Call to Order and Pledge of Allegiance The regular meeting of the President and Board of Trustees of the Village of Lombard held on Thursday, November 19, 2020 in the Board Room of the Lombard Village Hall via zoom was called to order at 7:00 pm by Village President Keith Giagnorio. Director of Public Works Carl Goldsmith led the Pledge of Allegiance. II. Approval of Minutes A motion was made by Trustee Bill Ware, seconded by Trustee Reid Foltyniewicz, that the minutes of the Regular Meeting of November 5, 2020 be approved. Committee Reports Community Promotion & Tourism - Trustee Andrew Honig, Chairperson No report Community Relations Committee - Trustee Dan Militello, Chairperson No report Economic/Community Development Committee - Trustee Anthony Puccio, Chairperson Trustee Anthony Puccio, Chairperson of the Economic & Community Development Committee, reported ECDC met on November 9th. The committee approved two grants associated with the new Nacho Rita Restaurant, which will occupy the tenant space at 14 W. St. Charles Road. The ECDC approved a Downtown Retail Business Grant for eligible internal build-out work and approved a Downtown Renovation & Improvement Grant for a new sign, door and exterior work. As each of these grants were for less than $10,000, no Village Board action is needed. The owners are Lombard residents and the grants will improve the vacant property. The next meeting of the ECDC will be on December 14, 2020. Finance & Administration Committee, Trustee Reid Foltyniewicz, Chairperson No report Public Safety & Transportation Committee - Trustee Dan Whittington, Chairperson Trustee Dan Whittington, Chairperson of the Public Safety & Transportation Committee, reported the committee met and received an Village of Lombard Page 2 Village Board of Trustees Minutes November 19, 2020 update from both the Police and Fire Departments. The December meeting has been cancelled. Public Works & Environmental Concerns Committee - Trustee Bill Ware, Chairperson No report Board of Local Improvements - Trustee Bill Ware, President No report Lombard Historic Preservation Commission - Village Clerk Sharon Kuderna No report VII. Village Manager/Village Board/Village Clerk Comments Village Clerk Sharon Kuderna read the following announcements: The Village’s Blood Drive held on November 11th honoring our Veterans and remembering former Village President Bill Mueller was a huge success with 111 pints of blood collected. That blood will help save 333 lives. Be a hero - donate blood. It saves lives! The next blood drive is scheduled on December 16th from 9:30 am until 2:30 pm at Yorktown Center. Thank you donors. The Village’s 6-week, free, fall leaf collection begins on Monday, November 9th and ends December 18th. During this time, residents can fill an unlimited number of paper bags with leaves, for free collection on their regularly scheduled waste management pick up day. This collection applies only to leaves; bundled brush requires stickers. All yard waste collection ends on December 18th and will begin again in the spring. VIII Consent Agenda . This Payroll/Accounts Payable was approved on the Consent Agenda Ordinances on First Reading (Waiver of First Requested) D. 200340 ZBA 20-05: 235 S. Brewster Avenue The Zoning Board of Appeals transmits for your consideration its approval recommendation regarding the petitioner's requests for a variation from Section 155.407(F)(3) of the Lombard Village Code to reduce the required interior side yard setback from six feet (6’) to two feet (2.0’) for the subject property located within the R2 Single-Family Residence Zoning District. (DISTRICT #1) This Ordinance was waived of first reading and passed on second reading with suspension of the rules on the Consent Agenda Enactment No: Ordinance 7884 E. 200346 ZBA 20-06: 353 E. Washington Blvd The Zoning Board of Appeals transmits for your consideration its approval recommendation regarding the petitioner's requests for a variation from Section 155.407(F)(2) of the Lombard Village Code to reduce the required corner side yard setback from twenty feet (20’) to five feet (5.0’) for a front porch on the subject property located within the R2 Single-Family Residence Zoning District. (DISTRICT #5) This Ordinance was waived of first reading and passed on second reading with suspension of the rules on the Consent Agenda Enactment No: Ordinance 7885 F. 200374 Amending Title XI, Chapter 112, Section 112.13(A) of the Lombard Village Code - Alcoholic Beverages Effective December 1, 2020, an ordinance revising the number of Class "K" liquor licenses and issuing a new Class "K" license to Lombard Banquet Hall