I. Call to Order and Pledge of Allegiance
The regular meeting of the President and Board of Trustees of the
Village of Lombard held on Thursday, October 5, 2023 in the Board
Room of the Lombard Village Hall was called to order at 6:00 p.m. by
Village President Keith Giagnorio. Director of Public Works Carl
Goldsmith led the Pledge of Allegiance.

A motion was made by Trustee Dan Militello, seconded by Trustee Andrew
Honig, that the minutes of September 21, 2023 be approved. The motion
carried by the following vote:

Community Relations Committee - Trustee Dan Militello, Chairperson
Trustee Dan Militello, Chairperson of the Community Relations
Committee, reported the following:
The Village's 2023 Senior Fair was held yesterday and was a huge
success with lots of vendors and many attendees. The Senior Man of the
Year was Glenn Foster, a longtime Lombard resident, a former US Navy
E-4 Petty Officer, served as a Lombard Firefighter for 30 years and
assisted in establishing the Fire Department Arson Investigation Unit.
He also founded the highly successful Lombard Cruise Nights in 1998,
which is coming up to its 25th year in 2024. The Senior Woman of the
Year was Ellen Leitschuh, a devoted Lombard resident of almost 30
years, and an integral part of the community with her involvement with the
Outreach House, TLC Camp, Easter Seals and the Tri-Town YMCA. He
thanked those who submitted nominations and thanked the staff and
volunteers for putting the event together.

Finance & Administration Committee, Trustee Andrew Honig, Chairperson
Trustee Andrew Honig, Chairperson of the Finance & Administration
Committee, reported the following:
The Finance Committee met on September 11th and discussed 3 items.
The Committee reviewed the 2024 proposed budget and made a
recommendation to approve the budget to the Village Board. The Public
Hearing for the budget will be on the November 16th Village Board
meeting.
The Committee also reviewed the Statutorily Permissible 2023 Property
Tax Levy, and after significant discussion of this item, made a
recommendation to approve the proposed levy and set aside the
increase for future public safety building needs. The Public Hearing for
the tax levy will be on the November 2nd Village Board meeting.
Finally, the Committee reviewed the Emergency Medical Service
charges, in accordance with our policy to review all fees every three
years. The recommendation was to adopt the GEMT rate that is
established by the State, and provide a 10% discount from this rate for
residents. In addition, there will be no balance billing for residents or
non-residents. This item will also be coming to the Village Board for
consideration on November 2nd.

Public Safety & Transportation Committee - Trustee Brian LaVaque Chairperson
Trustee Brian LaVaque, Chairperson of the Public Safety &
Transportation Committee, reported the following:
The Committee met yesterday and discussed the traffic and parking
congestion issues during school drop-off and pick-up hours around the
Madison Elementary and CPSA Schools. The Committee reviewed the
traffic study presented by Sergeant Balsitis and recommended additional
parking restrictions on the west side of South Elizabeth to 500 feet north
of Madison and on Elizabeth along the east side of Madison south of
Harding. The committee unanimously approved the enhanced parking
restrictions and recommended adding the ordinance amendments to an
upcoming Village Board agenda. The next meeting is November 1,
2023.

VII. Village Manager/Village Board/Village Clerk Comments
Trustee Andrew Honig spoke regarding the successful Senior Fair.
Trustee LaVaque was wished a Happy Birthday.
Deputy Village Clerk Sheila York read the following announcements:
Join the Lombard Park District for Fall Fest this Saturday from 11:30 am
until 2:30 pm at the Lombard Community Building, 433 E. St. Charles.
This is a free family event including a pumpkin patch, games, dancing,
face painting, a candy hunt and boo bingo.
The Lombard Fire Department invites residents to its annual Open
House on Wednesday, October 11th from 6-8 pm at Station 45, 50 E. St.
Charles Road. Come and meet your Lombard firefighters and
paramedics and learn fire safety tips. The event is free and will also
include demonstrations as well as opportunities to take a closer look at
fire and EMS vehicles that are used in Lombard every day.

The next Blood Drive is scheduled for Saturday, October 14th from 8:00
am until 2:00 pm at the First Church, Main and Maple. There is an
urgent need for blood as blood supplies remain critically low. Please
consider donating blood, and if you have not ever donated, consider
becoming a donor.
Come and visit the Lombard Farmers Market located at 20 E. St.
Charles Road that is open from 2:00 pm until 7:00 pm before it closes for
the season October 17th.
Spooktacular returns to downtown Lombard on Sunday, October 22nd
from noon until 5pm. This free family event will include trick or treating,
costume contest, scavenger hunt, bounce houses, craft fair, live
entertainment and so much more.
