Call to Order and Pledge of Allegiance The Special Meeting of the President and Board of Trustees of the Village of Lombard held on Thursday, May 26, 2022 in the Board Room of the Lombard Village Hall was called to order at 6:00 pm by Village President Keith Giagnorio. Director of Public Works Carl Goldsmith led the Pledge of Allegiance. II. Public Participation Kaveria Lezza gave a presentation relative to the Building Love Amongst Cultures Multicultural Art Fair planned for June 18th from 10:00 am to 6:00 pm at the Sheldon Peck Homestead. She noted Building Love Amongst Cultures was formed in 2021 to create a safe, supportive and inclusive community. The organization has held outdoor workouts; summer 2021 NIAM "Expositions of Transformations" dance performances based on artwork; December 2021 Sheldon Peck Art and Essay Contest in partnership with the LHS. Approval of Minutes Village of Lombard Page 1 Village Board of Trustees Minutes May 26, 2022 A motion was made by Trustee Dan Militello, seconded by Trustee Bob Bachner, that the minutes of the regular meeting of May 5, 2022 be approved. Committee Reports Community Promotion & Tourism - Trustee Bernie Dudek, Chairperson No report Community Relations Committee - Trustee Dan Militello, Chairperson No report Economic/Community Development Committee - Trustee Anthony Puccio, Chairperson Trustee Anthony Puccio, Chairperson of the Economic & Community Development Committee, provided the following report: The ECDC unanimously voted to recommend approve a Downtown Retail Business Grant for Gnarly Knots restaurant to be located at 100 West St. Charles Road, in an amount of $20,000. To expedite construction and their opening, this matter has been placed on tonight’s Village Board agenda for approval. The ECDC members also heard an introductory discussion regarding a redevelopment concept and companion economic incentive request for the former Carson’s anchor store property at 230 Yorktown Chopping Center. ECDC members unanimously voted to concur to have staff continue to work with Village consultants, Village Counsel, and relevant parties to undertake and complete a negotiation effort and prepare an Economic Incentive Agreement for future Village Board consideration. The next meeting of the ECDC will be on Monday, June 13 at 7:00 p.m. at the Village Hall. Finance & Administration Committee, Trustee Andrew Honig, Chairperson No report Public Safety & Transportation Committee - Trustee Brian LaVaque Chairperson No report Public Works & Environmental Concerns Committee - Trustee Bob Bachner, Chairperson Village of Lombard Page 2 Village Board of Trustees Minutes May 26, 2022 No report Board of Local Improvements - Trustee Bob Bachner, President No report Lombard Historic Preservation Commission - Village Clerk Liz Brezinski Village Clerk Liz Brezinski, liaison to the Lombard Historic Preservation Commission, gave the following report: The LHS met on May 17th and approved a local landmark status for 245 W. Maple. VII. Village Manager/Village Board/Village Clerk Comments Village Clerk Elizabeth Brezinski read the following announcements: Deadline for submission of photos for the “There’s No Place Like Home” Lilac Time photo contest is May 29th. The Lombard Police Department is partnering with the Illinois Department of Transportation in the Click-it-or-Ticket program focused on seat belt enforcement which runs through May 31st. In addition, a roadside safety checkpoint will be held on Friday, May 27th focusing on keeping our community safe. The goal is to save lives by reducing fatal and severe-injury accidents with enforcement of DUI, seatbelt and cell phone usage violations. Motorists are encouraged to drive carefully, buckle up and not drink and drive. Village Offices will be closed on Monday, May 30th in observance of the Memorial Day holiday. Offices will re-open at 8:30 am on Tuesday, May 31st. The Village will host a Memorial Day Ceremony on Monday, May 30th at 10:00 am at the Sunken Garden in Lombard Common Park at Grace and St. Charles. Please join us in honoring our men and women who serve in our country’s military, as well as remembering those who gave their lives for our freedom. The Village’s summer blood drive is scheduled for Tuesday, June 14th from 8:00 am until 1:00 pm at Yorktown Center and from 1:30 pm until 7:00 pm at the First Church of Lombard, 220 S. Main. Be a hero, donate blood. It saves lives. The June 2nd Village Board meeting is cancelled. The next Village Board meeting will be June 16th at 6:00 pm. This Payroll/Accounts Payable was approved on the Consent Agenda Ordinances on First Reading (Waiver of First Requested) E. 