I. Call to Order and Pledge of Allegiance
The Special Meeting of the President and Board of Trustees of the
Village of Lombard held on Thursday, May 26, 2022 in the Board Room
of the Lombard Village Hall was called to order at 6:00 pm by Village
President Keith Giagnorio. Director of Public Works Carl Goldsmith led
the Pledge of Allegiance.

Kaveria Lezza gave a presentation relative to the Building Love Amongst
Cultures Multicultural Art Fair planned for June 18th from 10:00 am to
6:00 pm at the Sheldon Peck Homestead. She noted Building Love
Amongst Cultures was formed in 2021 to create a safe, supportive and
inclusive community. The organization has held outdoor workouts;
summer 2021 NIAM "Expositions of Transformations" dance
performances based on artwork; December 2021 Sheldon Peck Art and
Essay Contest in partnership with the LHS.

Trustee Anthony Puccio, Chairperson of the Economic & Community
Development Committee, provided the following report:
The ECDC unanimously voted to recommend approve a Downtown
Retail Business Grant for Gnarly Knots restaurant to be located at 100
West St. Charles Road, in an amount of $20,000. To expedite
construction and their opening, this matter has been placed on tonight’s
Village Board agenda for approval.
The ECDC members also heard an introductory discussion regarding a
redevelopment concept and companion economic incentive request for
the former Carson’s anchor store property at 230 Yorktown Chopping
Center. ECDC members unanimously voted to concur to have staff
continue to work with Village consultants, Village Counsel, and relevant
parties to undertake and complete a negotiation effort and prepare an
Economic Incentive Agreement for future Village Board consideration.
The next meeting of the ECDC will be on Monday, June 13 at 7:00 p.m.
at the Village Hall.

Lombard Historic Preservation Commission - Village Clerk Liz Brezinski
Village Clerk Liz Brezinski, liaison to the Lombard Historic Preservation
Commission, gave the following report:
The LHS met on May 17th and approved a local landmark status for 245
W. Maple.
VII. Village Manager/Village Board/Village Clerk Comments
Village Clerk Elizabeth Brezinski read the following announcements:
Deadline for submission of photos for the “There’s No Place Like Home”
Lilac Time photo contest is May 29th.
The Lombard Police Department is partnering with the Illinois
Department of Transportation in the Click-it-or-Ticket program focused
on seat belt enforcement which runs through May 31st. In addition, a
roadside safety checkpoint will be held on Friday, May 27th focusing on
keeping our community safe. The goal is to save lives by reducing fatal
and severe-injury accidents with enforcement of DUI, seatbelt and cell
phone usage violations. Motorists are encouraged to drive carefully,
buckle up and not drink and drive.
Village Offices will be closed on Monday, May 30th in observance of the
Memorial Day holiday. Offices will re-open at 8:30 am on Tuesday, May
31st.
The Village will host a Memorial Day Ceremony on Monday, May 30th at
10:00 am at the Sunken Garden in Lombard Common Park at Grace and
St. Charles. Please join us in honoring our men and women who serve in
our country’s military, as well as remembering those who gave their lives
for our freedom.
The Village’s summer blood drive is scheduled for Tuesday, June 14th
from 8:00 am until 1:00 pm at Yorktown Center and from 1:30 pm until
7:00 pm at the First Church of Lombard, 220 S. Main. Be a hero, donate
blood. It saves lives.
The June 2nd Village Board meeting is cancelled. The next Village
Board meeting will be June 16th at 6:00 pm.

as follows: two (2) iPhone 11; one (1) iPhone 6; six (6) iPhone 7; six (6)

model number 524P is available for purchase through the Sourcewell
Cooperative Contract #032119-JDC. The contract price is $202,410.20
with a trade-in allowance for the current loader of $70,000.00. Approval of
an Ordinance declaring Village unit number WT451, a 2012 John Deere
524K front-end loader as surplus and authorizing its sale and/or disposal.

uses their patented and proprietary chemical, the only diquat-based
herbicide registered by the USEPA for controlling tree roots in sanitary
sewers.

L. 220186 Bulk Salt Purchase for Road Salt
Request for a waiver of bids and award of a contract to Morton Salt, Inc.
in the amount of $266,338.00. The Village has participated in DuPage
County Department of Transportation's salt bid. Morton's Salt, Inc. was
the lowest bidder and will be the provider of bulk road salt for the County's
