I. Call to Order and Pledge of Allegiance
The regular meeting of the President and Board of Trustees of the
Village of Lombard held on Thursday, September 7, 2017 in the Board
Room of the Lombard Village Hall was called to order by Village
President Keith Giagnorio at 7:00 pm. Director of Public Works Carl
Goldsmith led the Pledge of Allegiance.

170368 Proclamation - Help Citizens with Developmental Disability Days
Village Clerk Sharon Kuderna read the proclamation for the Knights of
Columbus Help Citizens with Disabilities Days.
Richard Clish thanked the Village for the recognition and spoke about
how the chapter is able to provide assistance.
V. Approval of Minutes
A motion was made by Trustee Dan Whittington, seconded by Trustee Bill
Ware, that the minutes of the regular Village Board meeting of August 17, 2017
be approved. The motion carried by the following vote:

VI. Committee Reports
Community Promotion & Tourism - Trustee Mike Fugiel, Chairperson
Trustee Mike Fugiel, Chairperson of the Community Promotion and
Tourism Committee, reported the committee met and has started its FY
2018 grant process planning. He encouraged organizations to submit
grant application requests for the coming year.
Community Relations Committee - Trustee Robyn Pike, Chairperson
Trustee Robyn Pike, Chairperson of the Community Relations
Committee, urged residents to submit nominations for the Senior Man
and Senior Woman of the Year Awards. The Senior Fair is scheduled for
October 4th. The next committee meeting is scheduled for September
11th.

VII. Village Manager/Village Board Comments
Trustee Fugiel reminded residents of the Village's Recycling
Extravaganza scheduled for Saturday, September 23rd. Flyers have
been mailed to residents relative to what items will be accepted at the
event.
Village President Keith Giagnorio wished Trustee Mike Fugiel a belated
happy birthday and Trustee Bill Johnston a happy early birthday.
Village Clerk Sharon Kuderna read the following announcements:
Monday, September 11th - Patriot’s Day Ceremony at Fire Station One
at 8:45 am; Wednesday, September 13 - Village of Lombard Blood
Drive is scheduled from 9:30a-1pm at Yorktown Center at entrance 5
between Von Maur and The Eatery and at the Village Hall from 1:30 pm
until 7pm. The September Blood Drive is dedicated in memory to those
who lost their lives on September 11th when our country was attacked by
terrorists. Please help save a life in memory of those who lost their lives.
All who donate will receive a coupon for a free pint of Culver’s frozen
custard, a ticket to Siegel’s Cottonwood Farm Pumpkin Festival and be
entered into a drawing for a Yorktown gift card; The Village of Lombard
is seeking nominations for its tenth annual Senior of the Year Awards, to
help celebrate accomplishments of seniors in our community.
Nominated seniors must have a reside in the Village of Lombard and be
65 years of age or older. Nominations are due no later than Sept. 8,
2017 and must include a statement of 50 words or less on why the senior
should be considered, and a brief biography of the nominee.
Nominations may be mailed to the Village of Lombard, 255 E. Wilson
Ave., Lombard or emailed to meadea@villageoflombard.org. The
Senior Man and Senior Woman of the Year Awards will be presented at
the Village’s Senior Fair, to be held Wednesday, Oct. 4, from 9 a.m. - 1
p.m. The purpose of the award is to recognize outstanding seniors who
contribute to our community.

Road
Recommendation from the Plan Commission that the Village Board
approve the petition associated with PC 17-27, subject to four (4)
conditions.
1. That the major changes to a planned development, conditional use and
variations approval are valid only for the subject property at 541 - 581 E.
Roosevelt Road, High Point Center Planned Development;
2. That the petitioner shall develop the site in accordance with the plans
submitted as part of this petition and referenced in the Inter -Departmental
Review Committee Report, except as they may be changed to conform to
Village Code, or as provided as part of the original planned development

