I. Call to Order and Pledge of Allegiance
The regular meeting of the President and Board of Trustees of the
Village of Lombard held on Thursday, June 20, 2019 in the Board Room
of the Lombard Village Hall was called to order by Village President
Keith Giagnorio at 7:00 pm. Trustee Foltyniewicz's sons led the Pledge
of Allegiance.

Eric Wiseheart, a resident of E. S. Broadway, spoke relative to the
Police Department issuing citations to him for parking in the lot across
from where he lives and that he has issues with the permit parking
regulations in that area. He noted that he works odd hours and gets
home sometimes very early in the morning finding all of the parking spots
are taken. Asked for review of the parking restrictions and enforcement
to ensure the residents spots to park.
V. Approval of Minutes
A motion was made by Trustee Dan Whittington, seconded by Trustee Bill
Ware, that the minutes of the regular meeting of the Village Board of May 16,
2019 be approved. The motion carried by the following vote:

VI. Committee Reports
Community Promotion & Tourism - Trustee Andrew Honig, Chairperson
Trustee Andrew Honig, Chairperson of the Community Promotion and
Tourism Committee, reported the committee will be meeting on July 2nd
and will meet the first Tuesday of each month at 7:00 pm at the Village
Hall.
Community Relations Committee - Trustee Dan Militello, Chairperson
Trustee Dan Militello, Chairperson of the Community Relations
Committee, reported the committee met and voted on the Lilac Time
Photo Contest photographs. He congratulated the contest winners.
Economic/Community Development Committee - Trustee Anthony Puccio,
Chairperson
Trustee Anthony Puccio, Chairperson of the Economic & Community
Development Committee, reported that at the June 11 meeting, the
committee considered a prospective business’s request to amend
Village Code provisions as it pertains to coin-operated amusement
taxes on devices, commonly but not exclusively associated with, arcade
establishments. The ECDC continued the matter to the July 8 meeting
and requested more information from staff.

VII. Village Manager/Village Board/Village Clerk Comments
Village Clerk Sharon Kuderna read the following announcements:
The ever popular Cruise Nights continues Saturdays from 6-10 pm in
downtown Lombard. There will be lots of cool cars, entertainment, a
Kid’s Corner and all free. Please join us for this weekly family-friendly
event. There will be no formal Cruise Night event on July 6th.
Village Offices will be closed on Thursday, July 4th. Offices will reopen at
8:00 am Friday, July 5th.
Fireworks are scheduled to be held at Madison Meadow Park on
Thursday, July 4th beginning at dusk (approximately 9:30 pm ). Free
shuttle bus transportation is provided beginning at 7pm from Madison
School, Pleasant Lane School and Glenbard East High School. Please
check the Village website www.villageoflombard.org

on shuttle bus transportation.
The Lombard Police Department will have added patrols cracking down
on impaired and distracted drivers beginning June 17th through July 8th
encompassing the busy and often-deadly July 4th holiday. Please make
this coming July 4th holiday a safe one!
As per direction taken by the Village Board at the regular meeting of
November 28th, the first regular Village Board meetings in June, July and
August have been cancelled. A special commemorative Village Board
meeting in recognition of the Village’s 150th birthday will be scheduled
on August 1st (time to be determined) and held at the Maple Street
Chapel. This will be followed by an ice cream social at the gazebo
located on the Historical Museum property, 23 W. Maple. The next
Village Board meeting will be July 18th.

Trustee Reid Foltyniewicz wanted to clarify that the items listed on the
agenda relative to liquor licenses and video gaming were requests by
specific businesses made to the Village giving them permission to apply
for a video gaming licenses. This was not pro or anti gaming and
reminded residents that the Village Board had agreed to allow video
gaming for one year.
Village Manager Scott Niehaus also noted that although certain
businesses are being allowed to apply for a video gaming license, the
questions relative to video gaming will be a non-binding referendum in
May 2020.

Recommendation from the Plan Commission to approve text
amendments to Section 155.402 of the Lombard Village Code (and any
other relevant sections for clarity) to remove the date of the Zoning Map
and replace with "the latest approved version" and include Illinois Prairie
Path and Great Western Trail and other descriptions of boundaries for
clarification for the Great Western Trail and the Illinois Prairie Path.

OPD Office Planned Development District:
1. For the property at 617 W. North Avenue, approve a map
amendment from the R1 Single-Family Residence District to the
B4 Corridor Commercial Zoning District;
2. For the property at 601 W. North Avenue and 617 W. North
Avenue, approve the following:
a. A conditional use, pursuant to Section 155.416(C)(18) of
the Lombard Village Code for Conditional Uses in the B4

width along the west property line (to accommodate a
shared driveway);
f. Approve the following signage variations:
i. A variation from Section 153.210 of the Lombard
Village Code to allow an automatic changeable
copy sign on a property with less than 300 lineal
front footage on a designated major or minor
arterial road;
ii. A variation from Section 153.505(B)(19)(a)(i)(a)
of the Lombard Village Code to allow wall signage
with a total area of two hundred forty eight square
feet (248 square feet) where a maximum area of
two hundred square feet (200 square feet) is
permitted.
For the property at 645 W. North Avenue, amend the
Heron Point Office Planned Development to
provide for a zoning variation from Section
155.706(C) of the Lombard Village Code to
reduce the perimeter parking lot landscaping area

Trustee Bill Ware read the following statement: I will not be voting on the
proposed liquor license for the Lombard Moose Lodge this evening as I
am the current Moose Lodge Governor. While I do not have an
economic interest in the outcome of the proposed liquor license, I plan on
abstaining from the vote to avoid the appearance of any impropriety or
potential conflict.
Trustee Anthony Puccio also noted that he would be abstaining as he
was a member of the Moose, had no economic interest in the Moose
Lodge, and felt strongly about all of the great work that the Moose Lodge
does, but did not want his vote to have the appearance of any impropriety
or potential conflict.
A motion was made by Trustee Reid Foltyniewicz, seconded by Trustee Dan

Staff recommends the Village Board of Trustees waive bidding and
approve a Proposal from TKB Associates, Inc. in the amount of $44,878,
for the purchase of Laserfiche document management software. Staff
evaluated three (3) document management systems.
RR. 190234 Temporary Event - Dick’s Sporting Goods Tent Sale
Request for approval of a temporary event at the Dick’s Sporting Goods
Tent Sale that is scheduled from June 21 to July 14, 2019. Per Code,
Temporary Events are allowed for three (3) days with Village Staff
approval. As the event is more than three (3) days, it will need Village

Services
Waiver of Bids and approval of a three (3) year agreement with Tyler
