Call to Order and Pledge of Allegiance The regular meeting of the President and Board of Trustees of the Village of Lombard held on Thursday, April 18, 2019 in the Board Room of the Lombard Village Hall was called to order by Village President Keith Giagnorio at 7:00 p.m. Director of Public Works Carl Goldsmith led the Pledge of Allegiance. II. Public Hearings IV. Public Participation 190160 Proclamation - Arbor Day Village Clerk Sharon Kuderna read the proclamation for Arbor Day. Director of Public Works Carl Goldsmith thanked the Village Board for their continued support of the tree planting program and provided interesting statistics as follows: Origin 1854 - Journalist Julius Sterling Morton moved from Detroit to Nebraska At the time, the wide open spaces of the west were not working out too well for pioneers - the prairie was hot in the summer and had no shade, with few windbreaks to keep soil blowing away. The solution? Plant a tree. April 10, 1872 -Morton, serving as state secretary of Nebraska, helped establish the first Arbor Day. More than 1 million trees were planted across Nebraska that day. 1907 - Arbor Day grabbed the national spotlight, when President Village of Lombard Page 1 Village Board of Trustees Minutes April 18, 2019 Theodore Roosevelt issued a proclamation about forestry and the importance of trees. Importance of trees Trees are important because they take in carbon dioxide, improving air quality, and they release oxygen, which we need to breathe. One large tree can provide a day’s supply of oxygen for up to four people There are about three trillion trees on Earth? That means approximately 422 trees/person. Lombard currently has 20,224 in its inventory Lombard has planted 5,676 trees over the last 10 years Tree City More than 3,400 communities have made the commitment to becoming a Tree City USA. They have achieved Tree City USA status by meeting four core standards of sound urban forestry management: 1. maintaining a tree board or department 2. having a community tree ordinance 3. spending at least $2 per capita on urban forestry 4. celebrating Arbor Day Lombard has been recognized as a Tree City since 1990 - 29 years In recognition of Arbor Day 2019, a ceremony will take place at 9:00 AM on Friday, April 26th, 2019. We will be planting several hybrid American Chestnut seedlings which have been grown in house. The planting will occur on the south east corner of Wilson Avenue and Holloman Drive. V. Approval of Minutes A motion was made by Trustee Dan Whittington, seconded by Trustee Robyn Pike, that the minutes of the regular meeting of the President and Board of Trustees of the Village of Lombard held April 4, 2019 be approved. Committee Reports Community Promotion & Tourism - Trustee Mike Fugiel, Chairperson No report Community Relations Committee - Trustee Robyn Pike, Chairperson No report Village of Lombard Page 2 Village Board of Trustees Minutes April 18, 2019 Economic/Community Development Committee - Trustee Bill Johnston, Chairperson Trustee Bill Johnston, Chairperson of the Economic & Community Development Committee, reported that at the April 8, 2019 meeting of the Economic and Community Development Committee, the ECDC recommended approval of a Façade Grant and Restaurant Forgivable Loan Request for the property at 116 S. Main Street. These items are on tonight’s Village Board agenda for consideration and approval. The ECDC also received an update on the discussions pertaining to the proposed redevelopment agreement for the 101-109 S. Main Street property. This item is also on tonight’s Village Board agenda for consideration and approval. Staff also presented an update to the Village’s Community Profile - a document intended to provide an overview and basic information regarding the community and its economic development programs and accomplishments. Finance & Administration Committee, Trustee Reid Foltyniewicz, Chairperson No report Public Safety & Transportation Committee - Trustee Dan Whittington, Chairperson No report Public Works & Environmental Concerns Committee - Trustee Bill Ware, Chairperson No report Board of Local Improvements - Trustee Bill Ware, President No report Lombard Historic Preservation Commission - Village Clerk Sharon Kuderna Village Clerk Sharon Kuderna noted the following: The Lombard Historic Preservation Commission met on Tuesday April 16th. The committee welcomed new member Jason Sanders. The Commission approved a new roof for 134 W. St. Charles Road. The Peck Kickoff reception was a huge success. Check out the new exhibit - Building Lombard: Celebrating 150 Years, through August, at the Carriage House. We are looking for project nominations for the Heritage Award. The Village of Lombard Page 3 Village Board of Trustees Minutes April 18, 2019 deadline is May 