Call to Order and Pledge of Allegiance The regular meeting of the President and Board of the Village of Lombard held on Thursday, April 18, 2024 in the Board Room of the Lombard Village Hall was called to order at 6:00 pm by Village President Keith Giagnorio. Director of Public Works Carl Goldsmith led the Pledge of Allegiance. II. This Payroll/Accounts Payable was approved on the Consent Agenda Village of Lombard Page 3 Village Board of Trustees Minutes April 18, 2024 Ordinances on First Reading (Waiver of First Requested) D. 240103 An Ordinance Amending Article XIII of the Lombard Traffic Code to Add Parking Prohibitions on Maple Street A Recommendation from the Public Safety & Transportation Committee to amend the Ordinance amending Article XIII, Section VII of the Village of Lombard Traffic Code removing two parking spaces on the south side of Maple immediately west of Lincoln. (DISTRICT #1) This Ordinance was waived of first reading and passed on second reading with suspension of the rules on the Consent Agenda Enactment No: Ordinance 8250 E. 240133 Amending Title XI, Chapter 112 of the Village Code - Alcoholic Beverages Ordinance amending Title XI, Chapter 112, of the Village Code in regard to alcoholic beverages to establish a new Liquor Class "CC" Liquor License classification and authorizing a new Class "CC" liquor license to Righteous Kitchen Inc. d/b/a Righteous Kitchen located at 390 East Saint Charles Road. (DISTRICT # 4) This Ordinance was waived of first reading and passed on second reading with suspension of the rules on the Consent Agenda Enactment No: Ordinance 8251 F. 240117 801 E. Roosevelt Road - Sebastian’s Ale and Whiskey House Special Event - Veteran Suicide/PTSD Awareness Fundraiser Ordinance amending Title XI, Chapter 112, Section 112.18(B) of the Lombard Village Code with regard to alcoholic beverages, providing for the sale and consumption of beer in connection with a temporary event (Veteran Suicide/PTSD Awareness Fundraiser) on April 28, 2024 located at 801 E. Roosevelt Road. (DISTRICT #1) This Ordinance was passed on second reading on the Consent Agenda Enactment No: Ordinance 8253 Resolutions H. 240079 Resolution Authorizing Additions and Amendments to the Village of Lombard Financial Policies Regarding the Year End General Fund Reserve Maintenance Policy Adopted July 21, 2016 and the Fixed Assets Policy Adopted June 6, 2002 Recommendation from the Finance & Administration Committee to approve changes to the Year End General Fund Reserve Maintenance Policy and the Fixed Assets Policy. This Resolution was adopted on the Consent Agenda Enactment No: R 16-24 I. 240080 Resolution Authorizing an Addition to the Village of Lombard Purchasing Policies and Procedures Manual Recommendation from the Finance & Administration Committee to adopt the addition of the Federal Debarment and Suspension Policy to the Purchasing Policy and Procedures Manual. This Resolution was adopted on the Consent Agenda Enactment No: R 17-24 J. 240129 Charles Lane Basin Improvements, Design Engineering, Amendment No. 3 Approving a contract amendment with Engineering Resource Associates in the amount of $46,400.00 for Full Equation (FEQ) modeling as required by DuPage County to consider approving any proposed improvements to the Charles Lane Basin. The purpose of the project is to reduce the frequency of flooding on Finley Road and Charles Lane. (DISTRICT #1) This Resolution was adopted on the Consent Agenda Enactment No: R 18-24 K. 240131 North Grace Street Roadway Improvements, Preliminary and Design Engineering Village of Lombard Page 5 Village Board of Trustees Minutes April 18, 2024 Approving a contract with Baxter & Woodman, Inc. in the amount of $267,200.00 for preliminary and final design engineering for the North Grace Street Resurfacing project. (DISTRICT #4) This Resolution was adopted on the Consent Agenda Enactment No: R 19-24 L. 240132 Intergovernmental Agreement with York Township Regarding the Paving of Fairfield Avenue Approval of an Intergovernmental Agreement with York Township regarding the paving of Fairfield Avenue. The Intergovernmental Agreement provides for York Township to perform paving of incorporated sections of Fairfield Avenue in conjunction with the roadwork scheduled for the unincorporated sections of the roadway. (DISTRICT #6) This Resolution was adopted on the Consent Agenda Enactment No: R 20-24 Other Matters M. 240115 FY2024 Surface Treatment Program Request for a waiver of bids and award of a contract to Denler, Inc., in the amount of $158,360.23. This contract was competitively bid in 2023 through a joint purchase process. Under the General Terms and Conditions, it was requested that bidders submit a fixed price for Year Two and Year Three. This being Year Two, staff determined Denler, Inc. has the lowest price. (DISTRICTS - ALL) This Bid was approved on the Consent Agenda N. 240116 Tree Planting Request for a waiver of bids and award of a contract to Suburban Tree Consortium in an amount not to exceed $132,350.00. Suburban Tree Consortium represents 48 member communities. This organization handles the tree planting bid process in accordance with State of Illinois law. As a member, The Village must commit to a lead-time of five (5) years for the purchase of trees grown based upon projected orders for trees. (DISTRICTS - ALL) This Bid was approved on the Consent Agenda O. 240122 FY2024 Crack Sealing Program Request for a waiver of bids and award of a contract to SKC Construction, Inc. in the amount of $101,000.00. This was originally bid on February 1, 2022 through a joint purchase process, with possible contract extensions for years two and three. This contract represents year three. (DISTRICTS - ALL) Village of Lombard Page 6 Village Board of Trustees Minutes April 18, 2024 This Bid was approved on the Consent Agenda P. 240135 Purchase of 2024 Honda Odyssey Request for a waiver of bids and award of a contract to Honda on Grand of Elmhurst, Illinois, in the amount of $37,028.03. Staff solicited quotes for this vehicle from surrounding dealerships. This new vehicle will be used for the Police Department Investigations Fleet.