Inc. d/b/a Signature Banquet Hall located at 415 E. North Avenue. Petitioner requests a waiver of first reading. This Ordinance was waived of first reading and passed on second reading with suspension of the rules on the Consent Agenda Enactment No: Ordinance 7887 Other Ordinances on First Reading G. 200380 Ordinance Changing Regular Village Board Meetings Start Time Ordinance Amending Title III, Chapter 30, Section 30.01 of the Lombard Village Code changing the regular start time for Village Board of Trustees meetings from 7:00 p.m. to 6:00 p.m. effective January 1, 2021. This Ordinance was passed on first reading on the Consent Agenda Enactment No: Ordinance 7895 Ordinances on Second Reading Resolutions G-2. 200379 Resolution Accepting Public Improvements at 2277 S. Grace Street (GrayStar/Elan Apartments) The Department of Community Development transmits for your consideration a proposed resolution to accept the public improvements located within the Grace Street Right-of-Way and public utility easements at 2277 S. Grace Street (GrayStar/Elan Apartments). All public improvements were designed, constructed and tested in conformance with Village requirements. (DISTRICT #3) This Resolution was adopted on the Consent Agenda Enactment No: R 38-20 Other Matters H. 200350 Street Lighting LED Replacement Project Request for a waiver of bids and approval to purchase 132 LED light fixtures from Graybar Electrical in the amount of $29,795.46. This purchase will be done through the US Communities contract, which the Village is a member of. This project is also eligible for a rebate up to $16,326.76 through the ComEd Energy Efficiency program. This Bid was approved on the Consent Agenda I. 200368 Grass and Weed Mowing Request for a waiver of bids and award of a contract to Beary Landscape Village of Lombard Page 5 Village Board of Trustees Minutes November 19, 2020 Management in the amount of $61,400.00. This is the first of two possible one-year extensions of the contract. (DISTRICTS - ALL) This Bid was approved on the Consent Agenda J. 200376 Village Hall A/C Condenser Replacement Request for a waiver of bids and award of a contract to Season Comfort in an amount not to exceed $59,850.00. Season Comfort is currently under contract with the Village for the HVAC maintenance for Village facilities. Items for Separate Action Ordinances on First Reading (Waiver of First Requested) Other Ordinances on First Reading Ordinances on Second Reading A. 200284 Ordinance Providing for the Levy and Assessment of Taxes for the Fiscal Year beginning January 1, 2020 and ending December 31, 2020 for the Village of Lombard Providing for the levy and assessment of taxes for the fiscal year beginning January 1, 2020 and ending December 31, 2020 in the amount of Ten Million Four Hundred Fifteen Thousand Six Hundred Fifty Eight Dollars ($10,415,658). For the owner of a $300,000 house, the increase will be approximately $6.73. The Finance and Administration Committee voted unanimously to recommend the statutorily permissible 2020 tax levy to the President and the Board of Trustees. A motion was made by Trustee Dan Whittington, seconded by Trustee Andrew Honig, that the Ordinance Providing for the Levy and Assessment of Taxes for the Fiscal year Beginning January 1, 2020 and ending December 31, 2020 for the Village of Lombard be passed on second reading. NOTICE OF MEETING MODIFICATION DUE TO COVID-19 In light of the Disaster Declaration issued by the Governor of the State of Illinois relative to the COVID-19 pandemic, the Village President has determined that an in-person meeting of the Village Board, or a meeting conducted under the Open Meetings Act requirements, relative to a quorum of the members of the Village Board having to be physically present at a meeting when some members of the Village Board are participating remotely, is not practical or prudent because of the disaster. Pursuant to Governor Pritzker's Executive Order No. 2020-07, as extended and modified by Executive Orders 2020-18, 2020-33, 2020-039, 2020-44, 2020-52, 2020-55, 2020-59, and 2020-71 which suspend the requirement of the Illinois Open Meetings Act requiring in-person attendance by members of a public body during the duration of the Gubernatorial Disaster Proclamation, members of the Village Board may be participating in the meeting through a virtual meeting platform. Physical attendance at this public meeting will be restricted solely to specified Village officials, staff and consultants. Residents may view the meeting live on television, at Comcast Channel 6 or AT&T Channel 99, or on online at www.villageoflombard.org/220/view-meetings-live.
