NOTICE OF MEETING MODIFICATION DUE TO COVID-19
In light of Public Act 101-0640, which created new Section 7(e) of the Open
Meetings Act, and as a Disaster Declaration has been issued by the Governor of
the State of Illinois relative to the COVID-19 pandemic, the Village President has
determined that an in-person meeting of the Village Board, or a meeting
conducted under the Open Meetings Act requirements, relative to a quorum of
the members of the Village Board having to be physically present at a meeting
when some members of the Village Board are participating remotely, is not
practical or prudent because of the disaster. In this regard, members of the
Village Board may be participating in the meeting through a virtual meeting
platform.
While the public may attend the meeting, and provide comments, in person,
residents are invited to view and participate remotely through the means offered
below. Residents may view the meeting live on television, at Comcast Channel 6
or AT&T Channel 99, or on online at
www.villageoflombard.org/220/view-meetings-live.
Public comments may be submitted in advance of the meeting on the Village
website at www.villageoflombard.org/publiccomment, via email to
communications@villageoflombard.org or by calling and leaving a voicemail at
(630) 620-5929. The Village requests that written comments be submitted to the
Village by 3:00 p.m. on Thursday, January 6, 2022. Notwithstanding this
request, all written comments received before the public comment portion of the
agenda will be read into the public meeting record.
Individuals who wish to speak during the live meeting, other than in person,
should contact the Village by 4:00 p.m. on Thursday, January 6th by calling (630)
620-5929, on the Village website at www.villageoflombard.org/publiccomment or
via email to communications@villageoflombard.org. Individuals who sign up to
speak during the live meeting, other than in person, by 4:00 p.m. on Thursday,
January 6th will receive information about how to join the meeting by e-mail or
phone, based upon their request, after the sign-up time ends.
The remote attendance options in place for this meeting have been adopted to
comply with Governor Pritzker’s Executive Orders regarding social distancing
and to provide opportunities for self-isolation to slow the spread of COVID-19 to
the greatest extent possible.

The regular meeting of the President and Board of Trustees of the
Village of Lombard held virtually on Thursday, January 6, 2022 in the
Board Room of the Lombard Village Hall was called to order at 6:00 pm
by Village President Keith Giagnorio. Director of Public Works Carl
Goldsmith led the Pledge of Allegiance.

VII. Village Manager/Village Board/Village Clerk Comments
Village Clerk Liz Brezinski read the following announcements:
Make that New Year’s Resolution. Become a blood donor. Donating
blood is safe, simple and it saves lives. Residents have three
opportunities to help others in need of the gift of life. There is a special
blood drive scheduled Saturday, January 8th at Christ the King Church,
1501 S. Meyers from 9:00 am until 2:00 pm. There are blood drives on
Tuesday, January 11th from 8:00 am until 1:00 pm at Yorktown and from
1:30 pm until 7:00 pm at First Church of Lombard, 220 S. Main. Be a
hero - donate blood. All donors who donate blood between now and
January 9th will be entered into a drawing to win a brand-new SUV.

Through January 17th, residents can recycle their old or unwanted holiday
lights and extension cords by depositing them in the collection bin
located outside of the Public Works building. Holiday tree collection
begins on January 3rd and runs through January 14th. Residents can
place holiday trees on the parkway for pick up by Waste Management on
their regular pick-up day. All trees must be free of lights, tinsel and
decorations.
Village Offices are closed Monday, January 17th in observance of the Dr.
Martin Luther King holiday. Offices will reopen on Tuesday, January 18th
at 8:30 am.

1. Approve a major change to the Lombard Crossing Planned
Development, as established by Ordinance 6211 and amended
by Ordinances 6344, 6495, 6623 and 6685, with the following
companion conditional use and variation:
a. Approve a conditional use, pursuant to Section
155.417(G)(2)(b)(v) of the Lombard Village Code of
Ordinances to allow for a drive-through establishment
(fast food restaurant);
b. Approve a variation from Sections 155.706(C) and
155.709(B) of the Lombard Village Code of Ordinances
to reduce the required perimeter parking lot and
perimeter lot landscaping from five feet (5’) to zero feet