IX. Items for Separate Action

Village Manager Scott Niehaus asked Director of Community
Development Bill Heniff to cover the Power Point relative to the items
listed on the agenda regarding billboards. He reminded residents that
these items were listed on first reading and the final vote was not
scheduled to be taken until September 21st. He noted the Executive
Coordinator had compiled updates of e-mails that had been received
from residents regarding this matter and that those were provided to the
Village Board. He spoke about the Village being open, accessible and
transparent. Updated copies of the Frequently Asked Questions (FAQ)
sheets were available and information has been updated on the Village
website.
Director of Community Development Bill Heniff noted the following:
Actions required include Text Amendments (PC 17-23), Zoning
Ordinance Amendments (PC 17-24) and a Map Amendment/Rezoning

(PC 17-25 and 17-26). Item PC 17-25 has subsequently been
withdrawn. He reviewed the proposed sign locations; proposed initial
ACC sign face directions; request for approval of a map amendment to
rezone 625 W. Glen Oak Road from a Conservation/Recreational District
to an I Limited Industrial District; grant a Conditional Use to allow for up to
two off-premise interstate signs on the subject property; reviewed
existing conditions of the Glenbard Wastewater facility located at 625
Glen Oak Road; reviewed proposed conditions for the sign locations on
I-355; reviewed proposed conditions for the sign locations from 563 Glen
Oak Road; reviewed proposed conditions from the east side of
Columbine; reviewed proposed conditions from 563 Glen Oak Road to
the southwest; noted approval of the proposed sign locations subject to
the proposed Lease Agreement; reported that two static off-premise
signs located along Roosevelt Road would be eliminated as a condition
of approval; co-location option for wireless facilities; ability for community
messaging; Plan Commission recommended approval of sign
ordinance, zoning ordinance amendments and zoning action for the
GWWA site only; the request for placement of a sign on Crescent has
been withdrawn; should the Village Board approve the requested sign
actions on first reading, the companion leases will be brought forward for
Village Board consideration at the September 21st meeting.
Steve Laske, 30+ year Lombard resident, spoke opposing the proposed
billboards request. He noted noise and light pollution; increased traffic
already due to reconfiguration of Madison at Route 53; summer foliage
helps block signs, but winter lack of foliage will make the signs more
obvious; I-355 is called the Veterans Memorial Tollway, but there are no
signs depicting that recognition; spoke of height of signs and felt the
pictures presented were misleading; questioned the rezoning from the
1959 Conservation District to the proposed zoning; he felt the rezoning in
1959 was done for a reason and should not be changed.
John Behrendt, 23 year Lombard resident, spoke of the lots in the
neighborhood being large and wooded; notices not sent to the residents
to be impacted by the billboards; saw the article in the Lombardian; felt
the billboards would adversely impact the neighborhood and decrease
property values; complicated process with text amendments and
conditional use requests; felt the Power Point was helpful; urged the
Village Board to vote against the proposal.
Anne Marie Behrendt spoke of the billboards being within 700 feet of
their property and questioned how far the light from the billboards would
travel; felt properties would be affected by billboards.
Katie Savage stated she frequents the Prairie Path; summer foliage may

help block view of billboards, but Prairie Path is used year-round and
lack of winter foliage will make billboards more visible; spoke of affects
on the environment; Lombard and Glen Ellyn residents walk the Path
daily; spoke about safety concerns; Roosevelt Road littered with
billboards and questioned placing billboards in an area where there are
no billboards currently.
Tom Savage noted he drives on 294 and 290; lots of billboards along the
roadways; spoke about some of the advertising on the billboards being
unacceptable; talked about policy of Lamar relative to what advertising
will be allowed on billboards; spoke of article relative to the poisoning of
trees that obscure billboards; 2,500 cars travel on Hill Avenue daily; only
benefit of billboards would be financial asset to the Village; none of the
neighbors support the billboard proposal; Village to receive $55,000 per
billboard which would go to the Glenbard Wastewater Authority which
services Lombard and Glen Ellyn.
Austin O'Malley, 35 year Lombard resident, felt it was hard to beat the
facts that had been presented thus far; questioned why the need for the
signs; talked of distracted driving due to the changeable signs; spoke
about removing two billboards on Roosevelt Road, but felt all billboard
should be removed.
Ken Hoffman noted he had done a lot of research; agreed with all that
had been said previously; talked about all of the billboards along his drive
to Rosemont on 90 and 294; spoke of billboards in a commercial or
industrial setting; Lombard is a suburb that has beautiful green space
and did not want to take away from that green space; suggested
installing a windmill that would help generate power; asked the Board to
deny the request.
Karlette Murray stated she is opposed to the billboards; hazard to
drivers; eyesoar and pollution caused by billboards; stated billboards will
be 700 feet from her property; spoke of light pollution and noise pollution;
keep this area unique in Lombard; requested the Village Board deny the
request.
Mary Lou Ochalek spoke of their neighborhood being a lovely part of the
Village, heavily wooded and felt the signs would take away from that;
spoke about Prairie Path and how the overhead signs will change the
environment; talked about light pollution; asked if an environmental study
had been completed to determine the affects on the animals and
residents; felt the money the Village receives from the billboards will not
be offset by the decrease in property values; felt it was a precedent for
other signs to be requested and where does it stop; urged the Village

