Call to Order and Pledge of Allegiance The regular meeting of the President and Board of Trustees of the Village of Lombard held on Thursday, December 1, 2022 in the Board Room of the Lombard Village Hall was called to order at 6:00 p.m. by Village President Keith Giagnorio. Director of Public Works Carl Goldsmith led the Pledge of Allegiance. Village President Giagnorio indicated a request had been received from Trustee Dan Militello to participate in the Village Board meeting remotely as he was out of town due to business. All Village Board concurred with request. II. Village Manager/Village Board/Village Clerk Comments Village Clerk Liz Brezinski read the following announcements: Saturday, December 3rd Jingle Bell Jubilee kicks off the holiday season in downtown Lombard beginning with a DJ from 4:00 - 6:00 pm; and also includes the Calvary Church Cookie Walk; Historical Society Museum Tours; Concert at Lombard Bible Church; holiday songs at the Maple Street Chapel; and a holiday trolley. The Christmas Tree Lighting and the arrival of Santa are scheduled at Lilacia Park at 5:30 pm. The holiday Lights display in Lilacia Park will continue through January 2nd. Don’t miss this opportunity to visit the park featuring thousands of lights Village of Lombard Page 2 Village Board of Trustees Minutes December 1, 2022 along with magical light shows, tree decorations and be able to visit the gingerbread house. Check the website for Santa’s hours. The Lombard Fire Department’s 21st annual toy drive is underway. Help families in need by donating new, unwrapped toys and baby supplies at the Fire Stations, Village Hall and community locations participating in the toy drive. The Toy Drive culminates on Saturday, December 10th with the Toy Parade beginning at 10:30 am from Fire Station 45 down Main Street to Glenbard East High School. Donations will also be accepted along the parade route. The Village’s free leaf collection program continues through December 16th. Residents may place an unlimited amount of paper bags containing only leaves at the curb on the regular trash pick-up day. Yard waste stickers are required for any bundled brush or for trash cans filled with yard waste and/or twigs. Residents can recycle their old or unwanted holiday lights, extension cords and scrap wiring by placing these items in the collection bin outside of the Public Works building. This event runs through January 16th. The Lombard Fire Department will once again participate in the “Keep the Wreath Red” program. Wreaths with red bulbs will be displayed at both fire stations. A red bulb will be replaced with a white bulb if a fire occurs in the village that is attributed to holiday decorations. This is a reminder to residents to take additional safety measures as they decorate for the holidays. This holiday affords residents an opportunity to give the gift of life by donating blood at drives on December 6th from 2:30pm to 7:00 pm at the Community Building, Grace and St. Charles, and Saturday, December 10th from 8am to 1pm at the First Church, Main and Maple. Payroll/Accounts Payable A. 220376 Approval of Accounts Payable For the period ending November 18, 2022 in the amount of $814,647.65. This Payroll/Accounts Payable was approved on the Consent Agenda B. 220382 Approval of Village Payroll For the period ending November 19, 2022 in the amount of 895,279.35. Village of Lombard Page 3 Village Board of Trustees Minutes December 1, 2022 This Payroll/Accounts Payable was approved on the Consent Agenda C. 220383 Approval of Accounts Payable For the period ending November 25, 2022 in the amount of $1,049,420.53. This Payroll/Accounts Payable was approved on the Consent Agenda Ordinances on First Reading (Waiver of First Requested) D. 220289 Amending Title 11, Chapter 112 of the Lombard Village Code - Alcoholic Beverages Ordinance amending Title 11, Chapter 112, Section 112.12(A) of the Lombard Village Code, Section 112.12(A) amends the Class "SS" liquor license category description adding cider and mead products for the manufacturing, tastings, and consumption on the licensed premises, the sale of said cider and mead products manufactured on the licensed premises, cider and mead products manufactured by the licensee and for consumption off of the licensed premises; food may also be prepared by the licensee on the licensed premises for service to patrons, subject to the licensee obtaining all necessary permits and complying with all requirements under applicable law related to food preparation and service on the licensed premises. This Ordinance was waived of first reading and passed on second reading with suspension of the rules on the Consent Agenda Enactment No: Ordinance 8103 E. 220373 FY 2023 Salary Ordinance Ordinance setting rates of pay and salaries for Village of Lombard employees effective January 1, 2023. This Ordinance was waived of first reading and passed on second reading with suspension of the rules on the Consent Agenda Enactment No: Ordinance 8104 F. 220379 Amending Title XI, Chapter 112, Section 112.13(A) of the Lombard Village Code - Alcoholic