Adjacent to Alleys
The Plan Commission submits its recommendation to approve the
Village of Lombard's request for text amendments to Section 155.205(A)
(1)(e) of the Lombard Village Code of Ordinances, and any other relevant
sections for clarity. The proposed amendments would authorize the
placement of fences within the clear line of sight areas (CLOS) adjacent
to alleys only at a height of six (6) feet and solid construction in residential
zoning districts. The existing provisions restrict fences to be a maximum
of two (2) feet in height and solid in clear line of sight areas in residential

The Plan Commission submits its recommendation to approve Recycled
Auto Parts (the petitioner) request that the Village take the following
actions on the subject property located within B4 Corridor Commercial
District, to provide for the construction of a new principal building:
1. Conditional use pursuant to Section 155.305 of the Lombard
Village Code to allow the current legal nonconforming use (auto
salvage yard) to continue with the construction of a new building and
demolition of the existing building;
2. Conditional use pursuant to Section 155.416(C)(18) of the
Lombard Village Code for off-site parking, which is an existing
condition;
3. Variance for a front yard setback of 3’ where 30’ is required,
pursuant to Section 155.416(F) fo the Lombard Village Code;

L-2. 220024 Resolution Accepting the Public Improvements at 1307 N
Lombard Road - Bridge Point 355
The Department of Community Development transmits for your
consideration a proposed resolution to accept the water main and fire
hydrants in the dedicated water main easement at 1307 N Lombard Road
(Bridge Point 355). All public improvements were designed, constructed
and tested in conformance with Village requirements. (DISTRICT #1)

Request for a waiver of bids and award of a contract to National Power
Rodding of Chicago, IL in an amount not to exceed $60,000.00. This is a
one-year extension of contract. (DISTRICTS #1 and #4)
N. 210400 2022 Contract Sewer Lateral Rodding
Request for a waiver of bids and award of a contract to All Plumbing &
Sewer Services, Inc. in an amount not to exceed $40,000.00 for sewer
rodding services in conjunction with the Sewer Stub program. (DISTRICTS
- ALL)
O. 210402 Coarse Aggregate Material
Award of a contract to Vulcan Materials, the sole bidder, in an amount not
to exceed $53,550.00.
P. 220001 Asset Management Software, Cartegraph and 311 System
Request for a waiver of bids and award of a contract to Cartegraph
Systems LLC, in the amount of $69,494.66. This is year one of a three year
contract for currently utilized software. (DISTRICTS - ALL)
Q. 220021 Approval of Development Services Inspection Consultant
Services - Thomas Engineering Group
Staff requests that the Village Board approve a professional services
contract with Thomas Engineering Group to continue to perform
engineering inspection activities on behalf of the Village Community
Development Department for the 2022 calendar year.
R. 220025 Waiver of Bids and Approval of a Contract for Dell Servers
Motion to waive bids and approve a proposal from Dell in the amount of
$60,416.54 for the purchase of Dell servers.

S. 220026 Motion to Ratify Joinder Agreement for the Illinois Opioid
Allocation Agreement
Request for the Village Board to ratify the Joinder Agreement for the Illinois
Opioid Allocation Agreement as received from the IllinoisAttorney
General's Office.

Ordinances on First Reading (Waiver of First Requested)
A. 210394 PC 21-29: 640 E. St. Charles Road - Recycled Auto Parts
The Plan Commission submits its recommendation to approve Recycled
Auto Parts (the petitioner) request that the Village take the following
actions on the subject property located within B4 Corridor Commercial
District, to provide for the construction of a new principal building:
1. Conditional use pursuant to Section 155.305 of the Lombard
Village Code to allow the current legal nonconforming use (auto
salvage yard) to continue with the construction of a new building and
demolition of the existing building;
2. Conditional use pursuant to Section 155.416(C)(18) of the Lombard
Village Code for off-site parking, which is an existing condition;
3. Variance for a front yard setback of 3’ where 30’ is required,
pursuant to Section 155.416(F) fo the Lombard Village Code;
4. Variance for a side yard setback of 4’, 4” where 10’ is required,
pursuant to Section 155.416(F) of the Lombard Village Code;
5. Variance for open space of 2.23% where 10% is required, pursuant
to Section 155.416(M) of the Lombard Village Code, where the
property currently has 0% open space; and
6. Variance for fence height of 14’ where 4’ is required pursuant to
Section 155.205(A)(2) of the Lombard Village Code;
7. Variance for a fence in the clear line of sight pursuant to Section
155.205(A)(2)(e) of the Lombard Village Code. (DISTRICT #4)