Board to vote against the billboards.
Gini Berrett noted Lamar petitioned Lemont years ago and after a long
battle, the petition was denied; does not feel billboards belong on the
Veterans Memorial Parkway; stated the lights will be similar to an all
night sunset; questioned the amount of light from the billboards; stated
she does not live close to the billboards, but is not a fan of billboards;
precedent for other billboards; questioned the license plate reader on the
billboards and privacy; felt the billboards were bad for Lombard and
I-355; urged the Board to vote against.
Trustee Whittington indicated that after speaking with residents and
reviewing the material, he would not support the petition.
Trustee Ware thanked the residents for attending the meeting and
sharing their thoughts and concerns. He felt it was good to hear input
from the residents.
Trustee Foltyniewicz questioned the notification process and if only
parcels within the 250 radius were sent notices relative to this matter.
Village Manager Niehaus indicated the required notification of 250 feet.
He noted the signs are 700 to 800 feet away from the residences.
Trustee Foltyniewicz inquired about the costs to the Village relative to the
petition.
Manager Niehaus noted that Lamar will reimburse the Village due to a
cost recovery agreement.
Trustee Foltyniewicz questioned the opinion of the Forest Preserve
District relative to the billboards since Lamar had withdrawn the one
proposal.
Village Manager Niehaus indicated this matter was reviewed by the EOC
of Glenbard Wastewater Authority and there was no objection; and since
Lamar withdrew the one petition, the Forest Preserve District has no
position on the two billboards.
President Giagnorio questioned the policy of Lamar as it relates to the
approval of content to be included on the billboards.
Shawn Pettit spoke relative to the Lamar policy and content on
billboards; indicated lease has restrictions relative to content of
billboards.

Trustee Johnston inquired about seeing billboards in the area.
Shawn Pettit, a representative from Lamar, indicated that more light is
generated from a Speedway gas station than a billboard; light from
billboards well within foot candle requirements; billboards can advertise
local businesses and attract motorists to Village to spend money; Lamar
sells advertising locally and nationally; closest billboard is Rolling
Meadows.
Questions from audience included will billboards show all green or all red
colors depending on advertising - colors may alternate and may be
muted colors; questioned license plate reader.
Village Manager Niehaus noted approval given by Illinois Department of
Transportation (IDOT) and Toll Highway Authority; license plate reader
not permitted.
Shawn Pettit indicated the camera on the billboards is used to monitor
the billboard and electronically report any issues with the sign so a
technician can be dispatched if needed. He felt the chances of
additional billboards being constructed on I-355 was slim to none.
Resident indicated billboards are not like a streetlight for safety. Also
noted that billboards are banned in Sweden as they deemed them a
distraction.
Village Manager Niehaus indicated there were four items on the agenda
tonight and the next Village Board meeting would include the lease for
the billboards.
A. 170317 PC 17-23: Text Amendments to the Sign Ordinance - Off-Premise
Interstate Signs (Request to Continue to November 2, 2017)
The Village of Lombard and the Lamar Companies, request the following
actions be taken:
A. Add definitions to Section 153.602 for the following terms: Federal
Interstate Highway, NIT and SIGN, Off-Premise Interstate; and any
other definitional edits for clarity.
B. Add a new Section 153.244 Off-Premise Interstate Signs, with
renumbering of existing Section 153.244 accordingly.
C. Add the following text to the new Section 153.244: Off-Premise
Interstate Signs, establishing regulations and provisions for
placement of such signs, in the following respects:
1) Deeming such signs to be a principal structure on a lot and

