Committee Reports Village of Lombard Page 1 Village Board of Trustees Minutes December 15, 2022 Community Promotion & Tourism - Trustee Bernie Dudek, Chairperson No report Community Relations Committee - Trustee Dan Militello, Chairperson No report Economic/Community Development Committee - Trustee Anthony Puccio, Chairperson No report Finance & Administration Committee, Trustee Andrew Honig, Chairperson No report Public Safety & Transportation Committee - Trustee Brian LaVaque Chairperson No report Public Works & Environmental Concerns Committee - Trustee Bob Bachner, Chairperson Trustee Bob Bachner, Chairperson of the Public Works & Environmental Concerns Committee, reported the following: The Public Works & Environmental Concerns Committee met on December 13th. The committee reviewed the tree planting program relative to trees within the public right-of-way and on other Village property. As discussed in previous meetings, the village is working on closing a deficit in trees removed due to age, health, and emerald ash borer, versus their replacement. Being sensitive to budget constraints, the Village can only plant so many trees per year. As of the December 13th report, the Village has gone from a 2021 peak deficit or 868 trees to a projected 2023 deficit of 474 trees. It is a work in progress, but we are definitely improving. The committee also had a presentation on our pavement management policy. Our major roads are evaluated every five years and every road in the Village is evaluated every ten years. The latest report shows and confirms that we are reaching our goals for maintaining quality and life span of our Village roads. The committee also reviewed the recent snow management plan for 2023. An update was given relative to the fleet facility expansion project. The Public Works complex was originally built in 1972. This was an expansion and improvement to be able to better service and maintain our expanded fleet and equipment. Construction is slated for 2023. Village Manager/Village Board/Village Clerk Comments Village Clerk Liz Brezinski read the following announcements: The Holiday Lights display in Lilacia Park continues through Sunday, January 2nd from 4:30 pm until 10:00 pm. Take a stroll through the park and enjoy the magical light shows, tree decorations, a gingerbread house and so much more. Youngsters can visit Santa on Fridays, Saturdays and Sunday from 6:00 - 8:00 pm. Visitors are encouraged to donate a new, unwrapped toy for families in need. The Lombard Fire Department will once again participate in the “Keep the Wreath Red” program. Wreaths with red bulbs will be displayed at both fire stations. A red bulb will be replaced with a white bulb if a fire occurs in the village that is attributed to holiday decorations. This is a reminder to residents to take additional safety measures as they decorate for the holidays. This holiday affords residents an opportunity to give the gift of life by donating blood at the last drive of 2022 to be held on Wednesday, December 21st at Yorktown lower level by Von Maur form 9:00 am until 2:00 pm. Residents can recycle their old or unwanted holiday lights, extension cords and scrap wiring by placing these items in the collection bin outside of the Public Works building. This event runs through January 16th. Beginning the week of January 3rd and continuing through January 13th, residents can recycle their Christmas trees by placing them at the curb on their regular refuse pick-up day at no charge. Trees must be free of tinsel and decorations. Village Offices will be closed on Friday, December 23 and Monday, December 26 in observance of the Christmas holiday, as well as Monday, January 2nd in observance of the New Year holiday. The Lombard Police Department is reminding motorists about the dangers of impaired driving. From December 16th through January 2 law enforcement agencies will step up enforcement efforts focused on keeping our roadways safe with added enforcement of driving under the influence. Have a safe holiday - buckle up, refrain from cell phone usage and do not drive impaired. Payroll/Accounts Payable A. 220389 Approval of Accounts Payable For the period ending December 2, 2022 in the amount of $738,946.80. This Payroll/Accounts Payable was approved on the Consent Agenda B. 220396 Approval of Village Payroll For the period ending December 3, 2022 in the amount of $1,021,594.35. This Payroll/Accounts Payable was approved on the Consent Agenda C. 220397 Approval of Accounts Payable For the period ending December 9, 2022 in the amount of $572,186.79. This Payroll/Accounts Payable was approved on the Consent Agenda Ordinances on First Reading (Waiver of First Requested) D. 220392 An Ordinance Authorizing the Village of Lombard to Borrow Funds from The Water Pollution