AT THE LOMBARD VILLAGE HALL, BOARD ROOM, 255 EAST WILSON AVENUE, LOMBARD, ILLINOIS. NOTICE OF MEETING MODIFICATION DUE TO COVID-19 In light of Public Act 101-0640, which created new Section 7(e) of the Open Meetings Act, and as a Disaster Declaration has been issued by the Governor of the State of Illinois relative to the COVID-19 pandemic, the Village President has determined that an in-person meeting of the Village Board, or a meeting conducted under the Open Meetings Act requirements, relative to a quorum of the members of the Village Board having to be physically present at a meeting when some members of the Village Board are participating remotely, is not practical or prudent because of the disaster. In this regard, members of the Village Board may be participating in the meeting through a virtual meeting platform. Physical attendance at this public meeting will be capped to a maximum capacity of 50 persons in total, inclusive of Village officials, staff and consultants (whose physical attendance will be given precedence), with strict social distancing requirements in place. While the public is welcome to attend the meeting, and provide comments, in person, given capacity limitations and the COVID-19 pandemic, residents are invited to view and participate remotely through the means offered below. Residents may view the meeting live on television, at Comcast Channel 6 or AT&T Channel 99, or on online at www.villageoflombard.org/220/view-meetings-live. Public comments may be submitted in advance of the meeting on the Village website at www.villageoflombard.org/publiccomment, via email to communications@villageoflombard.org or by calling and leaving a voicemail at (630) 620-5929. The Village requests that written comments be submitted to the Village by 4:00 p.m. on Thursday, May 6, 2021. Notwithstanding this request, all written comments received before the public comment portion of the agenda will be read into the public meeting record. Village Manager/Village Board/Village Clerk Comments Village President Keith Giagnorio welcomed the new Village Board members who had been sworn into office prior to the Village Board meeting. He spoke of the previous Board members building a great foundation for the new Board to use and continue its work to make Lombard an even better community to live, work, and raise a family. Village Clerk Liz Brezinski read the following announcements: The Village is seeking submissions for the 2021 Lilac Time Photo Contest. This year's contest is encouraging photographers to submit their best lilac photos whether photographers choose to submit a photo of their favorite lilac plant, or of someone enjoying lilacs. Judging of this year's contest will focus on photos that best represent the beautiful blooms that give Lombard its reputation as the Lilac Village. Selected photographs will be featured on the Village of Lombard website and social media. Photos must be taken between May 1 - May 16, 202 and received by May 31st at 4:30 p.m. Village of Lombard Page 4 Village Board of Trustees Minutes May 6, 2021 Lombard Public Works crews will be performing annual hydrant maintenance on over 900 hydrants over a three-week period beginning Monday, May 3rd. This work will be completed in the late afternoon/early evening hours and will not cause any disruption to water service to residents or businesses. The hydrant maintenance program is a vital part of the Village’s water pumping and water distribution system maintenance program. The Village of Lombard has received notification from Com Ed of scheduled tree trimming. Trees and other vegetation cause about 13% of all electric service interruptions. ComEd’s contractor has been performing preventative tree maintenance in the Village of Lombard since late February and has additional work scheduled in early summer. This work provides necessary clearance between the power lines and vegetation and is taking place along roadways and in the easements behind homes. ComEd will notify residents if backyard access will be necessary. VIII Consent Agenda . This Payroll/Accounts Payable was approved on the Consent Agenda D. 210141 Approval of Village Payroll For the period ending April 24, 2021 in the amount of $858,485.00. St. Charles Road The Plan Commission submits its recommendation to approve Polka Dottie LLC's, (the petitioner) request for a conditional use pursuant to Section 155.416(C)(3) of the Lombard Village Code to allow for a kennel to operate on the subject property located within the B4 Corridor Commercial District. (DISTRICT #4) This Ordinance was waived of first reading and passed on second reading with suspension of the rules on the Consent Agenda Enactment No: Ordinance 7949 Other Ordinances on First Reading G. 210096 An Ordinance Amending Title IX, Chapter 94, Section 94.04 and Title IX, Chapter 99, Sections 99.01 through 99.06 of the Lombard Village Code in Regard to Trees Recommendation of the Public Works & Environmental Concerns Committee to amend the Village Code in regard to standards for trees located in the public right-of-way; as well as to clarify the Village's role in inspecting nuisance trees located on private property. Enactment No: Ordinance 7952 Ordinances on Second Reading Resolutions H. 210121 Carriage House Addition Project - Architectural Services Approving a contract with Flint Architects in the amount of $37,000.00. Expenses related to this project will be reimbursed through an Illinois Department of Natural Resources Public Museum Grant received by the Lombard Historical Society in the total amount of $750,000.00. (DISTRICT #1) This Resolution was adopted on the Consent Agenda Enactment No: R 15-21 I. 210136 2021 Traffic Signal Maintenance, Change Order No. 1 Reflecting an increase to the contract with Meade Electric in the amount of $35,000.00 for repair of the traffic signal combination mast arm at the northeast corner of Highland Avenue and Majestic Drive. (DISTRICT #3) Village of Lombard Page 6 Village Board of Trustees Minutes May 6, 2021 This Resolution was adopted on the Consent Agenda Enactment No: R 16-21 J. 210139 Carriage House Addition Project - Memorandum of Understanding Approving a Memorandum of Understanding (MOU) with the Lombard Historical Society relative to an addition to the Carriage House located at 23 West Maple Street. The MOU provides that; if it is determined that the Project is not feasible due to constructability or site conditions, the Society will reimburse the Village for fifty percent (50%) of the cost for the preparation of the Plans within sixty (60) days of the determination, and that if the Project is feasible, the Village will be reimbursed for one hundred percent (100%) of the cost for the plans, through the Grant. (DISTRICT #1) This Resolution was adopted on the Consent Agenda Enactment No: R 17-21 K. 210143 Resolution Authorizing the Northern Illinois Municipal Electric Cooperative (NIMEC) to serve as the Broker for the Village in Regard to Obtaining Bids from Electricity Providers and Authorizing the Village Manager or Director of Finance to Approve a contract with the Lowest Cost Electricity Provider Staff recommendation to approve NIMEC as the Village's broker to seek electricity bids for street lighting. This Resolution was adopted on the Consent Agenda Enactment No: R 18-21 Other Matters L. 210138 Large Water Meter Purchase Request for a waiver of bids and approval to purchase water meters from Water Resources, Inc. in an amount not to exceed $201,385.00. This reflects the replacement of 416 1.5" - 2" water meters which are currently failing.