220177 Village Equipment to be Declared Surplus Ordinance approving the request of the IT Department to sell and/or dispose of surplus equipment as more specifically detailed in Exhibit "A" attached to the ordinance, as these items have extended beyond their useful life or are obsolete to include: seventy-seven (77) Apple iPhones as follows: two (2) iPhone 11; one (1) iPhone 6; six (6) iPhone 7; six (6) iPhone 8; sixty-two (62) iPhone XR; these items to be included in the Verizon BuyBack Program. State bid for this type of vehicle has been awarded to Rush Truck Center of Springfield (Contract #19-416CMS). This Ordinance was waived of first reading and passed on second reading with suspension of the rules on the Consent Agenda Enactment No: Ordinance 8061 G. 220184 Purchase of a New John Deer Front-End Loader and Approval of Ordinance Declaring 2012 John Deer Front-End Loader as Surplus Property Request for a waiver of bids and award of a contract to West Side Tractor of Naperville, in the amount of $135,150.57. The new loader, model number 524P is available for purchase through the Sourcewell Cooperative Contract #032119-JDC. The contract price is $202,410.20 with a trade-in allowance for the current loader of $70,000.00. Approval of an Ordinance declaring Village unit number WT451, a 2012 John Deere 524K front-end loader as surplus and authorizing its sale and/or disposal. Staff requests a waiver of first reading. This Ordinance was waived of first reading and passed on second reading with suspension of the rules on the Consent Agenda Enactment No: Ordinance 8062 G-2. 220187 Amending Title XI, Chapter 112 Section 112.13(A) of the Lombard Village Code - Alcoholic Beverages An ordinance amending the Village Code to revise the number of available liquor licenses in the Class "A/B-I", "A/B-II", "A/B-III-VG", and "A/B-II-VG" liquor license categories, to reflect the change of 96 LLC d/b/a Rosemary and Jeans, located at 116 S. Main Street, from a Class "A/B-I" to a Class "A/B-II" and SNA Restaurant Group, Inc. d/b/a Sebastians Ale and Whiskey House, located at 801 E. Roosevelt Road, from a Class "A/B-III-VG" to a Class "A/B-II-VG". Staff requests a waiver of first reading. This Ordinance was passed on second reading on the Consent Agenda Enactment No: Ordinance 8065 Resolutions I. 220179 Cruise Nights Parking Agreements Resolution approving a license agreement between the Village and the owners of the parking lots at 118, 126, and 211 W. St. Charles Road for use of the parking lots by the Village for parking of certain vehicles designated by the Village for the 2022 Cruise Nights events and the 2022 Summer Concert Series. (DISTRICT #1) This Resolution was adopted on the Consent Agenda J. 220180 2022 Cruise Nights Temporary Parking Restrictions Resolution providing for temporary parking restrictions along St. Charles Road between Main Street and N. Lincoln Avenue and along Park Avenue between Orchard Terrace and Michael McGuire Drive for Cruise Nights and the Summer Concert Series. (DISTRICT #1) This Resolution was adopted on the Consent Agenda Enactment No: R 28-22 J-2. 220175 Downtown Retail Business Grant; 100 W. St. Charles Road (Gnarly Knots) Request for concurrence of a recommendation from the Economic & Community Development Committee for a Downtown Retail Business Grant for eligible interior improvements in an amount not to exceed Village of Lombard Page 6 Village Board of Trustees Minutes May 26, 2022 $20,000.00. (DISTRICT #1) This Resolution was adopted on the Consent Agenda Enactment No: R 29-22 Other Matters K. 220176 Sewer Root Control Program FY2022 Request for a waiver of bids and award of a contract to Duke's Root Control, Inc. in an amount not to exceed $32,186.56. Duke's Root Control uses their patented and proprietary chemical, the only diquat-based herbicide registered by the USEPA for controlling tree roots in sanitary sewers. This Bid was approved on the Consent Agenda L. 220186 Bulk Salt Purchase for Road Salt Request for a waiver of bids and award of a contract to Morton Salt, Inc. in the amount of $266,338.00. The Village has participated in DuPage County Department of Transportation's salt bid. Morton's Salt, Inc. was the lowest bidder and will be the provider of bulk road salt for the County's contract. (DISTRICTS - ALL) This Bid was approved on the Consent Agenda L-2. 220191 Asphalt Resurfacing and Patching Program Award of a contract to Brothers Asphalt Paving, Inc., the lowest responsible bidder of four (4) bids received, in the amount of $1,447,574.56 for services and materials in connection with the Village Asphalt Resurfacing and Patching Program. (DISTRICTS - ALL).
