The regular meeting of the President and Board of Trustees of the
Village of Lombard held on Thursday, April 5, 2018 in the Board Room of
the Lombard Village Hall was called to order by Village President Keith
Giagnorio at 7:00 p.m. Director of Public Works Carl Goldsmith led the
Pledge of Allegiance.

continued review of the FY 2019 budget and recommendations
submitted by Ad Hoc Committees. A joint meeting of the Village Board
and Finance and Administration Committee is scheduled for April 19th to
review the proposed FY 2019 budget.

Village Board of Trustees Minutes April 5, 2018
The next community blood drive will be held on Wednesday, April 11 from
9:30 am until 1pm at Yorktown at Entrance 5 by Von Maur and The
Eatery and at the Lombard Village Hall from 1:30 pm until 7pm. All
donors will receive a coupon for a pint of Culver’s frozen custard and be
entered into a drawing for Yorktown gift cards. Be someone’s hero -
donate blood. It saves lives!
In recognition of National Volunteer Month, the Village is encouraging
residents to get involved and give back to their community by
volunteering. To find organizations and groups that are in need of
volunteers visit www.villageoflombard.org/volunteer.

T. 180017 Local Tourism Grant Application 2018 - Ale Fest
The Community Promotion and Tourism Committee is submitting to the
Board of Trustees for approval, a Local Tourisim Grant Request from the
Glenbard East Boosters in the amount of $10,000, from Hotel/Motel funds
for expenses of the event. Expenses include marketing, fencing, tents and
Village of Lombard services. The Ale Fest will take place on June 9,
2018. (District #1)

U. 180018 Local Tourism Grant Application 2018 - Lombard's Civil War
Reenactment
The Community Promotion and Tourism Committee is submitting to the
Board of Trustees a Local Tourism Grant Request from the Lombard
Historical Society in the amount of $8,500 from Hotel/Motel funds for
expenses related to the production of the Civil War Reenactment. The
funds will be used for advertisement, supplies, entertainment and village
services. The event will take place July 28 and 29, 2018. (DISTRICT #3)

V. 180145 - An Ordinance Appointing Two (2) New Directors for the Lombard Public
Facilities Corporation (This item was moved to Consent K-2)
W. 180161 Execution of a Three (3) Year Extension to the Agreement with
Prescient Development, Inc. (Waiver of Bids)
Request waiver of bid and authorization to execute a three (3) year
extension to the agreement with Prescient Development, Inc. for technical
support services in the amount $512,139 for the first year cost with an
annual increase of the non-union employee COLA increase from the
previous January. Public Act 85-1295 does not apply.

A. 180101 Amending Title 11, Chapter 118 of the Lombard Village Code -
Peddlers and Solicitors
Effective April 1, 2018 amending the following Sections of Village Code
Title 11, Chapter 118:
1. Section 118.03(B) - requiring that a photo ID be taken by the Village;
2. Section 118.05 - revising the cost of the license to $50.00;
3. Section 118.08(B) - revising the hours of soliciting or peddling; and
4. Section 118.08(C) - clarifying that the Village issued photo ID badge
must be displayed on the solicitor's outer garment.
Trustee Johnston noted that staff had conducted research with other
communities relative to hours of operation and regulations pertaining to
solicitors and peddlers. The recommendation is to allow solicitation
between the hours of 11 am and 7 pm. Residents are reminded that they
can purchase a "no solictors'" decal for doors should they choose to
prohibit solicitors from contacting them.
A motion was made by Trustee Bill Johnston, seconded by Trustee Dan
Whittington, that this Ordinance be passed on second reading. The motion

Request for a waiver of bids and award of a contract to GHA Technologies,
Inc. in an amount not to exceed $28,875.00 for the purchase of a Unitrends
Backup Appliance disk-to-disk complete backup system/disaster recovery

T. 180017 Local Tourism Grant Application 2018 - Ale Fest
The Community Promotion and Tourism Committee is submitting to the
Board of Trustees for approval, a Local Tourisim Grant Request from the
Glenbard East Boosters in the amount of $10,000, from Hotel/Motel funds
for expenses of the event. Expenses include marketing, fencing, tents and
Village of Lombard services. The Ale Fest will take place on June 9, 2018.

U. 180018 Local Tourism Grant Application 2018 - Lombard's Civil War
Reenactment
The Community Promotion and Tourism Committee is submitting to the
Board of Trustees a Local Tourism Grant Request from the Lombard
Historical Society in the amount of $8,500 from Hotel/Motel funds for
expenses related to the production of the Civil War Reenactment. The
funds will be used for advertisement, supplies, entertainment and village
services. The event will take place July 28 and 29, 2018. (DISTRICT #3)

V. 180145 - An Ordinance Appointing Two (2) New Directors for the Lombard Public
Facilities Corporation (This item was moved to Consent K-2)
W. 180161 Execution of a Three (3) Year Extension to the Agreement with
Prescient Development, Inc. (Waiver of Bids)
Request waiver of bid and authorization to execute a three (3) year
extension to the agreement with Prescient Development, Inc. for technical
support services in the amount $512,139 for the first year cost with an
annual increase of the non-union employee COLA increase from the
previous January. Public Act 85-1295 does not apply.

Peddlers and Solicitors
Effective April 1, 2018 amending the following Sections of Village Code
Title 11, Chapter 118:
1. Section 118.03(B) - requiring that a photo ID be taken by the Village;
2. Section 118.05 - revising the cost of the license to $50.00;
3. Section 118.08(B) - revising the hours of soliciting or peddling; and
4. Section 118.08(C) - clarifying that the Village issued photo ID badge
must be displayed on the solicitor's outer garment.