Control Loan Program Approving an Ordinance authorizing the Village of Lombard to borrow funds from the Public Water Supply Loan Program. Included in the Village of Lombard's Capital Improvement Plan is the rehabilitation of a large diameter combined sewer. As the amount of the project represents 100% of annual revenues to the Water/Sewer Fund, the IEPA loan will allow the Village to spread the cost of the project over a defined period of time. Staff is requesting a waiver of First Reading. (DISTRICTS #1 and #5) This Ordinance was waived of first reading and passed on second reading with suspension of the rules on the Consent Agenda Enactment No: Ordinance 8109 E. 220393 An Ordinance Providing for the Abatement of All of the Taxes Heretofore Levied for the Year 2022 to Pay Debt Service on General Obligation Bonds (Alternate Revenue Source), Series Village of Lombard Page 4 Village Board of Trustees Minutes December 15, 2022 2018, of the Village of Lombard, DuPage County, Illinois Ordinance abating all of the property taxes that were levied as a backup payment sources as part of the bond issuance from the bond issuance in 2018. This Ordinance was waived of first reading and passed on second reading with suspension of the rules on the Consent Agenda Enactment No: Ordinance 8110 F. 220398 Amending Title XI, Chapter 112, Section 112.13(A) of the Lombard Village Code (Alcoholic Beverages) Ordinance amending Title XI, Chapter 112, Section 112.13(A) of the Lombard Village Code decreasing the number of entries in the Class “FFF” liquor license category by one due to the voluntary non-renewal of the liquor license issued to Afterthought Brewing Company LLC d/b/a Afterthought Brewing located at 844 N. Ridge Avenue for the January 1, 2023 through June 30, 2023 licensing term. (DISTRICT #4) This Ordinance was waived of first reading and passed on second reading with suspension of the rules on the Consent Agenda Enactment No: Ordinance 8111 Other Ordinances on First Reading G. 220359 Text Amendments to Sections 150.030 and 150.035 of the Lombard Village Code: Accessory Structures The Board of Building Appeals (BOBA) recommends approval of text amendments to Sections 150.030, and 150.035 of the Village Code pertaining to Type V(B) construction being allowed for accessory structures that are at least 10 feet away from other structures, making 4 inches be the minimum thickness of all concrete floor slabs, and adopting Appendix F in the International Residential Code to regulate how Radon Mitigation systems are installed. (DISTRICTS - ALL) This Ordinance was passed on first reading on the Consent Agenda H. 220360 Text Amendments to Sections 150.040 and 150.041 of the Lombard Village Code: General Construction Provisions The Board of Building Appeals (BOBA) recommends approval of text amendments to Title 15, Chapter 150, Section 150.040 and 150.041, pertaining to changing the title of the section titled “Residential Use Special Requirements” to “General Construction Requirements” to apply to residential, commercial, and industrial permits. (DISTRICTS - ALL) This Ordinance was passed on first reading on the Consent Agenda I. 220361 Text Amendments to Section 150.050 of the Lombard Village Code: Floor Drain Requirement Provisions Village of Lombard Page 5 Village Board of Trustees Minutes December 15, 2022 The Board of Appeals (BOBA) recommends approval of text amendments to Section 150.050 of the Village Code pertaining to adding language to the Plumbing Code to require floor drains in all rooms containing a washing machine where installed over finished space. (DISTRICTS - ALL) This Ordinance was passed on first reading on the Consent Agenda J. 220362 Text Amendments to Section 150.066 of the Lombard Village Code: Single Electrical Services The Board of Building Appeals (BOBA) recommends approval of text amendments to Section 150.066, pertaining to adding language to allow only one electric service per single family house or townhome unit. (DISTRICTS - ALL) This Ordinance was passed on first reading on the Consent Agenda K. 220363 Text Amendments to Section 150.076 of the Lombard Village Code: Elevator Inspections The Board of Building Appeals (BOBA) recommends approval of the text amendments to Section 150.076 of the Village Code pertaining to ordinance language regarding required elevator inspections from twice a year to once a year to reflect the additional testing the State requires that will replace one inspection. (DISTRICTS - ALL) This Ordinance was passed on first reading on the Consent Agenda L. 220364 Text Amendments to Section 150.141 of the Lombard Village Code: Building Permit Fee Payment Structure The Board of Building Appeals (BOBA) recommends approval of text amendments to Section 150.141 pertaining to adding a $50 fee for certificate