I. Call to Order and Pledge of Allegiance
The regular meeting of the President and Board of Trustees of the
Village of Lombard held on Thursday, May 5, 2022 in the Board Room of
the Lombard Village Hall was called to order at 6:00 p.m. by Village
President Keith Giagnorio. Director of Public Works Carl Goldsmith led
the Pledge of Allegiance.

Annie Storey, Executive Director IL Section AWWA, Michele Piotrowski,
District 2B Trustee IL Section AWWA, Engineering Enterprises, Inc. and
David Vavrek, Trustee at Large, IL Section AWWA, Baxter & Woodman
Engineering, Inc. presented awards to Utilities Superintendent Brian
Jack and the Village of Lombard Public Works Water Department. Eadh
year the Illinois Section of the AWWA rewards individuals that have
excelled in the industry faced with increasing challenges facing the water
supply industry.

Camille Piazza presented the Blood Program Champion 2021 Beacon
of Hope Award to the Village of Lombard and those organizations and
individuals who have supported the blood drives throughout the years.
The Village is receiving the 2021 Crystal Award after holding 24 drives in
2021:
“official” sponsoring groups include: Lombard Village Hall Carol Bauer,
Village President Keith Giagnorio and Trustees; First Church of Lombard
Yorktown Center; School District #44; Knights of Columbus 6090 at St.
Pius X and Sacred Heart; Lombard Masons Lodge 1098; resulting in
716 units collected; up to 2148 lives saved; and
thousands of lives impacted;
These drives wouldn’t have been successful without additional support
from the following: Lombard Lilac Princesses, the office of State
Representative Terra Costa Howard, Lombard Park District, The
Lombardian reporter Jane Charmelo, YMCA, League of Women Voters,
Lombard VFW, and volunteers Wayne and Gayle Kankovsky and Wayne
just donating his 100th pint of blood, Mari Ann Mellin;
They provided support, helped promote, recruited donors and
volunteered to help make the 2021 events successful.
Since the beginning of our partnership the Village of Lombard in 1988:
the average number of drives per year grew from 2 per year to an
average of 24 per year with 32 drives in 2020 during COVID;
A total of 17,401 units collected since that first drive; saving up to 52,203
lives, and impacting hundreds of thousands of lives!
Thank you to the entire Lombard community!

Trustee Andrew Honig, Chairperson of the Finance & Administration
Committee, reported the following: the Committee approved some minor
changes to the Purchasing Policy for closing some petty cash drawers in
the Police Department; the Committee discussed the Heritage Cadillac
Incentive Agreement that has gone to the Village Board; the Committee
reviewed the information from the Illinois Municipal League regarding
legislation from the spring session; the Committee reviewed the March
financial report.
Public Safety & Transportation Committee - Trustee Brian LaVaque Chairperson
Trustee Brian LaVaque, Chairperson of the Public Safety &
Transportation Committee, reported the following:
The committee reviewed the Strategic Plan. Deputy Chief Grage
provided an update on the drone program, as well as the license plate
reader program that has assisted in a variety of cases including tracking
down a murder suspect, preventing a carjacking, and locating a missing
elderly dementia patient.

VII. Village Manager/Village Board/Village Clerk Comments
Village Clerk Elizabeth Brezinski read the following announcements:Lilac
Time in Lombard is in full swing. Residents and visitors are encouraged
to submit photos of people, children, and pets enjoying a favorite
Lombard location during Lilac Time as part of the Village’s annual
“There’s No Place Like Home” photo contest. Deadline for submission
of photos is May 29th. Check the Village’s website for information on all
Lilac Time events including the Garden Club/Park District lilac bush/plant
sale, the Park District Mutt Strut, tours of the Museum, trolley tours of
historic homes, and concerts in Lilacia Park. Lilac Time culminates with
Village of Lombard Page 3

the Lilac Parade on May 15th.
With Lilac Time here and Mother’s Day this Sunday, residents are
encouraged to dine and shop locally. Spending money locally not only
supports our remarkable small businesses, but those dollars are
reinvested in the community in many ways. For every $100 spent locally,
approximately $73 remains in the local economy versus $43 spent
non-locally. Shop and dine local and help our community and small local
business owners.
Mark your calendars for the return of Cruise Nights and the Summer
Concert Series in downtown Lombard which begins on June 18th and
runs through August 27th.
On the agenda this evening for approval is the cancellation of the May
19th Village Board meeting as well as scheduling of a special meeting
on May 26th.

Village President Keith Giagnorio wished his mother a happy 94th

155.417(G)(2)(b) and 155.802 of the Lombard Village Code to allow for
“conference facility” to be listed as a defined conditional use in the
O-Office District , B3 Community Shopping District, B4 Corridor
Community District and B4A Roosevelt Road Corridor District.