31st. Lilacia Park is on the National Registry. It unanimously passed the twelve member Board. The Commission discussed the maintenance of the cemetery property. VII. Village Manager/Village Board/Village Clerk Comments Village President Keith Giagnorio noted that this would be the last Village Board meeting for Trustees Fugiel, Johnston and Pike and that a thank you reception was held prior to the Village Board meeting in recognition of their service to the community. He thanked each of them for the dedication to the residents and the Village. Village Manager Scott Niehaus noted that the Village was in the process of scheduling the final water meter installations. He stated that out of 13,000 residences only 350 remained to be completed - a 97.5% compliance rate. He reported that five notices had been sent to the remaining residents' homes. Beginning next week a final letter and robo call will be made to each of the homes followed by a tag on the door of the home. If there is no response to schedule an appointment, water will be shut off at those homes. He urged the residents to contact the Village to schedule their appointments. Trustee Mike Fugiel noted that June 1st the Glenbard Wastewater Authority will be hosting an Open House at their facility. Residents are urged to attend the Open House to see the facility and see first-hand the Glenbard Wastewater operations. Trustee Bill Johnston thanked the residents and the Village Board for allowing him to serve the past four years as Trustee for District #4. Village Clerk Sharon Kuderna read the following announcements: Thank you Blood Donors. At yesterday’s Spring Blood Drive, 132 pints of blood were collected. Each pint of blood can help save three lives. Nearly 400 lives were saved yesterday in just a few hours. Donate blood - it saves lives. The next drive is June 19th. Lilac Time will soon be upon us. And along with Lilac Time comes a lot of great activities. Please check the Village website www.villageoflombard .org to see all of the great events happening in the Lilac Village in the coming weeks. Village Clerk Sharon Kuderna read the following report: In accordance with the Raffles Act, the Village has prepared the 2018 Raffle Annual Statistical report. This report is currently available on the bulletin board in the lobby of Village Hall and is posted on the Village’s website and provides the following information: Raffle Licensing Report for 2018 1. This Payroll/Accounts Payable was approved on the Consent Agenda Ordinances on First Reading (Waiver of First Requested) D. 170188 101 - 109 S. Main Street Property - Redevelopment Agreement (RDA) Holladay Properties' Lilac Station Consideration and approval of a Redevelopment Agreement (RDA) between the Village of Lombard and Holladay Property Services Midwest, Inc.(the "Developer") that provides for: the sale of the property by the Village to the Developer, for $1,500,000.00; the redevelopment of the property with two (2) projects (the North Building Project - not to Village of Lombard Page 5 Village Board of Trustees Minutes April 18, 2019 exceed 120 market rate luxury apartment units and between 3,000 and 4,000 square feet of commercial space; and the South Building Project - a 12,000 square foot commercial building); and economic incentives in relation thereto (up to $525,000.00 in TIF incremental revenues for the North Building Project and up to $500,000.00 in sales tax rebate revenues for the South Building Project). To expedite construction and to minimize construction observation time, staff directly solicited proposals from two pre-selected qualified contractors that specialize in these patented technologies. (DISTRICT #3) This Bid was approved on the Consent Agenda L. 190164 Purchase of Parking Enforcement/Municipal Adjudication Software Award of a contract to the lowest responsible bid of three bidders, IT-Stability Systems, in the amount of $28,000 for year one, $18,000 for year two and $18,000 for year three of the contract. This Bid was approved on the Consent Agenda M. 190021 Local Tourism Grant Application 2019 - Stanford’s Battery Civil War Reenactment The Community Promotion and Tourism Committee recommends approval of a grant request from Stanford’s Battery in the amount of $6,125 from Hotel/Motel funds for expenses related to the Civil War Reenactment. The grant supports operations of the event. The Stanford’s Battery Civil War Reenactment will take place July 26-28, 2019 at Four Seasons Park. (DISTRICT #3) This Request was approved on the Consent Agenda N. 190161 Appointment - Glenbard Wastewater Authority Executive Oversight Committee Request for concurrence in the appointment of Bill Ware to the Glenbard Wastewater Authority Executive Oversight Committee effective May 2, 2019, replacing Mike Fugiel.
