Call to Order and Pledge of Allegiance The regular meeting of the President and Board of Trustees of the Village of Lombard held on Thursday, November 15, 2018 in the Board Room of the Lombard Village Hall was called to order at 7:00 pm. Director of Public Works Carl Goldsmith led the Pledge of Allegiance. II. Public Hearings IV. Public Participation 180467 Proclamation - School Board Members Day President Giagnorio asked School District #44 Board members to come to the front of the room. Village Clerk Sharon Kuderna read the School Board Members Day proclamation. School Board President Courtney Long spoke of how a good school begins with a good School Board and thanked the members for their service. She introduced Superintendent Ted Stec, and thanked the Village for the recognition. V. Approval of Minutes A motion was made by Trustee Dan Whittington, seconded by Trustee Bill Ware, the minutes of the Regular Meeting of November 1, 2018 be approved. Committee Reports Community Promotion & Tourism - Trustee Mike Fugiel, Chairperson No report Community Relations Committee - Trustee Robyn Pike, Chairperson No report Economic/Community Development Committee - Trustee Bill Johnston, Chairperson Trustee Bill Johnston, Chairperson of the Economic & Community Development Committee, reported the committee met; continued their review of the RFP for the 101-109 S. Main property; and made a recommendation to the Village Board relative to the proposal from Holladay Properties. The Village Board will hold a workshop on November 28th at 7pm relative to the ECDC recommendation. Finance & Administration Committee, Trustee Reid Foltyniewicz, Chairperson No report Public Safety & Transportation Committee - Trustee Dan Whittington, Chairperson Trustee Dan Whittington, Chairperson of the Public Safety & Transportation Committee, reported the committee met; reviewed video gaming; and is recommending allowing video gaming in the Village. The committee also voted to remove the parking sign on Park Avenue. Public Works & Environmental Concerns Committee - Trustee Bill Ware, Chairperson No report Board of Local Improvements - Trustee Bill Ware, President No report Village of Lombard Page 2 Village Board of Trustees Minutes November 15, 2018 Lombard Historic Preservation Commission - Village Clerk Sharon Kuderna No report VII. Village Manager/Village Board Comments Village President Keith Giagnorio wish Trustee Dan Whittington a happy early birthday. Trustee Reid Foltyniewicz indicated that Willowbrook lost the last playoff football game; but that Montini did win and will be playing Sterling at Sterling. Village Clerk Sharon Kuderna read the following announcements: The 6-week annual free leaf pick-up for Lombard residents began November 5th and runs through December 14th (the second full week in December). An unlimited number of paper bags containing only leaves, may be placed curbside on the normal waste collection day, without need of stickers. However, yard waste stickers are required on any cans and also, for nonresidential properties. For more information, visit villageoflombard.org/fall. Bring unwanted campaign signs made of corrugated plastic and metal stands, at no cost, to the Village of Lombard for recycling from November 7th to 19th. During this time, a recycling bin will be available to the public, in the parking lot of the Village Hall located at 255 E. Wilson Avenue. A Village Board Workshop is scheduled for Wednesday, November 28 beginning at 7pm to allow the Village Board to review the recommendation of the Economic and Community Development Committee regarding the 101-109 S. Main Street property proposal. Village Offices will be closed on Thursday and Friday, November 22 and 23 in observance of the Thanksgiving holiday. Jingle Bell Jubilee will be held at Lilacia Park beginning at 5pm on Saturday, December 1. There are plenty of family activities planned for the evening including trolley rides, live Nutcracker scenes at various downtown businesses, candlelight tours of the Victorian Cottage, Glenbard East Honors Strings performing at the Lombard Bible Church, a sing-along at the Maple Street Chapel. The tree lightning and arrival of Santa are scheduled for 5:30 pm. The 18th annual Fire Department Toy Drive collection begins November 26th. Residents are encouraged to drop off unopened toys or baby supplies such as diapers and formula at either Fire Station, the Village Hall or Schroeder’s Ace Hardware in Eastgate Shopping Center. The Toy Drive culminates with the Toy Parade on Saturday, December 8th beginning at 10:15 am from Fire Station 45, 50 E. St. Charles Road, heading south on Main Street and ending at Glenbard East High School. Residents also have the opportunity to donate toys along the Parade Village of Lombard Page 3 Village Board of Trustees Minutes November 15, 2018 route. The toys will then be taken to the Yorktown Shopping Center where they will be sorted and distributed to benefit local families in need. With the busiest shopping day of the year being Friday, November 23, we want to remind to shop local. On behalf of the Village Board and staff, we want to wish each and every one at very Happy and safe Thanksgiving. We want to remind motorists that extra Police patrol will be focused on impaired drivers - do not drink and drive. Patrols will also focus on seat belt and cell phone violations. President Giagnorio also wished everyone a very Happy Thanksgiving. VIII Consent Agenda . This Payroll/Accounts