I. Call to Order and Pledge of Allegiance
The regular meeting of the President and Board of Trustees of the
Village of Lombard held on Thursday, January 18, 2024 in the Board
Room of the Lombard Village Hall was called to order by Village
President Keith Giagnorio at 6:00 pm. Director of Public Works Carl
Goldsmith led the Pledge of Allegiance.

A motion was made by Trustee Andrew Honig, seconded by Trustee Bernie
Dudek, that the minutes of the regular meeting of January 4, 2024 be approved.

VI. Committee Reports
Community Promotion & Tourism - Trustee Bernie Dudek, Chairperson
Trustee Bernie Dudek, Chairperson of the Community Promotion &
Tourism Committee, reported the following:
The Community Promotions and Tourism Committee met on January
16th.
o Despite the frigid temperatures we had a pretty good
turnout. We welcomed two of our three new committee
members and immediately put them to work listening to
the first five 2024 Local Tourism Grant applications.
o The applications were for support of the Lilac parade,
Lilac Times Art and Craft Fair, Lilac Princess Program,
Lombard Farmers Market, and the Lombard Brew Fest.
o Our next meeting is scheduled for February 6th where
we anticipate hearing from the current remaining Grant
Applicants.
Recommendations on each grant application will then be transmitted
to the Board of Trustees following our meeting on February 6th for
final review and action.

to submit their own proposal, please visit the Village of Lombard’s
website for more information! It is under the “How Do I…” pulldown.

Trustee Dan Militello, Chairperson of the Community Relations
Committee, reported the following:
The committee met on January 8th. The committee reviewed the
Victim Services Contract and recommended approval.

Lombard Historic Preservation Commission - Village Clerk Liz Brezinski
Village Clerk Liz Brezinski, reported the following:
At Tuesday night’s meeting of the Historic Preservation Commission,
the 6 new members were welcomed to the LHPC and the meeting
focused upon on-boarding the new members regarding the various
activities of the LHPC and the responsibilities of being a member. The
members also discussed items that may be a part of the 2024 work
program and future LHPC meetings.
The LHPC would like to recognize former Chair Rita Schneider for her
48 years with the Commission.
The Lombard Historical Society also provided an update regarding
their various events and activities.
The next meeting of the HPC will be on April 16 at 7:30 pm at the
Village Hall.
VII. Village Manager/Village Board/Village Clerk Comments
Village President Keith Giagnorio thanked the Police, Fire and Public
Works employees who worked with plowing, and responding to calls
during the last week and a half during snow and frigid temperatures.

For the period ending January 5, 2024 in the amount of $678,912.88.

For the period ending January 12, 2024 in the amount of
$1,200,618.96.

Ordinances on First Reading (Waiver of First Requested)
E. 240003 An Ordinance Terminating the Direction of Certain Sales Tax
Revenues of the Village of Lombard, DuPage County, Illinois, to
an Escrow Agent in Connection with the Village’s General
Obligation Bonds (Alternate Revenue Source), Series 2018
Ordinance terminating the Village's Direction given on September 20,
2018 to the Department of Revenue of the State of Illinois due to the
fact the bonds were paid on January 1, 2024 and the bonds are no
longer outstanding.
This Ordinance was waived of first reading and passed on second reading with
suspension of the rules on the Consent Agenda

F. 230349 Text Amendments to Section 36.30 to 36.74 of Village Code:
The Economic & Community Development Committee submits its
recommendation to approve Text Amendments to Chapter 36 relative
to the Tax Increment Financing Grant Programs. With the expiration
of the Lombard Downtown Tax Increment Financing (TIF) District,
several code changes are being introduced striking all references to
the Downtown TIF District, removing all grant requirements, and
referencing the adopted Program Policies adopted by the Village
Board. (DISTRICTS - ALL)
This Ordinance was passed on second reading on the Consent Agenda

G. 230423 PC 23-25: Calvary Church Resubdivision - 105 and 115 W Maple
Street
The Plan Commission submits its recommendation to approve the
Village of Lombard Page 4

following action on the subject property located within the R2PD
Single-Family Residence District Planned Development (Calvary
Church Planned Development):
1. Pursuant to Section 155.504 (A) (major changes in a
planned development) of the Lombard Zoning Ordinance,
amend the Calvary Church Planned Development, as
established by Ordinance No. 7627, to approve the following:
a. A major change to the planned development to change
the use of the property at 115 W. Maple Street from a
single-family residential structure owned and used by
Calvary Church to a single-family residence owned by a
separate entity and maintained as a single-family
residence; and
b. A deviation from Sections 155.510 and 155.407(H) of the
Lombard Zoning Ordinance to allow the Calvary Church
Planned Development to maintain 37% of the planned
development as open space, and to allow the property at
105 W. Maple to maintain 33% of the property as open
space, where a minimum of 50% open space is required;
and
2. Approve a minor plat of subdivision. (DISTRICT #1)
This Ordinance was passed on second reading on the Consent Agenda

H. 240010 2024 Victim Services Contract - Association for Individual
Development (A.I.D.)
A Resolution approving and authorizing the signature of the Village
Manager on a one-year Social Services Contract with Association for
Individual Development (AID) in the amount of $25,000.
This Resolution was adopted on the Consent Agenda

I. 230435 Water Wheeling Agreement between the Village of Lombard and
Illinois American Water Company
Resolution approving an agreement between the Village, Illinois
American Water Company and the DuPage Water Commission for the
purposes of wheeling water to Illinois American Water Company to
serve two hundred sixty four (264) customers in Lombard.
This Resolution was adopted on the Consent Agenda

J. 240007 22nd Street Junction Chamber, Final Balancing Change Order No.

Reflecting a decrease to the contract with John Neri Construction
Company, in the amount of ($9,310.00). This is the Final Balance
Change Order which represents a decrease of 3.3% in the overall

K. 240011 Detention Pond Maintenance and Improvements Program, Native
Plantings Management Services
Approving a contract with Bedrock Earthscapes, LLC of Wheaton, in
the amount of $23,540.00 for the maintenance of the natural
vegetation at various locations within the Village of Lombard.

L. 240019 Thomas Engineering Services Professional Services Agreement
Staff requests that the Village Board approve a professional services
agreement with Thomas Engineering Group to continue to perform
engineering inspection activities on behalf of the Village Community
Development Department for the 2024 calendar year.

Uniforms
Request for a waiver of bids and approval of the purchase of clothing

N. 240023 Waive Bids - Approve Purchase of Fire Department Turnout Gear,
Boots and Helmets

the Lombard Village Hall be recessed to Executive Session at 6:10 p.m. for the
purpose of review of Executive Session Minutes to determine whether the need
for confidentiality still exists as to those Executive Session Minutes which
have not previously been made available for public inspection. The motion
carried by the following vote:
