I. Call to Order and Pledge of Allegiance
The regular meeting of the President and Board of Trustees of the
Village of Lombard held on Thursday, May 16, 2024 in the Board Room
of the Lombard Village Hall was called to order at 6:00 pm by Village
President Keith Giagnorio. Director of Public Works Carl Goldsmith led
the Pledge of Allegiance.

Umar Haque thanked the Village Board and staff for their support the last
few months. He also thanked Carl Goldsmith and the Public Works
Department for hosting the Citizen Public Works Academy.

that the minutes of the regular meeting of May 2, 2024 be approved. Upon roll

Trustee Bob Bachner, Chairperson of the Public Works & Environmental
Concerns Committee, reported the following:
The Public Works & Environmental Concerns Committee met on
Tuesday, May 17th. The members reviewed three change orders. The
first one was the Park Avenue pedestrian project change order.
The other two were for sanitary sewer lining and sanitary storm sewer
cleaning. All three change orders were approved by the committee, and
are on the agenda before you this evening.
The last item was a memo presented to the committee proposing a
responsible bidder ordinance. We did have one speaker for public
participation, supporting the idea of the proposed ordinance. After
reading the material presented by the staff and discussion by the
committee it was deemed that the Village already has in place standards
that meet or exceed the proposed, responsible bidder ordinance. The
committee voted not to move forward with the proposed responsible bid
ordinance.

The Board of Trustees adopted Ordinance 8157 (PC 23-02) on May 18,
2023, which granted approval of Preliminary Plat of Resubdivision for the
property at 230 Yorktown Center and a Portion of 175 Yorktown Center
(formerly known as the Carson’s anchor store building) and now known
as the Yorktown Reserve project . Per Village Code and State Statues,
Final Plats of Subdivision must be approved within one year of the
Preliminary Plat approval date. This action would reapprove the
Preliminary Plat of Subdivision. (DISTRICT #3)

and televising of the storm sewer on North Grace Street and additional
sanitary sewer on South Lewis Avenue between South Broadway Avenue

P. 240166 St. Charles Road Resurfacing Project, Resolution for
Expenditure Authorization
Approving a Resolution to appropriate the use of one million, three
hundred fifty seven thousand, five hundred dollars ($1,357,500.00) or as
much is required by the Illinois Department of Transportation (IDOT). This
Resolution is part of a Federal Funding IDOT project agreement. Within
this Resolution, the Director of Public Works is given authorization to sign

R. 240119 Village Hall Board Room Seating
Request for a waiver of bids and award of a contract to KI Furniture in the
amount of $52,603.00 for the purchase of seating in the Village Hall
Board Room. The Sourcewell Purchasing Alliance is a program that
affords member communities an opportunity to participate in a program
whereby a service or commodity is publicly bid by a Lead Agency and the
results of that competitive solicitation is available to all 90,000 public
agencies (Sourcewell #121919-KII). (DISTRICT #6)

S. 240120 Victorian Cottage Exterior Rehabilitation
Request for a waiver of bids and award of a contract to LA Exteriors, in
the amount of $98,682.00 for replacement and repair of the fence, front
and rear porch, siding, soffit and fascia, window casings and windows.
Staff has reached out to receive quotes from multiple contractors who will
succeed in accommodating the rehabilitation in accordance to the
original "style" of the Victorian Cottage. (DISTRICT #4)

T. 240164 Pavement Marking Replacement Program
Request for a waiver of bids and award of a contract to Superior Road
Striping, Inc. of Melrose Park, Illinois in the amount of $34,182.50. The
purpose of the Pavement Marking Program is to replace deteriorated
and damaged pavement markings. DuPage County opened bids for a
county-wide project on March 12, 2024 and awarded the 2024 Pavement
Marking Maintenance Program to Superior Road Striping, Inc. Superior
included a joint purchase form with their bid package to extend their bid
prices to other taxing bodies in DuPage County. (DISTRICTS - ALL)

U-2. 240162 Large Diameter Combined Sewer Rehabilitation
Award of a contract to Vortex Lining Systems, LLC of Houston, Texas,
the lowest responsible bidder of seven (7) bids received, in the amount of
$14,698,922.04. (DISTRICTS #1 & #5)
This Bid was approved on the Consent Agenda
U-3. 240178 Asphalt Resurfacing Program
Award of a contract to Brothers Asphalt Paving, Inc., the lowest
responsible bidder of five (5) bids received, in the amount of
$1,248,563.27. The purpose of this work includes asphalt pavement and
full-depth saw cutting, concrete sidewalk and Americans with Disabilities
Act detectable warning panels at intersections, concrete curb and gutter
spot repairs, driveway apron replacement, hot mix asphalt removal for
larger areas, hot mix asphalt surface using a paving machine to resurface
local roads or for larger patches. (DISTRICTS - ALL)

U-4. 240053 Local Tourism Grant Application 2024 - Spooktacular
Recommendation from the Community Promotion & Tourism Committee
to approve a grant request from the Downtown Lombard Business
Alliance in the amount of $10,000 inclusive of Village Services from
Hotel/Motel funds to cover Waste Management costs, the cost of Village
Services (Public Works, Police, Fire), and any activities that are not
covered by sponsorships. The event will take place on October 20, 2024.

Award of a contract to Armor D2, the lowest responsible bidder of nine

W. 240175 Granicus Annual GovQA Portal Fees
Request to approve the annual fee and funding to Granicus, in 2024 not

Lombard Village Code with regard to alcoholic beverages, providing for
the sale and consumption of beer in connection with a temporary event
(Summerfest) on June 14 and June 15, 2024, located at 800 E.
Roosevelt Road. (DISTRICT #6)
Trustee Brian LaVaque noted that he will be abstaining from voting on
this matter due to a relationship with the business owner.
Village Manager Scott Niehaus noted that due to two Trustees being
absent and one Trustee abstaining from voting on this matter, President
Giagnorio would need to vote.
A motion was made by Trustee Dan Militello, seconded by Trustee Andrew
Honig, that the Ordinance regarding 800 E. Roosevelt Road for the Noon
Whistle Brewing Special Event Summerfest be waived of first reading and

passed on second reading with suspension of the rules. The motion carried by

Resolution is part of a Federal Funding IDOT project agreement. Within

county-wide project on March 12, 2024 and awarded the 2024 Pavement
Marking Maintenance Program to Superior Road Striping, Inc. Superior
