Call to Order and Pledge of Allegiance The regular meeting of the President and Board of Trustees of the Village of Lombard held on Thursday, October 19, 2017 in the Board Room of the Lombard Village Hall was called to order by Village President Keith Giagnorio at 7:00 pm. Director of Public Works Carl Goldsmith led the Pledge of Allegiance. II. Roll Call 8 - Keith Giagnorio, Sharon Kuderna, Dan Whittington, Mike Fugiel, Reid Foltyniewicz, Bill Johnston, Robyn Pike, and Bill Ware Staff Present: Assistant Village Manager Nicole Aranas Director of Finance Tim Sexton Director of Community Development Bill Heniff Director of Public Works Carl Goldsmith Chief of Police Roy Newton Fire Chief Richard Sander Executive Coordinator Carol Bauer III. Public Hearings IV. Public Participation John Smolek noted that he previously spoke at a Village Board meeting relative to speeding autos in the 500 block of South Fairfield and feels that the matter continues. He stated he has lived there for twenty years and that his quality of life has been impacted by the speeding autos. He asked the Village Board to review his previous request for a permanent solution to the problem. 170428 Presentation - Lombard Historic Preservation Committee William Mueller Lombard Heritage Awards Village President Keith Giagnorio asked Lyn Myers from the Lombard Historic Preservation Commission to come to the podium. President Giagnorio and Rita Schneider, Lombard Historic Preservation Commission President, stood in front of the dais and presented the awards to the recipients. Lyn Myers spoke of the William J. Mueller Lombard Heritage Awards and Village of Lombard Page 1 Village Board of Trustees Minutes October 19, 2017 announced that Rudman Family had been awarded the advocacy/education award and announced that Pat Poskocil had been awarded the Lifetime Achievement Award. V. Approval of Minutes A motion was made by Trustee Dan Whittington, seconded by Trustee Reid Foltyniewicz, that the minutes of the regular meeting of October 5, 2017 be approved. The motion carried by the following vote: Aye: 6- Dan Whittington, Mike Fugiel, Reid Foltyniewicz, Bill Johnston, Robyn Pike, and Bill Ware VI. Committee Reports Community Promotion & Tourism - Trustee Mike Fugiel, Chairperson No report Community Relations Committee - Trustee Robyn Pike, Chairperson No report Economic/Community Development Committee - Trustee Bill Johnston, Chairperson No report Finance & Administration Committee, Trustee Reid Foltyniewicz, Chairperson No report Public Safety & Transportation Committee - Trustee Dan Whittington, Chairperson No report Public Works & Environmental Concerns Committee - Trustee Bill Ware, Chairperson Trustee Bill Ware, Chairperson of the Public Works & Environmental Concerns Committee, reported the committee met. The members were also provided a tour of various Village projects. The committee also: approved several change orders; reviewed the Lead Water Service Line Replacement Reimbursement Program and reviewed the proposed communications plan for the Water Meter Replacement program. Board of Local Improvements - Trustee Bill Ware, President Village of Lombard Page 2 Village Board of Trustees Minutes October 19, 2017 No report Lombard Historic Preservation Commission - Village Clerk Sharon Kuderna Village Clerk Sharon Kuderna, Village representative to the Lombard Historic Preservation Commission, noted the following: The Lombard Historic Preservation Commission met October 17th. The Commission has a new commissioner. Bob Wardzala has been appointed. There is still a vacancy on the Commission. The Commission is looking for someone interested in serving who has a financial background as he/she would serve also as the Commission Treasurer. Commissioners worked hard on putting a nomination packet together for the 2017 Illinois Commission Excellence Award. The Commission hosted a successful evening exhibit recognizing Steve Spoden - 50 Years in Focus. The Peck Home foundation repairs have begun. Upcoming Events are Grave Witching at Lombard Cemetery - Saturday October 28th at 2:00 pm and costs $5; Lombard Christmas Mart along Maple Street, Saturday, November 4th., from 9:00 am -2:00 pm; LHS volunteer