I. Call to Order and Pledge of Allegiance
The regular meeting of the President and Board of Trustees of the
Village of Lombard held on Thursday, February 21, 2019 in the Board
Room of the Lombard Village Hall was called to order by Village
President Keith Giagnorio at 7:00 p.m. Director of Public Works Carl
Goldsmith led the Pledge of Allegiance.

A motion was made by Trustee Dan Whittington, seconded by Trustee Robyn
Pike, that the minutes of the Special Meeting of January 24, 2019 and the
minutes of the regular meeting of February 7, 2019 be approved. The motion
carried by the following vote:

Economic/Community Development Committee - Trustee Bill Johnston,
Chairperson
Trustee Bill Johnston, Chairperson of the Economic & Community
Development Committee, noted that at the February 11 meeting, the
following actions were taken:
Workshop - Breweries, Distilleries, Wineries etc. Staff solicited a
potential interest of the ECDC in a future text amendment to the Village
Code relative to breweries, distilleries and wineries. This discussion
was a precursor to future engagement with the Plan Commission on
modifying the existing code provisions as an economic development tool
to attract additional business activity of this type in the Village. The
ECDC concurred with staff to take the text amendment to the Plan
Commission for future consideration.
Community Development/ECDC Committee Review - Code
Enforcement Activities and Policy Manual - Staff completed a draft of the
Village Code Enforcement Procedure Manual and presented a
PowerPoint presentation outlining the processes staff undertakes relative
to code enforcement activities as well as how Code Enforcement helps
Economic Development activity. Staff sought concurrence by the ECDC
members on the updated Code Enforcement Vision and Procedure
Manual as part of the Village’s Standard Operating Procedures.
Staff also informed the members on the latest activities associated with
the redevelopment of the 101-109 S. Main S. Street Property and
provided an update regarding the CitizenServe software implementation
efforts.
The ECDC will next meet on Monday, March 11, 2019 at 7:00 p.m. at the
Village Hall.

Concerns Committee, reported the committee met and approved change
orders. Staff provided an overview to the committee relative to IDOT
Resurfacing Programs and the CIP.

VII. Village Manager/Village Clerk/Village Board Comments
Village Clerk Sharon Kuderna read the following announcements:
President Giagnorio provided an update on the Village at yesterday’s
Chamber luncheon. Information will be included on the Village’s website.
Prior to our Village Board meeting tonight, a swearing in ceremony was
held to swear in two new Police Officers - Cory Cairo and Abigail Lauer,
swear in three new Firefighter/Paramedics - Matthew Rutten, Joel
Montiel and Brian Kurth and swear in Firefighter/Paramedic Joseph
Shark to the rank of Lieutenant.
A Special Village Board Workshop relative to video gaming is scheduled
for 6:00 p.m. Thursday, March 7th prior to the start of the 7:00 pm
regularly scheduled Village Board meeting.

Village departments are requesting to sell and/or dispose of surplus
equipment as more specifically detailed in Exhibit "A" attached to the
Ordinance to be sold at auction, sold for scrap, or recycled as these
items have extended beyond their useful life or are obsolete to include
One (1) 2006 Ford F-350 Pick-Up, One (1) Corty Pressure Washer, One
(1) 2013 Canon Camera with two (2) batteries, one (1) charging cord,
one (1) detachable lens and seven (7) Nikon cameras. Staff requests a
waiver of first reading.

O. 190110 Waiver of Conflict of Interest
The Village and the Lombard Public Facilities Corporation (LPFC) are
working on a TIF Redevelopment Agreement (RDA) containing the terms
as set forth in the Restructuring Support Agreement (RSA). As the Village
Attorney and counsel for the LPFC both are of the law firm Klein, Thorpe &
Jenkins, Ltd. (KTJ), there exists a potential for a conflict of interest in KTJ
representing both parties in the negotiation of the TIF RDA. The Village
Manager and Director of Finance are also involved with these negotiations
and the drafting of the RDA.
Staff recommends that the Village Board approve the Waiver of Conflict of
Interest to have the Village Attorney continue to represent the Village in this
matter.