Payable was approved on the Consent Agenda B. 180466 Approval of Accounts Payable For the period ending November 2, 2018 in the amount of $3,202,251.51. This Payroll/Accounts Payable was approved on the Consent Agenda C. 180481 Approval of Acounts Payable For the period ending November 9, 2018 in the amount of $1,108,580.57. This Payroll/Accounts Payable was approved on the Consent Agenda Ordinances on First Reading (Waiver of First Requested) D. 180470 Elgin Pelican Street Sweeper Purchase and an Ordinance Declaring Village Unit #ST378 as Surplus Property Request for a waiver of bids and award of a contract to Standard Equipment in the amount of $191,681.00 for the purchase of an Elgin Pelican Street Sweeper; and approval of an ordinance declaring Village unit ST378, a 2007 Elgin Pelican NP Street Sweeper, as surplus and authorizing its trade-in. Public Act 85-1295 does not apply. Staff requests a waiver of first reading. Village of Lombard Page 4 Village Board of Trustees Minutes November 15, 2018 This Ordinance was waived of first reading and passed on second reading with suspension of the rules on the Consent Agenda Enactment No: Ordinance 7598 E. 180471 Ford Police Interceptor Utility Vehicle Purchase and an Ordinance Declaring Village Unit #PP752 as Surplus Property Request for a waiver of bids and award of a contract to Currie Motors in the amount of $40,273.00 for the purchase of a Ford Police Interceptor Utility Vehicle; and approval of an ordinance declaring Village unit PP752, a 2016 Ford Police Interceptor Utility Vehicle, as surplus and authorizing its disposal. This unit was involved in an accident and declared totaled by the insurance company. Compensation will be received from the insurance company. Public Act 85-1295 does not apply. Staff requests a waiver of first reading. This Ordinance was waived of first reading and passed on second reading with suspension of the rules on the Consent Agenda Enactment No: Ordinance 7599 F. 180473 Salary Ordinance Ordinance setting rates of pay and salaries for Village of Lombard employees. Ordinance includes new positions within the Finance Department due to restructure. Staff recommends waiver of first reading. This Ordinance was waived of first reading and passed on second reading with suspension of the rules on the Consent Agenda Enactment No: Ordinance 7600 G. 180476 Amending Title 11, Chapter 112, Section 112.13 (A) of the Lombard Village Code - Alcoholic Beverages Revising the Class "F" liquor license category and issuing a new liquor license to 20 West Liquors, Inc. d/b/a 20 West Wine and Spirits located at 20 W. St. Charles Road subject to certain conditions as a result of new ownership. (DISTRICT #1) This Ordinance was waived of first reading and passed on second reading with suspension of the rules on the Consent Agenda Enactment No: Ordinance 7601 H. 180477 Title 11, Chapter 112, of the Village Code with regard to Alcoholic Beverages Amending Title 11, Chapter 112 of the Lombard Village Code with regard to establishing a new Class "EE" Liquor License Category and allowing beer and wine to be served as an adjunct to to a place of amusement for consumption on the premises only by paying patrons (no package sales allowed) and issuing a new Class "EE" Liquor License to WickedBall Incorporated d/b/a WickedBall Chicago located at 332 Village of Lombard Page 5 Village Board of Trustees Minutes November 15, 2018 Yorktown. The Finance & Administration Committee voted unanimously to recommend to the Village Board for approval. This Ordinance was passed on second reading on the Consent Agenda Enactment No: Ordinance 7604 K. 180416 Village of Lombard Budget Ordinance for Fiscal Year 2019 Ordinance adopting the Village of Lombard FY 2019 Annual Budget in the amount of $83,911,310. This Ordinance was passed on second reading on the Consent Agenda Enactment No: Ordinance 7605 L. 180430 PC 18-32: Rezoning - 98 E. 13th Street The petitioner, requests that the Village approve a map amendment from the Roosevelt Road Corridor B4A District to the R2 Single-Family Residence District. This Ordinance was passed on second reading on the Consent Agenda Enactment No: Ordinance 7607 Resolutions N. 180447 Central Pressure Adjusting Station Improvements, Change Order No. 1 Reflecting an increase to the contract with JJ Henderson & Son in the amount of $112,000.00. (DISTRICT #4) This Resolution was adopted on the Consent Agenda Enactment No: R 68-18 Other Matters O. 180323 Snow and Debris Hauling Award of a contract to Nagle Trucking, the only bidder, in the amount of $70,202.50. Bid in compliance with Public Act 85-1295. (DISTRICTS - ALL) This Bid was approved on the Consent Agenda P. 180480 Temporary Employment Agreement for Plan Review/Inspector Services Staff requests that the Village Board authorize the signature of the Village Manager on a Temporary Employment Agreement with Theodore Klioris, the Village’s current Plan Review/Inspector for services to assist the Community Development Department in early 2019. The service agreement is intended to provide staff assistance from January 7, 2019 to March 7, 2019, with options to extend on a monthly basis if needed by the Village. This Request was approved on the Consent Agenda Q. 180482 Contract for Pension Actuarial Services Motion authorizing the execution of a contract for Actuary services with The Howard E. Nyhart Company, Inc. ("Nyhart") for a three (3) year term beginning with 2019 in an amount of $27,300.