Committee to approve amendments to the Village Code relative to the
proposed changes recommended by the Urban and Community Forestry
Funding Grant from the State of Illinois Department of Natural Resources
to update our Forestry Management Plan, in regard to the planting,
maintenance and removal of trees, shrubs and plants in the Village.

I. 210360 Heritage Cadillac Inc. Business Retention Economic Incentive
Agreement - Village Board Agenda Item April 21, 2022
The Ordinance approves an Business Retention Economic Incentive
Agreement between the Village and Heritage Cadillac, Inc., an Illinois
corporation (the “Business Owner”) and associated with a parcel of
approximately 8.13 acres in area and located at 303 West Roosevelt
Road (the “Property”). The Business Owner seeks to make capital
improvements to the Property consisting of demolition and building a new
motor vehicle sales showroom, building electric motor vehicle
infrastructure, installation electric vehicle charging stations and parking lot
storm sewer and paving improvements. The estimated costs of the
project range from $5,500,000 to over $7,000,000. The Village will
reimburse the Developer from funds established within the Village
Economic Development Fund, which was approved by Ordinances 7990
through 7992 in October, 2021. Fund availability shall be available in an
amount not to exceed 50 percent of the eligible project costs or
$3,500,000, whichever is less, over the 20 year life of the Agreement.
Reimbursements shall be solely performance based and based upon a
tiered schedule of vehicles sold on the premises and subject to other
performance measures and obligations . The incentive request was
introduced to the Economic & Community Development Committee at
their November 8, 2021 meeting and the ECDC directed staff and
Village Counsel to prepare a final Agreement for Village Board
consideration. As the incentive exceeds the ten year incentive policy
limitation provision, the request is being placed on Items for Separate
Action. (DISTRICT #2)

Manager or Director of Finance to approve a contract with the lowest cost
electricity provider.

M. 220151 Fire Station 44 Floor Resurfacing
Request for a waiver of bids and award of a contract to Artlow Systems in
the amount of $56,736.26. This is for removal of the existing floor
covering system, patching and repairing the concrete sub surface and
installing a new floor coating.

N. 220152 100' Ladder Tower Unit FS52 Emergency Repair
Request for a waiver of bids and award of a contract to Chandler
Services, Inc., in the amount not to exceed $31,985.00. This item was
identified by the Underwriters Laboratory inspector for immediate
attention. After a review, the manufacturer has determined that the dent
may be repaired and referred staff to Chandler Services, Inc.

O. 220159 FY2022 Manhole Rehabilitation
Award a contract to Structured Solutions, L.L.C., the lowest responsible
bidder of three (3) bids received, in the amount of $145,122.00. This
contract was bid through a joint purchase with The Municipal Purchasing

of a portion of the 115 Parking Lot to be used in conjunction with outdoor
dining for the operation of a restaurant at 105 W. St. Charles Rd.

A motion was made by Trustee Anthony Puccio, seconded by Trustee Brian

The Plan Commission submits its recommendation that the Village take

range from $5,500,000 to over $7,000,000. The Village will reimburse the
Developer from funds established within the Village Economic
Development Fund, which was approved by Ordinances 7990 through
7992 in October, 2021. Fund availability shall be available in an amount
not to exceed 50 percent of the eligible project costs or $3,500,000,
whichever is less, over the 20 year life of the Agreement. Reimbursements
shall be solely performance based and based upon a tiered schedule of
vehicles sold on the premises and subject to other performance measures
and obligations. The incentive request was introduced to the Economic &
Community Development Committee at their November 8, 2021 meeting
and the ECDC directed staff and Village Counsel to prepare a final
Agreement for Village Board consideration. As the incentive exceeds the
ten year incentive policy limitation provision, the request is being placed on

Request for a waiver of bids and award of a contract to Artlow Systems in
the amount of $56,736.26. This is for removal of the existing floor covering
system, patching and repairing the concrete sub surface and installing a
new floor coating.
N. 220152 100' Ladder Tower Unit FS52 Emergency Repair
Request for a waiver of bids and award of a contract to Chandler Services,
Inc., in the amount not to exceed $31,985.00. This item was identified by
the Underwriters Laboratory inspector for immediate attention. After a
review, the manufacturer has determined that the dent may be repaired
and referred staff to Chandler Services, Inc.
O. 220159 FY2022 Manhole Rehabilitation
Award a contract to Structured Solutions, L.L.C., the lowest responsible
bidder of three (3) bids received, in the amount of $145,122.00. This
contract was bid through a joint purchase with The Municipal Purchasing
Initiative (MPI) with the Village of Bartlett and the Village of Roselle.
