(A) of the Lombard Village Code amending the Class "V" liquor license category description by changing "beauty salon service" to "full service beauty salon services (which may include spa services) and/or full service barber salon services". A motion was made by Trustee Robyn Pike, seconded by Trustee Bill Johnston, that the Ordinance amending Title 11, Chapter 112, Section 112.12(A) of the Village of Lombard Page 12 Village Board of Trustees Minutes July 20, 2017 Lombard Village Code relative to alcoholic beverages be waived of first reading and passed on second reading. The motion carried by the following vote: Aye: 5- Mike Fugiel, Reid Foltyniewicz, Bill Johnston, Robyn Pike, and Bill Ware Enactment No: Ordinance 7402 D. 170260 Butterfield Yorktown Tax Increment Finance (TIF) District - Ordinance Establishing Meeting Dates Ordinance calling for a public hearing and a Joint Review Board meeting to consider the designation of a redevelopment project area and the approval of a redevelopment plan and project for the Village of Lombard. (DISTRICT #3) Village Manager Scott Niehaus noted that this item was placed on Separate Action so that residents could be updated on the next step in the process of the TIF District which is the TIF Joint meeting of all of the taxing districts scheduled for August 11 at 3pm. The Public Hearing is scheduled for September 21 and the earliest the TIF can be adopted is October 19th. A motion was made by Trustee Bill Ware, seconded by Trustee Reid Foltyniewicz, that the Ordinance regarding the Butterfield Yorktown TIF Increment Financing (TIF) District ordinance establishing meeting dates be waived of first reading and passed on second reading with suspension of the rules.