of occupancy time extensions, owner name changes, or business name change. The second item within Section 150.141 pertains to pre-paying of plan review fees on all projects over $500,000. This language would replace the current application deposit fee language. (DISTRICTS - ALL) This Ordinance was passed on first reading on the Consent Agenda M. 220365 Text Amendments to Section 150.317 of the Lombard Village Code - Swimming Pool Code The Board of Building Appeals (BOBA) recommends approval of text amendments to Section 150.317, pertaining to the swimming pool code. Staff is proposing removal of redundant ordinances already covered in the adopted International Pool Code. Staff also recommends removal of the pool barrier exception that would allow no fence around a pool with a certain type pool cover. (DISTRICTS - ALL) This Ordinance was passed on first reading on the Consent Agenda Village of Lombard Page 6 Village Board of Trustees Minutes December 15, 2022 Ordinances on Second Reading N. 210361 Text Amendment to Section 90-04 of Village Code - Backyard Chickens The Economic and Community Development Committee submits its recommendation to approve an Ordinance granting amendments to Section 90-04 of the Lombard Village Code to strike the cap of 50 residential chicken permits in the Village (37 have been issued since encation of the provision in Spring, 2022) This Ordinance was passed on second reading on the Consent Agenda Enactment No: Ordinance 8112 Resolutions O. 220377 2021-2031 IDOT - Lombard Traffic Signal Agreement Amendment Approving an amendment to the agreement with the Illinois Department of Transportation (IDOT) and the Village of Lombard (Village). This agreement defines existing interagency maintenance of State signalized intersections. This amendment provides that the costs for signal energy costs at Roosevelt and Finley be split 50%/50% between the Village of Lombard and the State. The Village will also assume 100% of the maintenance and energy costs at IL56 and Fairfield Ave. (DISTRICTS #1, #2, #3, #4, & #6) This Resolution was adopted on the Consent Agenda Enactment No: R 50-22 P. 220378 Second Review of Executive Session Minutes - 2022 Resolution authorizing the Village Clerk to make certain Closed Session Meeting Minutes available for public inspection Second Review 2022. This Resolution was adopted on the Consent Agenda Enactment No: R 51-22 Q. 220386 Intergovernmental Agreement with DuPage County regarding Signal Network Improvements Construction and Maintenance Approval of an Intergovernmental Agreement with DuPage County regarding Signal Network Improvements Construction and Maintenance. The Signal Network Improvements project components include fiber optic interconnection and network facilities, signal management software access, intersection signal cabinet and camera improvements and information technology improved connectivity amount the Village complex and off-site fire stations. The County will function as the lead agency with joint input from the Village, and the Village will retain ownership and Village of Lombard Page 7 Village Board of Trustees Minutes December 15, 2022 maintenance of the Village traffic signal network. The estimated Village contribution is $486,000.00. (DISTRICTS - ALL) This Resolution was adopted on the Consent Agenda Enactment No: R 52-22 Other Matters R. 220387 HVAC Maintenance Contract Extension Request for a waiver of bids and award of contract to Season Comfort in the amount not to exceed $29,437.74. This is a potential extension of the contract for one additional two-year period and will expire December 31, 2023. The scope of work includes all maintenance of the HVAC systems in the Public Works Buildings, Village Hall, Police Station, both Fire Stations and the Water Production Civic Center Reservoir and Central Station. (DISTRICTS #3, #4, #6) This Bid was approved on the Consent Agenda S. 220388 Cleaning Services, Public Works, Village Hall Request for a waiver of bids and award of contract to Advanced Cleaning Systems, Inc. in the amount not to exceed $30,000.00. This is the second of two possible one-year extensions of the contract and will expire December 31, 2023. This is for the cleaning services for Village Hall and Public Works. (DISTRICT #6). This Bid was approved on the Consent Agenda T. 220391 2023 Risk Management & Insurance Renewal Program Recommendation from the Finance and Administration Committee to approve the 2023 Risk Management Insurance Renewal Program. This Request was approved on the Consent Agenda U. 220395 Agreement with Dell Marketing for the Purchase of Microsoft Office 365 Licenses Approval of an Agreement through the State of Illinois Contract with Dell Marketing for the purchase of Microsoft Office 365 licenses in the amount of $37,602.92.
