Call to Order and Pledge of Allegiance The regular meeting of the President and Board of Trustees of the Village of Lombard held on Thursday, September 1, 2022 in the Board Room of the Lombard Village Hall was called to order at 6:00 p.m. by Village President Keith Giagnorio. Director of Public Works Carl Goldsmith led the Pledge of Allegiance. II. Roll Call 7 - Keith Giagnorio, Brian LaVaque, Anthony Puccio, Bernie Dudek, Andrew Honig, Dan Militello, and Bob Bachner Deputy Village Clerk Sheila York was present and taking minutes at the meeting. Public Hearings IV. Public Participation Dave Paluch spoke relative to a program called "Connecting Heroes" through T-Mobile for first responders to receive free service until 2030. V. Approval of Minutes A motion was made by Trustee Andrew Honig, seconded by Trustee Dan Militello, that the minutes of the regular meeting of August 18, 2022 be approved. Village Manager/Village Board/Village Clerk Comments Trustee Bob Bachner, Chairperson of the Public Works & Environmental Concerns Committee, commented on three items listed on the agenda for Village Board approval this evening. The Village entered into agreements with the Park District and School District #44 allowing their employees use of the Village fueling facility. The Village has now also entered into an agreement with the York Center Fire Protection District Village of Lombard Page 2 Village Board of Trustees Minutes September 1, 2022 for their staff to also use the fueling facility. In the past York Center Fire Protection District used public gas stations to fuel their apparatus, but due to the size of the equipment, it is difficult to navigate the fire apparatus at these facilities. To offset the cost of CAPA and maintenance, the IGA between the Village and the three agencies incorporates a $.10 per gallon surcharge. These costs were previously paid entirely by the Village. The surcharges range from $325 to $1,500 per year which is still below retail market fuel costs. Through this intergovernmental cooperation and agreements, the Village is helping to lower the fuel cost to participating districts and the Village is achieving a goal of the strategic plan of reducing operational costs. Deputy Village Clerk Sheila York read the following announcements: A big thank you to all of our sponsors, staff, residents and visitors who came out for the 2022 season of Cruise Nights and Summer Concerts. We look forward to seeing all of you in 2023. The Village is seeking nominations for the 17th annual Senior of the Year Awards, which recognizes outstanding seniors who volunteer or go above and beyond to positively benefit the community. Nominations must be received by 4:30 pm September 2nd. The Village will be hosting its annual fireworks display on Sunday, September 4th at approximately 8:20 pm at Madison Meadow Park due to the cancellation of the July 4th event. Follow the Village’s Facebook and Twitter pages for any updates. In observance of the Labor Day holiday, Village offices will be closed on Monday, September 5th. Offices will re-open at 8:30 am Tuesday, September 6th. The Lombard Police Department partnering with other law enforcement agencies will continue the Labor Day safe driving campaign. “Drive Sober or Get Pulled Over” campaign focused on keeping our community safe by stepping enforcement of impaired, unbuckled and distracted drivers runs through September 6th. In honor of the 21st anniversary of the September 11th, 2001 attacks on our country, a Remembrance Ceremony will be held on Sunday, September 11th at 9:00 am at the Public Safety Plaza at the Village complex. The We Remember Blood Drive is scheduled for Tuesday, September 13th from 8 am until 1pm at Yorktown and from 1:30p to 7p at the First Church of Lombard, 220 S. Main Street. Be a hero, donate blood. This Payroll/Accounts Payable was approved on the Consent Agenda C. 220276 Approval of Accounts Payable For the period ending August 26, 2022 in the amount of $776,668.86. Ordinances on First Reading (Waiver of First Requested) D. 220261 PC 22-21: 109 S Main Street - Dyslexia Craft Alcohol Production Facility The Plan Commission submits its recommendation to approve an Ordinance granting a conditional use pursuant to Section 155.507(C)(23) of the Lombard Village Code to allow for a craft alcohol production facility to operate on the subject property located within the B5PD Central Business District.