Beverages Ordinance increasing the number of authorized licenses in the Class "SS" liquor license category by one and granting a Class "SS" liquor license to Dyslexia Brewing LLC d/b/a Dyslexia Brewing at 109 S. Main St. (DISTRICT #1) This Ordinance was waived of first reading and passed on second reading with suspension of the rules on the Consent Agenda Enactment No: Ordinance 8105 G. 220381 Updated Mutual Aid Box Alarm System (MABAS) Contract Village of Lombard Page 4 Village Board of Trustees Minutes December 1, 2022 Ordinance accepting updates to the Master Intergovernmental Agreement between the Mutual Aid Box Alarm System and the Village of Lombard governing mutual aid for public safety services between the Village and surrounding communities. This Ordinance was waived of first reading and passed on second reading with suspension of the rules on the Consent Agenda Enactment No: Ordinance 8106 Other Ordinances on First Reading H. 210361 Text Amendment to Section 90-04 of Village Code - Backyard Chickens The Economic and Community Development Committee submits its recommendation to approve an Ordinance granting amendments to Section 90-04 of the Lombard Village Code to strike the cap of 50 residential chicken permits in the Village (37 have been issued since encation of the provision in Spring, 2022) This Ordinance was passed on first reading on the Consent Agenda Enactment No: Ordinances 8035, 8036, 8037 Ordinances on Second Reading Resolutions I. 220380 IDOT Permit Requirements Approving a resolution enabling Village Employees to perform maintenance work within state owned right-of-ways. The Village of Lombard and all municipalities are exempt from posting a surety bond, but in lieu of said bond are required to place on file the attached resolution. This Resolution was adopted on the Consent Agenda Enactment No: R 49-22 Other Matters J. 220355 SureStay Plus by Best Western Local Hotel Relief Grant Application Approval of a grant request from SureStay Plus Hotel by Best Western in the amount of $20,293.33 to support capital improvements to the hotel and safety and security improvements, as recommended for approval by the Community Promotion and Tourism Committee. This Request was approved on the Consent Agenda Village of Lombard Page 5 Village Board of Trustees Minutes December 1, 2022 K. 220356 Fairfield Inn & Suites Lombard Local Hotel Relief Grant Application Approval of a grant request from Fairfield Inn & Suites Lombard in the amount of $17,726 to support capital improvements to the hotel, safety and security improvements, other improvements to hotel facilities or other services, and funds to support industry memberships or attendance at trade shows, as recommended for approval by the Community Promotion and Tourism Committee. This Request was approved on the Consent Agenda L-2. 220374 Agreement with Lombard Firefighters' Union, Local 3009 of International Association of Firefighters, AFL-CIO, CLC Approval of a three-year contract between the Village of Lombard and the Lombard Firefighters' Union, Local 3009 of International Association of Firefighters, AFL-CIO, CLC governing wages, terms and conditions of employment for Village firefighters, which runs from January 1, 2023 through December 31, 2025. This Request was approved on the Consent Agenda L. 220375 Village Board Meeting Schedule - 2023 Approval of the Village Board meeting schedule for 2023 including the cancellation of the first meetings in June, July and August (June 1, July 6, and August 3). Pursuant to Section 155.504 (A) (major changes in a planned development) of the Lombard Zoning Ordinance, approve an Ordinance amending the Oakview Estates Planned Development, as established by Ordinance No. 5488 and amended by Ordinance No. 7342. For the subject property, the amendment would change the land use from attached single-family (townhomes) to multiple-family dwellings. (DISTRICT #4) A motion was made by Trustee Andrew Honig, seconded by Trustee Brian LaVaque, that the Ordinance Providing for the Levy and Assessment of Taxes for the Fiscal Year Beginning January 1, 2022 and ending December 31, 2022 for the Village of Lombard be passed on second reading. The motion carried by the following vote: Aye: 5- Brian LaVaque, Bernie Dudek, Andrew Honig, Dan Militello, and Bob Bachner Absent: 1- Anthony Puccio Enactment No: Ordinance 8108 A. 220288 Ordinance Providing for the Levy and Assessment of Taxes for the Fiscal Year beginning January 1, 2022 and ending December 31, 2022 for the Village of Lombard Providing for the levy and assessment of taxes for the fiscal year beginning January 1, 2022 and ending December 31, 2022 in the amount of $11,307,018.00. For the owner of a $300,000 house, the increase will be $27.41 The Finance and Administration Committee voted unanimously to recommend the statutorily permissible 2022 tax levy to the President and the Board of Trustees. A motion was made by Trustee Andrew Honig, seconded by Trustee Bob Bachner, that the Ordinance relative to PC 22-02 for 400 E. St. Charles Road - New Directions Housing be passed on second reading.