regulate such signs as a conditional use per Sections
155.103(F) and 155.208(C) of the Zoning Ordinance.
2) Limiting such signs to placement on a lot within the I Limited
Industrial Zoning District and abutting a Federal Interstate
Highway right-of-way. In addition, the amendments are
intended to establish:
a) Distance regulations pertaining to the placement of any
such signs from a Federal Interstate Highway right-of-way,
maximum height provisions, maximum sign face
requirements, the maximum number of faces per sign
structure, the orientation and visibility of such structures,
limitations on sign projections over structures, limitations on
the number of permitted display panels, permitted distance
between such signs and non-conforming sign provisions;
also
b) Operational requirements for off-premise interstate signs
that include an automatic changeable copy sign
component, which limit the frequency of changing
message, other operational messaging aspects, default
provisions for malfunctions, light intensity requirements for
daytime and nighttime periods based upon nits and foot
candles and contact requirements.
D. Include the following regulations in a new Section 153.507(C) and
153.507(C) (1) to establish Off-Premise Interstate Signs, as a
conditional use in the I Limited Industrial District.
E. Approve any other related amendments to the Sign Ordinance, as
it pertains to off-premise interstate signs, for clarity purposes.

A motion was made by Trustee Bill Ware, seconded by Trustee Mike Fugiel,
that the Ordinance relative to PC 17-23 text amendments to the Sign Ordinance
for Off-premise Interstate signs be passed on first reading. The motion carried
by the following vote:

B. 170318 PC 17-24: Text Amendments to the Zoning Ordinance -
Off-Premise Interstate Signs (Request to Continue to November 2,
2017)
The Village of Lombard and the Lamar Companies, request the following
actions be taken:
A. Establishing definitions for the following terms: Federal Interstate
Highway, NIT and sign, Off-Premise Interstate; and any other
definitional edits for clarity.
B. Include the following regulations in Section 155.420 (C), as
follows:

(42) Off-Premise Interstate Signs, as a principal structure on a lot
and as a conditional use, pursuant to this Sub-section as well as
Sections 155.103(F) and 155.208(C) of the Zoning Ordinance.
C. Include the following regulations in Section 155.420 (F), as follows:
(5) In lieu of the required front yard setback requirements set forth
within Section 155.420(F) (1) or (2), off-premise interstate signs

Interstate Signs
The Village of Lombard and the Lamar Companies, request the following
actions be taken:
A. Add definitions to Section 153.602 for the following terms: Federal
Interstate Highway, NIT and SIGN, Off-Premise Interstate; and any
other definitional edits for clarity.
B. Add a new Section 153.244 Off-Premise Interstate Signs, with
renumbering of existing Section 153.244 accordingly.
C. Add the following text to the new Section 153.244: Off-Premise
Interstate Signs, establishing regulations and provisions for
placement of such signs, in the following respects:
1) Deeming such signs to be a principal structure on a lot and
regulate such signs as a conditional use per Sections
155.103(F) and 155.208(C) of the Zoning Ordinance.
2) Limiting such signs to placement on a lot within the I Limited
Industrial Zoning District and abutting a Federal Interstate
Highway right-of-way. In addition, the amendments are intended
to establish:
a) Distance regulations pertaining to the placement of any such
signs from a Federal Interstate Highway right-of-way,
maximum height provisions, maximum sign face
requirements, the maximum number of faces per sign
structure, the orientation and visibility of such structures,
limitations on sign projections over structures, limitations on
the number of permitted display panels, permitted distance
between such signs and non-conforming sign provisions;
also
b) Operational requirements for off-premise interstate signs that
include an automatic changeable copy sign component,
which limit the frequency of changing message, other
operational messaging aspects, default provisions for
malfunctions, light intensity requirements for daytime and
nighttime periods based upon nits and foot candles and
contact requirements.
D. Include the following regulations in a new Section 153.507(C) and
153.507(C) (1) to establish Off-Premise Interstate Signs, as a
conditional use in the I Limited Industrial District.
E. Approve any other related amendments to the Sign Ordinance, as it