docent Joyce Miller presentation on Mary Harlan-Lincoln (Abraham Lincoln’s daughter-in-law) on Friday, November, 17th at Noon; and JingleBell Jubilee on December 2nd from 6:00 pm - to 8:00 pm. Payroll/Accounts Payable A. 170430 Approval of Village Payroll For the period ending September 30, 2017 in the amount of $819,261.55. This Payroll/Accounts Payable was approved on the Consent Agenda B. 170431 Approval of Accounts Payable For the period ending October 6, 2017 in the amount of $2,193,574.63. This Payroll/Accounts Payable was approved on the Consent Agenda Ordinances on First Reading (Waiver of First Requested) Other Ordinances on First Reading D. 170438 Lombard Butterfield-Yorktown TIF District-Ordinances of Approval With the completion of all required and necessary actions pursuant to State Statutes, please find copies of the following three (3) Ordinances approving the Butterfield-Yorktown TIF District prepared by Village Counsel: 1. An Ordinance Approving the Village of Lombard Butterfield-Yorktown Tax Increment Financing District Redevelopment Project Area Redevelopment Plan and Project. 2. An Ordinance Designating the Village of Lombard Butterfield-Yorktown Tax Increment Financing District Redevelopment Project Area Redevelopment Plan and Project Area. 3. An Ordinance Adopting Tax Increment Financing For The Village of Lombard Butterfield-Yorktown Tax Increment Financing District. For reference purposes Butterfield-Yorktown TIF Redevelopment Project Plan and Report is attached to the first referenced Ordinance as Exhibit B. Staff recommends approval of the attached Ordinances on first reading. (DISTRICT #3) This Ordinance was passed on first reading on the Consent Agenda Enactment No: Ordinance 7437, 7438, 7439 Ordinances on Second Reading Resolutions E. 170366 Ambulance Billing Services Resolution authorizing a three (3) year extension with Andres Medical Billing LTD. for Ambulance Billing Services, with an option to extend for an additional three (3) years at the same rate. This Resolution was adopted on the Consent Agenda Enactment No: R 58-17 F. 170397 FY2017 Sewer Lining, Final Balancing Change Order No. 1 Village of Lombard Page 4 Village Board of Trustees Minutes October 19, 2017 Reflecting a decrease to the contract with Hoerr Construction, Inc. in the amount of $11,461.95. (DISTRICTS - ALL) This Resolution was adopted on the Consent Agenda Enactment No: R 59-17 G. 170427 FY 2017 Concrete Rehabilitation and Utility Cuts Patching - Change Order No. 2 Reflecting a decrease to the contract with Schroeder & Schroeder, Inc. in the amount of $8,517.00. (DISTRICTS - ALL) This Resolution was adopted on the Consent Agenda Enactment No: R 60-17 H. 170429 North Broadway Interim Pump Station and Force Main - Change Order No. 1 Reflecting an increase to the contract with Glenbrook Excavating and Concrete, Inc. in the amount of $37,348.50. (DISTRICT #1) This Resolution was adopted on the Consent Agenda Enactment No: R 62-17 Other Matters J. 170442 Development Services Inspection Agreement Consultant Services - Thomas Engineering Group Request for a waiver of bids and award of a contract for development services inspection consultant services in an amount not to exceed $128.77 per hour for regular business hours. Public Act 85-1295 does not apply. Items for Separate Action Ordinances on First Reading (Waiver of First Requested) A. 170437 Amending Title 11, Chapter 112, Section 112.36 of the Village Code - Alcoholic Beverages Allowing packaged sales of alcohol (no consumption) from 7:00 a.m. to 9:00 a.m. when Christmas Eve, Christmas Day and/or New Year's Eve falls on a Sunday. Pursuant to Section 112.18(A)(13) of the Lombard Village Code, as an owner of a business which has been issued a Lombard liquor license, Trustee Whittington recused himself relative to this agenda item. A motion was made by Trustee Bill Johnston, seconded by Trustee Robyn Pike, that the ordinance amending Title 11, Chapter 112, Section 112.36 of the Village Code relative to allowing package sales of alcohol from 7:00 am to 9:00 am on certain holidays when the holidays fall on a Sunday be waived of first reading and passed on second reading with suspension of the rules.
